【摘要】：基于信息的管理溝通,是現(xiàn)代政府管理中所要解決的戰(zhàn)略性問題。在當(dāng)今信息高速發(fā)展的21世紀(jì),基于信息的管理溝通在政府投資項(xiàng)目建設(shè)占居了重要的位置,政府決策的正確性及有效性在很大程度上必須依靠強(qiáng)化信息的管理溝通來實(shí)現(xiàn)。因此,建立科學(xué)有效的基于項(xiàng)目建設(shè)過程中的信息管理溝通系統(tǒng)在構(gòu)建服務(wù)型政府的過程中發(fā)揮著重要的作用。本論文研究主要基于項(xiàng)目管理溝通的相關(guān)理論、方法及技術(shù)工具,運(yùn)用文獻(xiàn)研究法、經(jīng)驗(yàn)分析法、定性分析法、邏輯分析法等方法,選取南寧市政府投資項(xiàng)目建設(shè)過程中基于利益相關(guān)者的信息管理溝通為研究對(duì)象,試圖通過挖掘現(xiàn)有南寧市政府財(cái)政投資項(xiàng)目建設(shè)過程中信息管理溝通中的存在問題,以期為提高政府決策的科學(xué)性、有效性與時(shí)效性,最終為構(gòu)建服務(wù)型的南寧市政府提供理論指導(dǎo)與實(shí)踐借鑒。透過論文研究發(fā)現(xiàn),南寧市政府投資項(xiàng)目建設(shè)過程中利益相關(guān)者信息管理溝通方面存在著5個(gè)方面的問題：基于信息的管理溝通目標(biāo)定位不清、項(xiàng)目信息利益相關(guān)者間的溝通管理欠缺協(xié)同規(guī)范統(tǒng)一、項(xiàng)目信息溝通結(jié)果與利益相關(guān)者的管理職能不匹配、忽略公眾對(duì)政府投資項(xiàng)目信息公開的需求,以及利益相關(guān)者基于信息管理溝通系統(tǒng)的功能有待優(yōu)化。最后,論文圍繞著項(xiàng)目建設(shè)過程中基于信息管理溝通存在的問題提出了重構(gòu)基于政府投資項(xiàng)目信息管理溝通的戰(zhàn)略理念、完善基于政府投資項(xiàng)目建設(shè)過程中基于利益相關(guān)者信息管理溝通的協(xié)同機(jī)制、注重信息管理溝通利益相關(guān)者間信息的共享、改善基于公眾的政府投資項(xiàng)目信息管理溝通的透明度等5個(gè)對(duì)策建議。
[Abstract]:Management communication based on information is a strategic problem to be solved in modern government management.In the 21st century, information based management communication occupies an important position in the construction of government investment projects. To a large extent, the correctness and effectiveness of government decisions must be realized by strengthening information management communication.Therefore, the establishment of scientific and effective information management and communication system based on project construction plays an important role in the construction of service-oriented government.This paper is mainly based on the related theories, methods and technical tools of project management communication, using the methods of literature research, empirical analysis, qualitative analysis, logical analysis, etc.This paper selects the information management communication based on stakeholders in the process of investment project construction of Nanning municipal government as the research object, and attempts to excavate the existing problems in the information management communication in the process of financial investment project construction of Nanning municipal government.In order to improve the scientific effectiveness and timeliness of government decision-making and finally provide theoretical guidance and practical reference for the construction of service-oriented Nanning municipal government.Through the research of this paper, it is found that there are five problems in the information management communication of stakeholders in the process of investment project construction of Nanning Municipal Government: the objectives of information-based management communication are not clear.The communication management among project information stakeholders is lack of coordination and standardization, the results of project information communication do not match with the management functions of stakeholders, and the public demand for the disclosure of government investment project information is ignored.And the function of stakeholder based information management communication system needs to be optimized.Finally, the paper puts forward the strategic idea of reconstructing the information management communication based on the government investment project around the problems existing in the information management communication in the process of project construction.Improve the cooperative mechanism of information management and communication based on stakeholders in the process of building projects based on government investment, pay attention to information sharing among stakeholders in information management communication,To improve the transparency of information management and communication of government investment projects based on the public.
