東營市重點(diǎn)項(xiàng)目信息管理系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)

【摘要】:東營市緊緊圍繞“黃藍(lán)”兩大戰(zhàn)略規(guī)劃,推進(jìn)東營實(shí)現(xiàn)兩個(gè)“率先”,堅(jiān)持以重點(diǎn)項(xiàng)目帶動國家兩大戰(zhàn)略深入實(shí)施。在項(xiàng)目多、投資大、任務(wù)緊的情況下,提供一個(gè)全面、可視、直觀的項(xiàng)目空間分布格局,實(shí)現(xiàn)重點(diǎn)項(xiàng)目基礎(chǔ)信息建庫查詢展示、進(jìn)度管理、項(xiàng)目督辦考核、統(tǒng)計(jì)分析和運(yùn)維管理,構(gòu)建東營市重點(diǎn)建設(shè)項(xiàng)目信息管理系統(tǒng),對重點(diǎn)項(xiàng)目按計(jì)劃、按預(yù)算、高質(zhì)量建設(shè)有很大推動作用。首先,論文分析了重點(diǎn)建設(shè)項(xiàng)目背景和所面臨的問題,介紹了東營市在信息化發(fā)展水平較高的情況下推進(jìn)重點(diǎn)項(xiàng)目信息管理系統(tǒng)的條件和優(yōu)勢,從部門需求、數(shù)據(jù)獲取、系統(tǒng)架構(gòu)、數(shù)據(jù)庫設(shè)計(jì)、應(yīng)用方向等進(jìn)行需求分析,為東營市重點(diǎn)項(xiàng)目信息管理系統(tǒng)的建設(shè)提供規(guī)劃設(shè)計(jì)和開發(fā)指南等。其次,論文根據(jù)軟件工程項(xiàng)目建設(shè)要求,按照軟件工程全生命周期法,基于UML(統(tǒng)一建模語言),以組件復(fù)用技術(shù)為系統(tǒng)總體設(shè)計(jì)思路,從重點(diǎn)項(xiàng)目信息管理系統(tǒng)平臺的需求分析、概要詳細(xì)設(shè)計(jì)、代碼編寫、系統(tǒng)測試、試運(yùn)行等有序開展工作,保證系統(tǒng)適合建設(shè)和管理需求。再次,依托東營地理信息公共服務(wù)平臺,以DELIPH為可視化開發(fā)語言,采用windows操作系統(tǒng)、oracle數(shù)據(jù)庫等運(yùn)行環(huán)境,設(shè)計(jì)開發(fā)后臺管理、項(xiàng)目文檔、進(jìn)度統(tǒng)計(jì)、項(xiàng)目進(jìn)度、地圖瀏覽等模塊,實(shí)現(xiàn)對重點(diǎn)項(xiàng)目的優(yōu)化篩選管理、動態(tài)管理、數(shù)字化管理和可視化管理。最后,詳細(xì)介紹了重點(diǎn)項(xiàng)目信息管理信息系統(tǒng)的安裝調(diào)試,并以東營市重點(diǎn)建設(shè)項(xiàng)目為例,展示了東營市年度重點(diǎn)項(xiàng)目信息,實(shí)現(xiàn)了對重點(diǎn)項(xiàng)目建設(shè)進(jìn)展情況、項(xiàng)目資金費(fèi)用使用、項(xiàng)目質(zhì)量效果等情況實(shí)施評估和績效考核管理,推進(jìn)項(xiàng)目信息統(tǒng)一管理、項(xiàng)目資源共享,促進(jìn)項(xiàng)目負(fù)責(zé)部門間進(jìn)行項(xiàng)目的管理與共享,為科學(xué)決策提供依據(jù)和參考。
[Abstract]:Dongying City closely revolves around the "yellow and blue" two strategic plans, pushing Dongying to realize the two "pioneers", insisting on using key projects to drive the country's two major strategies to be implemented in depth. When there are more projects, large investments, and tight tasks, it provides a comprehensive and visible one. Direct project spatial distribution pattern, realize the key project foundation information construction database query display, progress management, project supervision and assessment, statistical analysis and operation management, build Dongying key construction project information management system, the construction of Dongying key construction project information management system, the construction of Dongying key construction project information management system, According to the plan and budget, high quality construction plays a very important role in the key projects. First, the paper analyzes the background and problems of the key construction projects. This paper introduces the conditions and advantages of the information management system for key projects in Dongying City under the condition of high level of information development. The requirements are analyzed from the aspects of department requirements, data acquisition, system architecture, database design, application direction, etc. To provide planning, design and development guidelines for the construction of information management system for key projects in Dongying. Secondly, according to the requirements of software engineering projects, according to the whole life cycle method of software engineering, Based on UML (Unified Modeling language), with component reuse technology as the overall design idea of the system, from the key project information management system platform requirements analysis, outline detailed design, code preparation, system testing, trial operation and other orderly work, Thirdly, relying on Dongying geographic information public service platform, taking DELIPH as visual development language, using windows operating system and oracle database to design and develop background management, project document, etc. Progress statistics, project schedule, map browsing and other modules to achieve the optimization of key projects screening management, dynamic management, digital management and visual management. Finally, the installation and debugging of key project information management information system is introduced in detail. Taking the key construction projects of Dongying city as an example, the annual key projects information of Dongying city is displayed, and the progress of key projects construction, the use of project funds, the quality effect of projects and so on are realized, and the performance evaluation and management are realized. To promote the unified management of project information and the sharing of project resources, to promote the project management and sharing among the departments in charge of the project, and to provide the basis and reference for scientific decision-making.
