【摘要】：針對突發(fā)事件的應(yīng)急處置具有"情景依賴"這一特性,"情景-應(yīng)對"方式可作為突發(fā)事件應(yīng)急處置的首選指導(dǎo)方法,而應(yīng)急資源作為應(yīng)急處置的核心資源之一,其供給與需求的一致性是提高應(yīng)急救援效率的關(guān)鍵因素,因此,提供符合災(zāi)害需求的應(yīng)急資源配置,對于提升應(yīng)急管理水平和應(yīng)急救援效率具有重要意義。將項目管理理論中的工作分解結(jié)構(gòu)(WBS)、資源分解結(jié)構(gòu)(RBS)思想,融入突發(fā)事件應(yīng)急處置中,將突發(fā)事件情景依據(jù)WBS分解成若干個由獨立救援任務(wù)構(gòu)成的集合,再針對具體的救援任務(wù)需求,提供相應(yīng)的裝備物資,構(gòu)建基于WBS-RBS的突發(fā)事件應(yīng)急資源需求匹配矩陣,進而為突發(fā)事件整體應(yīng)急管理水平的提高,提供有益的參考和借鑒。
[Abstract]:In view of the "situational dependence" of emergency response, the "situation-response" approach can be used as the first choice of guidance for emergency response, and emergency resources as one of the core resources for emergency disposal.The consistency of supply and demand is the key factor to improve the efficiency of emergency rescue. Therefore, it is of great significance to improve the level of emergency management and the efficiency of emergency rescue by providing emergency resource allocation in accordance with the needs of disasters.The idea of work decomposition structure (WBS) and resource decomposition structure (RBS) in project management theory are integrated into emergency response, and emergency scenarios are decomposed into several sets composed of independent rescue tasks according to WBS.Then according to the specific rescue mission needs to provide the corresponding equipment and materials, build the emergency emergency resource matching matrix based on WBS-RBS, and then provide useful reference and reference for the improvement of the overall emergency management level.
