【摘要】：水是生命之源,但是全球范圍正面臨水資源短缺。我國(guó)人口眾多,人均可利用水資源極度短缺,加之環(huán)境污染嚴(yán)重,水資源的合理利用迫在眉睫。經(jīng)濟(jì)發(fā)展城市化不斷加快,我國(guó)大中小城市都面臨供水不足,管網(wǎng)建設(shè)陳舊,污水處理滯后等一系列問(wèn)題。究其原因,是水務(wù)項(xiàng)目融資難、水務(wù)項(xiàng)目效率低下,水務(wù)行業(yè)亟待改革。近年來(lái),我國(guó)政府出臺(tái)一系列措施,鼓勵(lì)有能力的投資者投入到基礎(chǔ)設(shè)施行業(yè)的建設(shè)中。先后有一批資本雄厚的投資者開(kāi)始采取先進(jìn)的管理模式,即PPP模式進(jìn)入水務(wù)項(xiàng)目建設(shè)領(lǐng)域,引入市場(chǎng)競(jìng)爭(zhēng)機(jī)制,實(shí)現(xiàn)投資的多元化。PPP項(xiàng)目紛紛落戶各地,水務(wù)市場(chǎng)前景廣闊。但PPP項(xiàng)目落地難、政企關(guān)系平衡不易等問(wèn)題仍困擾著整個(gè)水務(wù)行業(yè)。本文首先對(duì)PPP模式理論框架做了梳理,通過(guò)國(guó)內(nèi)外水務(wù)項(xiàng)目PPP模式的比較研究,總結(jié)出適用于我國(guó)的運(yùn)作模式和運(yùn)作流程、一般路徑。通過(guò)對(duì)B市水環(huán)境的進(jìn)一步分析,得出B市基礎(chǔ)設(shè)施尤其是水利設(shè)施發(fā)展空間巨大,但水務(wù)項(xiàng)目資金嚴(yán)重匱乏,引入PPP模式不僅解決融資難問(wèn)題,更能帶來(lái)良好的項(xiàng)目效益。選取B市威立雅PPP項(xiàng)目案例為基礎(chǔ),在項(xiàng)目管理理論基礎(chǔ)上分析了B市威立雅PPP項(xiàng)目的合作背景、運(yùn)作方式及項(xiàng)目主體,構(gòu)建PPP水務(wù)項(xiàng)目新運(yùn)作模式、運(yùn)作流程及風(fēng)險(xiǎn)規(guī)避防范,為西部城市的水務(wù)項(xiàng)目管理提供經(jīng)驗(yàn)借鑒。
[Abstract]:Water is the source of life, but the world is facing a shortage of water resources. China has a large population, extremely short of water resources available per capita, coupled with serious environmental pollution, the rational use of water resources is imminent. Large and medium-sized cities in China are faced with a series of problems, such as insufficient water supply, obsolete pipe network construction, lagged sewage treatment and so on. The reasons are that the financing of water projects is difficult, the efficiency of water projects is low, and the water industry is in urgent need of reform in recent years. Our government has issued a series of measures to encourage competent investors to invest in the construction of infrastructure industry. A number of well-capitalized investors have begun to adopt advanced management mode, that is, the PPP model to enter the field of water project construction. Introduction of market competition mechanism to achieve diversification of investment. PPP projects have settled around, water market prospects are broad, but the PPP project is difficult to land. The relationship between government and enterprise is not easy to balance and so on. Firstly, this paper combs the theoretical framework of PPP model, and summarizes the operation mode and operation process suitable for our country through the comparative study of domestic and foreign water project PPP model. Through the further analysis of water environment in city B, it is concluded that the development space of infrastructure facilities, especially water conservancy facilities, in B city is huge, but the funds for water projects are seriously lacking. The introduction of PPP mode not only solves the problem of financing difficulties, On the basis of project management theory, this paper analyzes the background, operation mode and main body of PPP project in B city. The new operation mode, operation process and risk aversion prevention of PPP water project are constructed to provide experience for water project management in western cities.
