大型火力發(fā)電工程項目精細化管理研究

【摘要】:隨著國民經(jīng)濟的快速發(fā)展,經(jīng)濟社會對保障國民經(jīng)濟各部門穩(wěn)定發(fā)展的電力行業(yè)的要求也越來越高,火力發(fā)電工程項目的建設(shè)也逐漸增多。對大型火力發(fā)電工程來講,規(guī)章制度過于繁瑣而難以做出改變,工程規(guī)模較大,參建單位眾多等問題都會使大型火力發(fā)電工程項目的建設(shè)達不到預(yù)期目標,甚至可能會出現(xiàn)安全質(zhì)量問題而造成不可挽回的損失。而利用精細化管理可以在很大程度上解決這些問題,所以在大型火力發(fā)電工程中應(yīng)用精細化管理極為重要。本文在參考大量的文獻資料的基礎(chǔ)上,首先分析了火力發(fā)電工程管理以及精細化管理的的現(xiàn)狀,總結(jié)了大型火力發(fā)電工程資金投入大、設(shè)備特殊、種類繁多且要求較高、工程技術(shù)復(fù)雜、項目規(guī)模大,周期較長、項目建設(shè)涉及部門及企業(yè)較多、項目影響較大等特點,詳細探究了目前火力發(fā)電工程管理上存在的偏離建設(shè)目標、監(jiān)理不到位等諸多問題;隨后,論文對精細化管理的理論以及主要內(nèi)容進行了描述,指出精細化管理的核心是從操作、控制、核算、分析、規(guī)劃等五個方面進行全面性的管理;之后,結(jié)合火力發(fā)電工程在管理上存在的問題,本文以桐梓電廠為例,從工程進度、質(zhì)量、成本、安全以及環(huán)境等五個方面建立了精細化管理的具體實施方案,通過實習(xí)精細化管理,使其在進度、質(zhì)量、成本、安全以及環(huán)境等五個方面的管理水平都實現(xiàn)了較大的提高,證明了將精細化管理應(yīng)用于大型火力發(fā)電工程管理的必要性及可行性。
[Abstract]:With the rapid development of the national economy, the economic and social requirements for the power industry, which ensures the stable development of various sectors of the national economy, are becoming increasingly high, and the construction of thermal power projects is gradually increasing. For large-scale thermal power generation projects, The rules and regulations are too cumbersome to be changed, the large scale of the project and the numerous participating units will make the construction of large thermal power projects fail to reach the expected goal. There may even be problems of safety and quality that can lead to irreparable losses. These problems can be largely solved by the use of fine management, Therefore, it is very important to apply fine management in large-scale thermal power projects. Based on a large number of references, this paper first analyzes the current situation of thermal power project management and fine management. This paper summarizes the characteristics of large scale thermal power project, such as large investment, special equipment, various kinds and high requirements, complex engineering technology, large project scale, long period, more departments and enterprises involved in project construction, and great project influence. This paper discusses in detail the problems existing in the management of thermal power generation project, such as deviation from the construction target, inadequate supervision and so on. Subsequently, the paper describes the theory and main contents of fine management. It is pointed out that the core of fine management is comprehensive management from five aspects: operation, control, accounting, analysis and planning, and then, combined with the problems existing in the management of thermal power project, this paper takes Tongzi Power Plant as an example and takes the progress of the project as an example. Five aspects, quality, cost, safety and environment, have been set up to implement the detailed management scheme. Through the practice management, we can make it in progress, quality and cost. The management level of safety and environment has been improved greatly, which proves the necessity and feasibility of applying fine management to the management of large thermal power project.
