【摘要】：工程建設(shè)項(xiàng)目突發(fā)事故既影響工程建設(shè)目標(biāo)的實(shí)現(xiàn),還會給施工企業(yè)和項(xiàng)目業(yè)主造成巨大的經(jīng)濟(jì)損失,還可能產(chǎn)生不良的社會影響。在工程項(xiàng)目施工中,突發(fā)事故通常顯示隨機(jī)性、破壞性、突發(fā)性和擴(kuò)散性的特性,是對施工企業(yè)進(jìn)行突發(fā)事故處置的嚴(yán)峻挑戰(zhàn)。我國工程項(xiàng)目施工企業(yè)的應(yīng)急管理得到加強(qiáng),但是,突發(fā)事故處理還是欠缺科學(xué)的管理,在學(xué)術(shù)研究領(lǐng)域還未形成系統(tǒng)的理論。本文針對國內(nèi)大型工程項(xiàng)目曹妃甸焦化項(xiàng)目的施工中對突發(fā)事故的管理現(xiàn)狀,嘗試將項(xiàng)目管理、突發(fā)事故與應(yīng)急管理和系統(tǒng)管理等理論,以及相關(guān)的分析方法對工程項(xiàng)目應(yīng)急管理進(jìn)行研究,對大型工程施工中突發(fā)事故的特征、發(fā)生原因和應(yīng)急管理等方面展開研究,為大型工程施工制定科學(xué)的應(yīng)急管理方式提供支持。首先,從系統(tǒng)論觀點(diǎn)研究曹妃甸焦化項(xiàng)目在施工過程中突發(fā)事故的影響因素為切入點(diǎn),找到工程項(xiàng)目的系統(tǒng)復(fù)雜性對大型工程施工中突發(fā)事故的風(fēng)險根源。其次,在此基礎(chǔ)上研究工程項(xiàng)目應(yīng)急管理的基本特點(diǎn)及涉及的范疇,通過動態(tài)管理、資源調(diào)配、綜合協(xié)調(diào)等應(yīng)急資源和管理能力的分析,制定大型工程項(xiàng)目應(yīng)急管理的組織運(yùn)作方式。再次,針對二十二冶集團(tuán)公司的整體狀況,通過分析該集團(tuán)公司的應(yīng)急管理能力和資源狀況,認(rèn)清其存在的問題,分析問題產(chǎn)生的原因,為提高該集團(tuán)公司的工程項(xiàng)目應(yīng)急管理水平,提高對突發(fā)事故快速響應(yīng)能力奠定管理基礎(chǔ)。最后,通過理論應(yīng)用,結(jié)合二十二冶集團(tuán)公司的現(xiàn)實(shí)狀況,為提高其工程建設(shè)項(xiàng)目應(yīng)急管理水平制定系統(tǒng)的管理對策。
[Abstract]:The sudden accident of engineering construction project not only affects the realization of project construction goal, but also causes huge economic loss to construction enterprise and project owner, and may also produce bad social impact.In the construction of engineering projects, sudden accidents usually show the characteristics of randomness, destructiveness, sudden and diffusivity, which is a severe challenge to deal with sudden accidents in construction enterprises.The emergency management of construction enterprises of engineering projects in China has been strengthened, but the emergency management is still lack of scientific management, and no systematic theory has been formed in the field of academic research.In view of the current situation of the management of sudden accidents in the construction of Caofeidian Coking Project, this paper attempts to introduce the theories of project management, emergency and emergency management and system management, etc.And the related analysis methods to study the project emergency management, the characteristics of the sudden accidents in the construction of large-scale projects, the causes and emergency management and other aspects of the study,To provide support for the establishment of scientific emergency management methods for large-scale engineering construction.Firstly, from the point of view of system theory, this paper studies the influence factors of the sudden accidents in the construction process of Caofeidian Coking Project, and finds out the risk root of the sudden accidents caused by the system complexity of the project project.Secondly, on this basis, the basic characteristics and scope of emergency management of engineering project are studied, and the emergency resources and management ability are analyzed through dynamic management, resource allocation, comprehensive coordination and so on.Formulate the organization and operation of emergency management for large engineering projects.Thirdly, according to the overall situation of the 22 Metallurgical Group Company, by analyzing the emergency management ability and resource situation of the Group Company, we can clearly recognize the existing problems and analyze the causes of the problems.In order to improve the engineering project emergency management level of the group, improve the ability to respond to emergencies quickly lay a management foundation.Finally, through the theoretical application, combined with the actual situation of 22 Metallurgical Group Company, to improve its engineering construction project emergency management level to formulate systematic management countermeasures.
