【摘要】：中國已經逐步步入老年人社會,如何做好退休人員管理工作特別是退休人員社會化服務管理工作則是重中之重,是確保退休人員“老有所養(yǎng)”、“老有所依”、“老有所樂”的重要保障,是新形勢下構建和諧社會的重要內容。南寧作為壯鄉(xiāng)廣西的首府和面向東盟的重要窗口城市,做好退休人員社會化服務管理工作,對于維護地方和諧穩(wěn)定、增強社會保障度具有特殊的重要意義。本文首先介紹現(xiàn)階段南寧市退休人員社會化服務項目在啟動、實施,結束等各階段的情況,運用文獻分析法、個案訪談法理論、與實地調研相結合等方法提出了該項目在不同階段存在的問題。啟動階段納入范圍不夠廣,實施階段服務效率不夠高,監(jiān)控收尾階段可持續(xù)性發(fā)展的問題,并針對各階段存在的問題提出了優(yōu)化的措施和積極的建議。在啟動階段完善政策不足之處,實施階段提高信息化使用程度,收尾階段加大社會認知度和財政投入。本文旨在通過項目管理理論知識與南寧市社會化服務項目實際情況相結合,為今后南寧市退休人員社會化服務工作帶來更大的發(fā)展思路。
[Abstract]:China has gradually stepped into the society of the elderly. How to do a good job in the management of retirees, especially in the management of socialized services for retirees, is a top priority. It is to ensure that retirees "have a sense of security" and "have a basis for their old age."The important guarantee of "having joy in old age" is the important content of constructing harmonious society under the new situation.As the capital of Zhuang township Guangxi and an important window city facing ASEAN, it is of special significance for Nanning to do a good job of socialized service management for retirees to maintain local harmony and stability and strengthen social security degree.This paper first introduces the current situation of the social service project of retired people in Nanning at the start, implementation, end and other stages, using the literature analysis method, case interview theory,Combined with field investigation and other methods, the problems in different stages of the project are put forward.The scope of the start-up phase is not wide enough, the service efficiency of the implementation phase is not high enough, and the problems of monitoring the sustainable development in the final stage are monitored, and the optimization measures and positive suggestions are put forward in view of the problems existing in each stage.At the beginning stage, we should improve the policy deficiency, improve the use of information in the implementation stage, and increase the social awareness and financial input in the final stage.The purpose of this paper is to combine the theoretical knowledge of project management with the actual situation of the socialized service project in Nanning, and to bring more development ideas for the socialized service of retired persons in Nanning in the future.
