【摘要】：為深入推進(jìn)檢察機關(guān)派駐基層檢察室規(guī)范化建設(shè),強化檢察室在延伸法律監(jiān)督觸角中的職能作用,促進(jìn)派駐基層檢察室嚴(yán)格、規(guī)范、高效、廉潔執(zhí)法,需要實現(xiàn)對基層檢察室業(yè)務(wù)的信息化管理,設(shè)計、開發(fā)和應(yīng)用檢察院派駐基層檢察室業(yè)務(wù)管理系統(tǒng)非常必要。山東省檢察機關(guān)通過該系統(tǒng)的應(yīng)用,形成以職能作用發(fā)揮為核心,以流程控制為關(guān)鍵,以統(tǒng)計查詢?yōu)榛A(chǔ)的信息網(wǎng)絡(luò)平臺,不斷提高派駐基層檢察室業(yè)務(wù)管理工作科學(xué)化、制度化和規(guī)范化水平。在人民檢察院關(guān)于派駐基層檢察室主要職責(zé)任務(wù)的框架內(nèi),本項目充分考慮山東省各級檢察機關(guān)派駐基層檢察室的實際工作情況和需求來進(jìn)行系統(tǒng)的規(guī)劃和建設(shè),使人民檢察院派駐檢察室業(yè)務(wù)流程規(guī)范化、信息化建設(shè)進(jìn)一步提升,為派駐基層檢察室業(yè)務(wù)工作提供全方位的信息化支撐手段,促進(jìn)派駐基層檢察室法律監(jiān)督水平和業(yè)務(wù)管理手段都得到進(jìn)一步提升。山東省檢察院派駐基層檢察室業(yè)務(wù)管理系統(tǒng),是一套集規(guī)范派駐檢察室業(yè)務(wù)職能、輔助職能、服務(wù)職能和派駐檢察室管理、統(tǒng)計功能為一體的信息化管理系統(tǒng)。系統(tǒng)主要分為基層新聞、組織機構(gòu)、業(yè)務(wù)管理、信息超市、業(yè)務(wù)報表、統(tǒng)計分析、文件傳送、系統(tǒng)管理、檢視通等模塊。業(yè)務(wù)管理主要包括:信訪辦理、刑事訴訟監(jiān)督、民事審判監(jiān)督、社區(qū)矯正監(jiān)督、行政執(zhí)法監(jiān)督、刑事案件協(xié)辦、職務(wù)犯罪預(yù)防、惠民資金監(jiān)督和檢察綜合業(yè)務(wù)等業(yè)務(wù)應(yīng)用,主要有案卡信息、業(yè)務(wù)流程和報表統(tǒng)計分析等功能。信息超市主要實現(xiàn)與檢察機關(guān)外部的信息共享,包括惠農(nóng)資金、轄區(qū)社情、社區(qū)矯正等相關(guān)政府部門系統(tǒng)共享數(shù)據(jù)的導(dǎo)入。本項目采用Oracle數(shù)據(jù)庫軟件作為系統(tǒng)后臺數(shù)據(jù)庫支撐,B/S三層體系結(jié)構(gòu),遵循通用Web開發(fā)規(guī)范,選用J2EE開發(fā)框架,并以面向服務(wù)的SOA體系架構(gòu)部署應(yīng)用。系統(tǒng)集中部署在省級院。省、市、縣三級檢察院以及派駐基層檢察室工作人員均通過網(wǎng)絡(luò)登錄省級院服務(wù)器操作,能夠分層級管理后臺維護(hù)、權(quán)限配置。網(wǎng)絡(luò)通信利用檢察院專用網(wǎng)絡(luò),采用HTTP協(xié)議進(jìn)行數(shù)據(jù)傳輸。本人承擔(dān)的主要工作是系統(tǒng)需求整理分析和項目管理。

Within the framework of the people's Procuratorate's main duties and responsibilities concerning the stationing of procuratorial offices at the grass-roots level, This project fully takes into account the actual work situation and needs of procuratorial organs at all levels in Shandong Province to deploy grass-roots procuratorial offices to carry out systematic planning and construction, so that the business processes of the procuratorial offices of the people's procuratorates can be standardized, and the construction of information technology will be further upgraded. To provide a comprehensive information support means for the business work of the procuratorial offices stationed at the grass-roots level, and to promote the legal supervision and business management means of the procuratorial offices at the grass-roots level to be further upgraded. The business management system of the procuratorial offices of the Shandong Provincial Procuratorate has been stationed at the grass-roots level. It is a set of information management system which integrates the business function, auxiliary function, service function and the management and statistics function of the procuratorial office. The system is mainly divided into basic level news, organization, business management, information supermarket, Business report forms, statistical analysis, file transmission, system management, inspection and communication, etc. Business management mainly includes: handling of letters and visits, supervision of criminal proceedings, supervision of civil trials, supervision of community correction, supervision of administrative law enforcement, cooperation of criminal cases, etc. Prevention of job-related crimes, supervision of funds for the benefit of the people and comprehensive procuratorial services and other business applications mainly have the functions of case card information, business process and statistical analysis of statements. Information supermarkets mainly share information with the external procuratorial organs, including the benefit of agricultural funds. The network communication uses the special network of procuratorate, adopts HTTP protocol to carry on the data transmission. The main work that I undertake is the system demand arrangement analysis and the project management.
