商業(yè)銀行應(yīng)急項(xiàng)目管理方法研究

【摘要】:隨著整個(gè)世界今年來(lái)的加速不斷變化和快速前進(jìn),應(yīng)急管理這個(gè)領(lǐng)域的發(fā)展也有加速發(fā)展的趨勢(shì)。通過(guò)對(duì)國(guó)內(nèi)外大量文獻(xiàn)資料的研究和梳理,發(fā)現(xiàn)應(yīng)急管理領(lǐng)域的研究需要結(jié)合和借鑒了大量其他學(xué)科的經(jīng)驗(yàn)和總結(jié),呈現(xiàn)出特殊的邊界性研究狀態(tài),決策學(xué)、信息技術(shù)、行為管理學(xué)、項(xiàng)目管理等多學(xué)科在其中都發(fā)揮了重要的作用,使得應(yīng)急管理從理論到實(shí)踐的過(guò)程存在一定的難度,所以對(duì)于應(yīng)急管理整體管理框架的研究就顯示有其現(xiàn)實(shí)意義。另外,由于本身在信息技術(shù)和應(yīng)急管理領(lǐng)域的多年項(xiàng)目經(jīng)驗(yàn),深切的感受到信息技術(shù)本身是把雙刃劍,在提升生活水平的同時(shí),諸多的潛在風(fēng)險(xiǎn)隨之而生。而商業(yè)銀行作為和老百姓生活息息相關(guān)的一個(gè)門(mén)戶行業(yè),這種矛盾的現(xiàn)象尤為明顯,稍不注意緊急事件所產(chǎn)生的后果就會(huì)對(duì)我們的生活、銀行體系和整體社會(huì)都帶來(lái)影響。在這樣的大背景下,“為什么要進(jìn)行應(yīng)急管理”已無(wú)需贅述,“如何進(jìn)行應(yīng)急管理”甚至是“如何更好的進(jìn)行應(yīng)急管理”已是迫切需求。以這樣的思路為切入點(diǎn),從理論研究、實(shí)踐操作兩個(gè)層面對(duì)我國(guó)商業(yè)銀行應(yīng)急管理體系進(jìn)行了全面的研究,給出了整體應(yīng)急項(xiàng)目管理體系框架。本框架由三部分組成,包括:應(yīng)急項(xiàng)目管理核心體系、應(yīng)急項(xiàng)目管理運(yùn)行機(jī)制和應(yīng)急項(xiàng)目管理指導(dǎo)體系。應(yīng)急項(xiàng)目管理核心體系的設(shè)計(jì)從人員、流程和技術(shù)三方面進(jìn)行了考慮;應(yīng)急項(xiàng)目管理運(yùn)行機(jī)制則包括了從事前、事中到事后三個(gè)階段,以“安全運(yùn)行、有效接管”為運(yùn)行要求,覆蓋應(yīng)急管理全生命周期;應(yīng)急項(xiàng)目管理指導(dǎo)體系則提供了行業(yè)規(guī)范和執(zhí)行方法的有效支撐,確保整體框架符合遵從性要求和落地性能力。本文希望通過(guò)對(duì)商業(yè)銀行應(yīng)急項(xiàng)目管理的體系與操作方法的研究,形成理論框架,并且通過(guò)運(yùn)行項(xiàng)目管理的方法對(duì)實(shí)際操作過(guò)程進(jìn)行要點(diǎn)規(guī)范和優(yōu)化,以達(dá)到法規(guī)遵從無(wú)誤、體系框架完整、實(shí)施過(guò)程可控和持續(xù)改進(jìn)有效的目標(biāo)。
[Abstract]:With the accelerating changes and rapid progress of the whole world this year, the development of emergency management also has a trend of accelerating development.Through researching and combing a large amount of literature at home and abroad, it is found that the research in the field of emergency management needs to combine and draw lessons from the experience and summary of a large number of other disciplines, showing a special borderline research state, decision science, information technology.Behavior management, project management and other disciplines have played an important role in the process of emergency management from theory to practice, so the research on the overall management framework of emergency management has its practical significance.In addition, because of its many years of project experience in the field of information technology and emergency management, it is deeply felt that information technology itself is a double-edged sword, while raising the standard of living, a lot of potential risks come with it.Commercial banks as a portal industry closely related to the lives of ordinary people, this contradiction is particularly obvious, a little less attention to the consequences of emergencies will have an impact on our lives, the banking system and the whole society.Under such background, "why should we carry out emergency management" is no longer necessary, "how to carry out emergency management" or even "how to better carry out emergency management" is an urgent need.Taking this idea as the starting point, this paper makes a comprehensive study on the emergency management system of commercial banks in China from the two aspects of theoretical research and practical operation, and gives the framework of the overall emergency project management system.The framework consists of three parts: the core system of emergency project management, the operational mechanism of emergency project management and the guidance system of emergency project management.The design of the core system of emergency project management is considered from the aspects of personnel, process and technology, and the operational mechanism of emergency project management includes three stages: before, during and after the emergency project management, with "safe operation, effective takeover" as the operational requirement.Covering the entire life cycle of emergency management, the emergency project management guidance system provides an effective support for industry norms and implementation methods to ensure that the overall framework meets compliance requirements and landing capabilities.This paper hopes to form a theoretical framework through the study of the system and operation methods of emergency project management in commercial banks, and to standardize and optimize the actual operation process through the method of running project management, so that the regulations can be complied with correctly.Framework integrity, implementation process controllable and continuous improvement of effective objectives.
