【摘要】：近年來,隨著國家對西部貧困地區(qū)扶持政策的不斷出臺以及對少數(shù)民族地區(qū)經(jīng)濟(jì)幫扶力度的持續(xù)加大,臨夏州經(jīng)濟(jì)增長促進(jìn)社會發(fā)展的同時,農(nóng)村電網(wǎng)改造升級工程項(xiàng)目投資力度也不斷加大,這對農(nóng)村電網(wǎng)改造升級工程項(xiàng)目投資環(huán)境和項(xiàng)目管理水平提出了新的更高的要求。特別是在臨夏州這個少數(shù)民族聚居的國家重點(diǎn)扶貧地區(qū),如何針對臨夏地區(qū)發(fā)展實(shí)際,有效解決農(nóng)村電網(wǎng)改造升級工程項(xiàng)目從規(guī)劃立項(xiàng)到建成投運(yùn)全過程中的各種問題,實(shí)現(xiàn)農(nóng)村電網(wǎng)改造升級工程項(xiàng)目的有效投資,促進(jìn)臨夏地區(qū)經(jīng)濟(jì)社會健康、持續(xù)發(fā)展,是臨夏供電公司在改革發(fā)展中面臨的重要問題。隨著電力體制改革的不斷深化,新一輪農(nóng)村電網(wǎng)改造升級工程項(xiàng)目針對基層城鄉(xiāng)電力基礎(chǔ)薄弱、電網(wǎng)設(shè)備陳舊、電力技術(shù)落后的問題而全面實(shí)施,其投資規(guī)模之大、建設(shè)改造范圍之廣都是空前的。在這種形勢下,電力企業(yè)對電網(wǎng)建設(shè)項(xiàng)目投資越來越重視,而作為農(nóng)村電網(wǎng)改造升級工程項(xiàng)目實(shí)施的主體,必然重視項(xiàng)目的實(shí)施效果。因此,深入研究農(nóng)村電網(wǎng)改造升級工程項(xiàng)目管理體系及過程管控,建立完善科學(xué)合理的農(nóng)村電網(wǎng)改造升級工程項(xiàng)目管理機(jī)制勢在必行。本論文的撰寫擬在全面分析研究臨夏州農(nóng)村電網(wǎng)改造升級工程項(xiàng)目管理體系、管理流程及管理方法的基礎(chǔ)上,結(jié)合臨夏地區(qū)發(fā)展實(shí)際,總結(jié)、提煉臨夏州農(nóng)村電網(wǎng)改造升級工程項(xiàng)目管理體系構(gòu)成要素,提出項(xiàng)目管理的優(yōu)化策略,以期通過建立健全臨夏州農(nóng)村電網(wǎng)改造升級工程項(xiàng)目管理體系,完善優(yōu)化項(xiàng)目管理流程及方法措施,在合理投資、依法建設(shè)的基礎(chǔ)上真正實(shí)現(xiàn)臨夏州農(nóng)村電網(wǎng)改造升級工程項(xiàng)目的經(jīng)濟(jì)效益及社會效益最大化,推動臨夏電力項(xiàng)目建設(shè)事業(yè)不斷邁上新臺階。
[Abstract]:In recent years, with the continuous introduction of the supporting policies for the poor areas in the West and the continuous increase of economic assistance to minority areas, the economic growth of Linxia has promoted the social development, and the investment in the upgrading and upgrading of the rural power grid is also increasing, which is the investment environment for the upgrading and upgrading of the rural power grid. New and higher requirements are put forward to the level of project management, especially in the key poverty alleviation areas of the Linxia state, which is a national minority. How to solve the problems in the whole process of the transformation and upgrading of the rural power grid from the planning project to the completion and transportation of the rural power grid, and to realize the upgrading and upgrading of the rural power grid, in accordance with the actual development of the Linxia area The effective investment of engineering projects to promote the economic and social health and sustainable development of Linxia area is an important problem in the reform and development of Linxia power supply company. With the continuous deepening of the reform of the power system, the new transformation and upgrading project of the rural power grid is weak, the equipment is obsolete, and the power technology is backward. The large scale of investment and the wide range of construction and transformation are unprecedented. Under this situation, the power enterprises pay more and more attention to the investment of the power grid construction projects. As the main body of the reform and upgrading of the rural power grid, the implementation effect of the project must be paid attention to. Therefore, the reform and upgrading of the rural power grid will be deeply studied. The project management system and process control, the establishment of a perfect scientific and reasonable reform and upgrading of rural power grid project management mechanism is imperative. This paper is written in the comprehensive analysis of the Linxia state rural power grid transformation and upgrading project management system, management process and management methods, combined with the development of Linxia area practice, Summarizing and refining the elements of the project management system of Linxia rural power grid transformation and upgrading project, the optimization strategy of project management is put forward in order to improve the project management system of the transformation and upgrading of the rural power grid in Linxia state, perfect the optimization of the project management process and methods, and realize the real realization on the basis of reasonable investment and the construction of the project according to law. The maximization of the economic and social benefits of the upgrading and upgrading of rural power grids in Linxia has promoted the construction of Linxia electric power project to a new level.
