【摘要】：智能電表的推廣應(yīng)用是建設(shè)堅(jiān)強(qiáng)智能電網(wǎng)的重要內(nèi)容,智能電表安裝質(zhì)量及運(yùn)行可靠性直接關(guān)系到廣大電力客戶的利益和供電企業(yè)的社會形象。而質(zhì)量管理是一項(xiàng)復(fù)雜的系統(tǒng)工程,它要求工程中的每個成員都參與其中,因此,管理層對質(zhì)量的要求高低及對整個工程把關(guān)嚴(yán)格與否決定了最終的工程質(zhì)量。除此之外,質(zhì)量管理還要求企業(yè)以“人”為本,采取科學(xué)的方法進(jìn)行基礎(chǔ)管理,構(gòu)建企業(yè)自身的“質(zhì)量文化”,這對企業(yè)自身的發(fā)展有著重要的意義。本文以山西省JS縣級供電公司智能電表改造項(xiàng)目管理作為研究背景,通過運(yùn)用項(xiàng)目質(zhì)量管理相關(guān)理論以及統(tǒng)計分析、排列圖法等,分析了JS供電公司智能電表改造項(xiàng)目的質(zhì)量管理現(xiàn)狀,綜合運(yùn)用層次分析法和魚骨圖的基本原理構(gòu)建了適用于一般項(xiàng)目質(zhì)量管理的加權(quán)魚骨圖模型,并運(yùn)用該模型對項(xiàng)目進(jìn)行分析,揭示了諸如工藝流程未標(biāo)準(zhǔn)化、技術(shù)培訓(xùn)不到位、質(zhì)量意識薄弱、運(yùn)維質(zhì)量監(jiān)督機(jī)制不完善以及材料質(zhì)量監(jiān)督機(jī)制不完善等質(zhì)量問題的根本原因。在調(diào)查研究的基礎(chǔ)上,從人的因素、材料因素、方法因素、機(jī)械設(shè)備和環(huán)境因素等五大質(zhì)量控制因素的角度提出了改進(jìn)的材料質(zhì)量監(jiān)督機(jī)制、項(xiàng)目責(zé)任質(zhì)量體系和三級質(zhì)量檢查和循環(huán)改進(jìn)制度等方案,對促進(jìn)JS供電公司項(xiàng)目質(zhì)量管理水平有借鑒和參考價值。
[Abstract]:The popularization and application of smart meter is an important part of building a strong smart grid. The installation quality and operation reliability of intelligent meter are directly related to the interests of power customers and the social image of power supply enterprises.The quality management is a complex system engineering, which requires every member of the project to participate in it. Therefore, the quality requirement of the management and the strict control of the whole project determine the final project quality.In addition, quality management also requires enterprises to take "people" as the basis, adopt scientific methods to carry out basic management, and construct their own "quality culture", which is of great significance to the development of enterprises themselves.In this paper, based on the research background of intelligent meter reform project management of JS County Power supply Company in Shanxi Province, through the application of project quality management theory and statistical analysis, arrangement diagram method, etc.This paper analyzes the present situation of quality management of intelligent meter reconstruction project in JS Power supply Company, and constructs a weighted fishbone map model suitable for general project quality management by using AHP and the basic principle of fish bone map.Using the model to analyze the project, it is revealed that, for example, the process is not standardized, the technical training is not in place, and the quality awareness is weak.The fundamental causes of the quality problems such as the imperfect quality supervision mechanism of operation and maintenance and the imperfect quality supervision mechanism of materials.On the basis of investigation and research, this paper puts forward the improved material quality supervision mechanism from the point of view of human factor, material factor, method factor, mechanical equipment and environmental factor, etc.The project responsibility quality system, three-level quality inspection and circulation improvement system can be used for reference and reference to promote the quality management level of JS power supply company.
