基于遞階層次風(fēng)控模型的市政工程投資風(fēng)險控制研究

【摘要】:隨著我國改革開放的不斷深入,市場經(jīng)濟體制得到不斷的完善,經(jīng)濟增長實現(xiàn)了持續(xù)的快速發(fā)展。特別是政府投資市政工程項目對城市發(fā)展起到非常重要的作用。我國政府投資市政工程項目管理體制和管理方式還存在薄弱環(huán)節(jié),因而出現(xiàn)諸多如效率低下、資源浪費嚴重、滋生腐敗現(xiàn)象等問題。因此,對政府投資市政工程項目的投資控制方式進一步深化改革。人們對投資控制的認識,是隨著時代的發(fā)展、生產(chǎn)力的提高和管理科學(xué)理論的不斷進步而逐步建立和加深的,從最初的家居建設(shè)投資控制,發(fā)展到現(xiàn)在對于地鐵、軌道、立交橋等這樣的大型項目的投資控制,經(jīng)歷了長時間的總結(jié),政府投資項目的投資控制內(nèi)容主要有決策階段的投資控制、設(shè)計階段的投資控制、招投標(biāo)階段的投資控制、施工階段的投資控制以及竣工驗收階段的投資控制。投資控制是一項系統(tǒng)工程,各階段投資控制工作相互銜接貫穿于項目實施的全過程,只有業(yè)主、設(shè)計、監(jiān)理和施工單位等參與各方共同努力,才能有效地控制項目投資規(guī)模,才能更有效地使用人力、物力、財力,從而取得最大的投資效益,實現(xiàn)投資控制的最終目的。長期以來,我國由于受到體制、機制等因素的影響,往往忽略決策階段和設(shè)計階段的投資控制,普遍存在前期工作不充分,立項依據(jù)不足,決策失誤嚴重等現(xiàn)象,造成投資的極大浪費。隨著我國改革開放的不斷深入,為推動經(jīng)濟社會的發(fā)展,大批國家投資的大型項目相繼投入建設(shè)大規(guī)模的建設(shè)急需一套先進科學(xué)的理論和方法作為投資控制的依據(jù),避免三超現(xiàn)象,以便提高我國投資和市政工程項目的經(jīng)濟效益。另外,我國實行國際招標(biāo)的大型項目越來越多,如果仍然以原有的建立在標(biāo)準定額基礎(chǔ)上的概預(yù)算管理辦法去參加國際工程的管理,無法與國際慣例接軌,從而造成管理工作上的困難與混亂?偠灾,不管是從我國投資控制的現(xiàn)狀出發(fā),還是從國家經(jīng)濟體制改革的要求出發(fā),在國家大規(guī)模進行基礎(chǔ)建設(shè)和現(xiàn)代化建設(shè)的過程中,在國家各種投資存在嚴重三超問題的今天,我們急需投資控制的理論和方法,這是選擇本課題的重要意義。
[Abstract]:With the deepening of China's reform and opening up, the market economy system has been constantly improved, economic growth has achieved sustained and rapid development.In particular, government investment in municipal projects plays a very important role in urban development.There are still some weak links in the management system and mode of government investment in municipal engineering projects, so there are many problems such as low efficiency, serious waste of resources, corruption and so on.Therefore, the government investment in municipal projects investment control way to further deepen the reform.People's understanding of investment control is gradually established and deepened with the development of the times, the improvement of productivity and the continuous progress of the scientific theory of management. From the initial investment control of home construction to the development of the subway and track now,The investment control of such large projects as overpass has experienced a long period of summary. The contents of investment control of government investment projects are mainly investment control in decision-making stage, investment control in design stage, investment control in bidding stage.Investment control at construction stage and investment control at completion acceptance stage.Investment control is a systematic engineering, and the investment control work of each stage is connected through the whole process of the project implementation. Only the joint efforts of the owners, design, supervision and construction units can effectively control the investment scale of the project.In order to use manpower, material resources and financial resources more effectively, we can obtain the maximum investment benefit and realize the ultimate goal of investment control.For a long time, because of the influence of system, mechanism and other factors, our country often ignores the investment control in the decision-making stage and the design stage. There are many phenomena in our country, such as insufficient work in the early stage, insufficient basis for establishing a project, serious mistakes in decision making, etc.A great waste of investment.With the deepening of China's reform and opening up, in order to promote economic and social development, a large number of large projects invested by the state have been put into construction, and large-scale construction is in urgent need of a set of advanced scientific theories and methods as the basis for investment control.In order to improve the economic benefits of investment and municipal engineering projects in China, the phenomenon of "three superfluous" should be avoided.In addition, there are more and more large-scale projects in our country that carry out international bidding. If we still take part in the management of international projects with the original budget estimate management method, which is based on standard quotas, we will not be able to keep pace with international practices.As a result, the management of the difficulties and confusion.In a word, whether from the current situation of investment control in China or from the requirements of the reform of the national economic system, in the process of large-scale infrastructure construction and modernization of the country,At a time when there are serious three super problems in various kinds of investment in our country, we urgently need the theory and method of investment control, which is the important meaning of choosing this subject.
