【摘要】：在高速鐵路建設(shè)中,難以避免的會對建設(shè)項(xiàng)目周邊環(huán)境產(chǎn)生影響,為控制與減緩生態(tài)破壞和環(huán)境污染,原鐵道部引入了環(huán)境監(jiān)理制度,以便更好地保護(hù)環(huán)境。京滬高速鐵路是我國首次引入環(huán)境監(jiān)理制度的高鐵建設(shè)工程。首先,文章梳理了國內(nèi)外環(huán)境監(jiān)理工作概況,深入分析各個(gè)國家環(huán)境監(jiān)理制度的不同側(cè)重點(diǎn),為建立和完善我國高速鐵路建設(shè)環(huán)境監(jiān)理制度提供借鑒。其次,文章對實(shí)施環(huán)境監(jiān)理過程中有關(guān)項(xiàng)目管理的理念、方法進(jìn)行介紹,從項(xiàng)目管理的角度,對建立京滬高速鐵路環(huán)境監(jiān)理制度提供理論及其方法依據(jù)；同時(shí),梳理出有關(guān)法律法規(guī),為環(huán)境監(jiān)理制度建設(shè)提供法律依據(jù)。再次,論文以筆者的工作實(shí)踐為基礎(chǔ),結(jié)合京滬高速鐵路環(huán)境監(jiān)理方案,利用項(xiàng)目管理理論對環(huán)境監(jiān)理全過程進(jìn)行回顧和總結(jié)。一是在施工前期階段,對其周圍環(huán)境開展詳細(xì)的環(huán)境影響評價(jià),提出對于生態(tài)破壞與環(huán)境污染的防治措施。設(shè)立了環(huán)境監(jiān)理組織機(jī)構(gòu),詳細(xì)描述了監(jiān)理的職責(zé)、內(nèi)容、工作時(shí)段、工作制度、工作程序以及質(zhì)量控制措施。二是在施工期階段,對環(huán)境監(jiān)理項(xiàng)目計(jì)劃、環(huán)境監(jiān)理的工作組織、環(huán)境監(jiān)理的質(zhì)量控制等進(jìn)行了詳細(xì)分析。三是在施工完成后期,對整個(gè)項(xiàng)目管理過程中存在的問題進(jìn)行了梳理,就與避免各種問題出現(xiàn)的措施進(jìn)行分析總結(jié)。文章結(jié)論是：根據(jù)京滬高速鐵路建設(shè)中環(huán)境監(jiān)理實(shí)踐,以項(xiàng)目管理理念和理論開展環(huán)境監(jiān)理工作,可以更好地達(dá)到控制與減緩生態(tài)破壞與環(huán)境污染的目的,將為進(jìn)一步建立和完善高速鐵路建設(shè)施工期環(huán)境監(jiān)理制度提供有益借鑒。
[Abstract]:In the construction of high-speed railway, it is difficult to avoid the impact on the surrounding environment of the construction project. In order to control and mitigate the ecological damage and environmental pollution, the former Ministry of Railways introduced the environmental supervision system. In order to better protect the environment. The Beijing-Shanghai high-speed railway is the first high-speed railway construction project to introduce the environmental supervision system in our country. First, the article reviews the general situation of the environmental supervision work at home and abroad. In order to provide reference for establishing and perfecting the environmental supervision system of high-speed railway construction in China, the paper analyzes the different emphases of the environmental supervision system in various countries. Secondly, the paper gives some ideas about the project management in the process of implementing environmental supervision. The method is introduced, from the point of view of project management, to provide the theory and method basis for establishing the environmental supervision system of Beijing-Shanghai high-speed railway, at the same time, to sort out the relevant laws and regulations, to provide the legal basis for the construction of the environmental supervision system. Based on the author's work practice and combined with the environmental supervision scheme of Beijing-Shanghai high-speed railway, the whole process of environmental supervision is reviewed and summarized by using the project management theory. First, in the early stage of construction, the whole process of environmental supervision is reviewed and summarized. Carrying out detailed environmental impact assessment to its surrounding environment, putting forward the prevention and control measures for ecological damage and environmental pollution, setting up the organization of environmental supervision, describing in detail the duties, contents, working period and working system of supervision, Work procedure and quality control measures. Second, in the construction period, the project plan of environmental supervision, the organization of environmental supervision and the quality control of environmental supervision are analyzed in detail. Third, in the late stage of construction, the project planning, the organization of environmental supervision and the quality control of environmental supervision are analyzed in detail. The problems existing in the whole project management process are combed out, and the measures to avoid the problems are analyzed and summarized. The conclusion is: according to the practice of environmental supervision in the construction of Beijing-Shanghai high-speed railway, Carrying out the environmental supervision work with project management idea and theory can better achieve the purpose of controlling and reducing ecological damage and environmental pollution. It will provide useful reference for further establishing and perfecting the environmental supervision system during the construction period of high-speed railway.
