【摘要】：本論文是基于泉州市洛江區(qū)新行政中心項(xiàng)目建設(shè)過程中相關(guān)項(xiàng)目管理理論的探討和實(shí)踐,旨在對行政項(xiàng)目建設(shè)管理中將項(xiàng)目管理理論進(jìn)行實(shí)際化的操作和運(yùn)用,并進(jìn)行探索性的研究,力求總結(jié)出項(xiàng)目管理理論與行政項(xiàng)目相結(jié)合過程的經(jīng)驗(yàn)與得失。一個區(qū)域的行政中心對一個區(qū)域的發(fā)展,起著相當(dāng)重要的作用,而新行政中心的遷移對區(qū)域結(jié)構(gòu)的改善,空間環(huán)境質(zhì)量的提高,以及政府的自身發(fā)展起到了巨大的作用。同時(shí)對政府形象、職能轉(zhuǎn)變、機(jī)構(gòu)改革、執(zhí)政理念革新等方面進(jìn)行了有益的促進(jìn)。但是在主流有點(diǎn)之外,也存在著諸多地區(qū)利益糾紛、矛盾與不和諧。本論文試圖從區(qū)域經(jīng)濟(jì)總體發(fā)展戰(zhàn)略的角度總結(jié)分析了一個新行政中心從遷移動機(jī)、區(qū)位選址、項(xiàng)目建設(shè)到后續(xù)配套設(shè)施以及周邊區(qū)域發(fā)展等問題進(jìn)行了分析歸納,對建設(shè)一個區(qū)域新行政中心過程中項(xiàng)目管理理論的運(yùn)用和實(shí)踐進(jìn)行了探討。在論文的核心部分,論文將對區(qū)域新行政中心的規(guī)劃建設(shè)管理進(jìn)行了系統(tǒng)的研究,對區(qū)域行政中心區(qū)的規(guī)劃選址、功能組合、結(jié)構(gòu)模式、形象特征等方面進(jìn)行了系統(tǒng)詳細(xì)的分析論述。論文通過現(xiàn)象分析—規(guī)律總結(jié)—原因探究—趨勢探討的研究思路,提出了區(qū)域行政中心區(qū)規(guī)劃建設(shè)的原則,并對未來的改進(jìn)方向進(jìn)行了探討。對于目前大部分區(qū)域行政中心建設(shè)中存在的形象單一、布局模式化、特色不足以及規(guī)模失控等問題,在前人研究成果的基礎(chǔ)上,進(jìn)行了原因分析,提出了自己的見解,并從社會發(fā)展、機(jī)制創(chuàng)新和制度完善等角度提出了問題解決的可能途徑。在論文結(jié)論部分,論文對重點(diǎn)對洛江區(qū)域新行政中心區(qū)的規(guī)劃設(shè)計(jì)進(jìn)行了提煉與總結(jié),并從項(xiàng)目建設(shè)動機(jī)、項(xiàng)目設(shè)計(jì)、項(xiàng)目實(shí)行、項(xiàng)目建設(shè)管理、項(xiàng)目監(jiān)督驗(yàn)收等方面,建立一個完整的從宏觀、中觀到微觀的開放式研究框架體系,從而為在政府行政項(xiàng)目建設(shè)工作中實(shí)行項(xiàng)目化管理做一些探索。本文主要對項(xiàng)目化營銷管理模式進(jìn)行了研究。在對其內(nèi)涵和特點(diǎn)以及結(jié)構(gòu)進(jìn)行闡述的基礎(chǔ)上,從管理層面上提出了營銷項(xiàng)目群管理的概念,對營銷項(xiàng)目群管理的目標(biāo)、組織和方法進(jìn)行了系統(tǒng)、深入的研究。從實(shí)施層面上提出了營銷項(xiàng)目管理的概念,對項(xiàng)目管理在營銷全程和營銷關(guān)鍵環(huán)節(jié)中的具體應(yīng)用進(jìn)行了闡述。
[Abstract]:This paper is based on the discussion and practice of the relevant project management theory in the construction process of the new administrative center of Luojiang District, Quanzhou City, aiming at the practical operation and application of the project management theory in the administrative project construction management. And carries on the exploratory research, diligently summarizes the project management theory and the administration project unifies the process the experience and the gain and loss. A region's administrative center plays the quite important role to the development of a region, The relocation of the new administrative center has played a great role in improving the regional structure, improving the quality of the space environment, and the government's own development. At the same time, it has played a great role in the image of the government, the transformation of its functions, and the reform of its institutions. The innovation of the governing concept has been promoted. But beyond the mainstream, there are also many regional interest disputes. This paper attempts to summarize and analyze a new administrative center from the perspective of the overall development strategy of regional economy. This paper analyzes and sums up the problems of project construction to follow-up facilities and the development of surrounding areas, and probes into the application and practice of project management theory in the process of building a new regional administrative center. The paper will carry on the systematic research to the planning and construction management of the new administrative center of the region, to the planning location, the function combination, the structure pattern of the regional administrative center, Through the research ideas of phenomenon analysis, law summary, reason research and trend discussion, the paper puts forward the principles of planning and construction of regional administrative center district. And discussed the future direction of improvement. For most of the current regional administrative center in the construction of the image of a single, layout model, lack of characteristics and scale out of control, on the basis of previous research results, The author analyzes the reasons, puts forward his own opinions, and puts forward the possible ways to solve the problem from the angles of social development, mechanism innovation and system perfection. The paper abstracts and summarizes the planning and design of the new administrative center of Luojiang region, and establishes a complete macro view from the aspects of project construction motivation, project design, project implementation, project construction management, project supervision and acceptance, etc. Meso to micro open research framework, In order to carry out the project management in the government administration project construction work, this paper mainly studies the project marketing management mode. On the basis of the connotation, characteristics and structure of the project marketing management, In this paper, the concept of marketing project group management is put forward from the management level, and the objectives, organization and methods of marketing project group management are studied systematically and deeply. The concept of marketing project management is put forward from the implementation level. This paper expounds the application of project management in the whole marketing process and the key links of marketing.
