【摘要】:在“十二五”期間,國(guó)家加大對(duì)“節(jié)能減排”的重視,很多地區(qū)的污水處理廠也逐漸開始發(fā)展起來(lái),隨之而來(lái)的問(wèn)題就是大量的污泥得不到有效處置。如何處理所產(chǎn)生的污泥問(wèn)題,又能為企業(yè)帶來(lái)經(jīng)濟(jì)回報(bào),是眼前各地政府和企業(yè)都十分關(guān)注的重心。因此,本文的寫作目的在于解決污泥處理企業(yè)在項(xiàng)目運(yùn)營(yíng)中所面對(duì)的實(shí)際問(wèn)題和實(shí)際困難,為日后項(xiàng)目更好的運(yùn)營(yíng)發(fā)展提出實(shí)際的對(duì)策和建議,更有利于企業(yè)穩(wěn)定發(fā)展。本文重點(diǎn)研究的對(duì)象是A公司的重點(diǎn)項(xiàng)目——X市污水處理廠的污泥處理工程項(xiàng)目(以下簡(jiǎn)稱為S污泥處理工程項(xiàng)目)的運(yùn)營(yíng)管理情況。立足于企業(yè)項(xiàng)目的實(shí)際情況,通過(guò)幾個(gè)實(shí)際案例來(lái)找到項(xiàng)目運(yùn)營(yíng)管理中的問(wèn)題,主要有組織結(jié)構(gòu)、運(yùn)營(yíng)模式、采購(gòu)及物流四個(gè)方面的問(wèn)題,最后提出更為具體的對(duì)策和建議。本文運(yùn)用案例研究的方法進(jìn)行分析研究,結(jié)合S污泥處理工程實(shí)際項(xiàng)目運(yùn)營(yíng)中的典型案例,同時(shí)結(jié)合項(xiàng)目運(yùn)營(yíng)管理的相關(guān)理論進(jìn)行詳細(xì)分析。本文主要運(yùn)用了運(yùn)營(yíng)管理中的組織結(jié)構(gòu)、運(yùn)營(yíng)計(jì)劃、采購(gòu)管理、物流管理的相關(guān)理論,對(duì)項(xiàng)目運(yùn)營(yíng)的問(wèn)題進(jìn)行細(xì)化分析,最后指出,組織結(jié)構(gòu)優(yōu)化可以通過(guò)各部門的合作以及建立S污泥處理工程項(xiàng)目運(yùn)營(yíng)的管理團(tuán)隊(duì);生產(chǎn)運(yùn)營(yíng)的優(yōu)化可以打造柔性產(chǎn)能;采購(gòu)和庫(kù)存的優(yōu)化可以實(shí)施戰(zhàn)略采購(gòu)、改進(jìn)庫(kù)存管理方式;物流配送優(yōu)化可以讓各部門聯(lián)合合作、運(yùn)用RFID技術(shù)等。本文在大量理論基礎(chǔ)的指導(dǎo)下,主要分析了A公司S污泥處理工程項(xiàng)目的運(yùn)營(yíng)管理中的問(wèn)題,站在經(jīng)濟(jì)性的角度,為企業(yè)帶來(lái)更大利潤(rùn)的同時(shí),也解決了城市污泥處理的問(wèn)題,可以說(shuō)是一舉兩得,即給企業(yè)帶來(lái)了巨大的經(jīng)濟(jì)收入又為環(huán)境保護(hù)做出了巨大貢獻(xiàn)。同時(shí),本文也具有一定的創(chuàng)新性,目前我國(guó)對(duì)污泥處理企業(yè)運(yùn)營(yíng)的案例研究可以說(shuō)是少之又少,本文的寫作不但為A公司S污泥處理工程項(xiàng)目帶來(lái)了一種項(xiàng)目運(yùn)營(yíng)管理的思路和方法,同時(shí)也為其他企業(yè)的項(xiàng)目運(yùn)營(yíng)管理帶來(lái)了重要的參考。
[Abstract]:During the 12th Five-Year Plan period, the state paid more attention to "energy conservation and emission reduction," and sewage treatment plants in many regions began to develop gradually. The following problem is that a large amount of sludge can not be effectively disposed of. How to deal with the resulting sludge problem, which can bring economic returns to enterprises, is the focus that governments and enterprises all over the world are paying close attention to. The purpose of this paper is to solve the practical problems and practical difficulties faced by sludge treatment enterprises in the project operation, and to put forward practical countermeasures and suggestions for better operation and development of the project in the future. The object of this paper is the key project of company A, the operation and management of sludge treatment project of sewage treatment plant in X city (hereinafter referred to as S sludge treatment project). Based on the actual situation of the enterprise project, Through several practical cases to find out the project operation management problems, there are four main organizational structure, business model, procurement and logistics issues, Finally, more concrete countermeasures and suggestions are put forward. This paper uses the method of case study to analyze and study, combined with the typical cases in the actual project operation of S sludge treatment project. At the same time, combined with the related theory of project operation management, this paper mainly uses the related theories of organization structure, business plan, purchasing management and logistics management to analyze the problems of project operation in detail. Finally, it is pointed out that the optimization of organizational structure can be carried out through the cooperation of various departments and the establishment of a management team for the operation of the S sludge treatment project; the optimization of production and operation can create flexible production capacity; the optimization of procurement and inventory can implement strategic procurement. Improve inventory management, logistics distribution optimization can let all departments cooperate, use RFID technology, etc. Under the guidance of a large number of theoretical basis, this paper mainly analyzes the problems in the operation and management of the S sludge treatment project in company A. From the economic point of view, while bringing greater profits to enterprises, it also solves the problem of urban sludge treatment, which can be said to kill two birds with one stone, that is, to bring huge economic income to enterprises and make great contributions to environmental protection. At the same time, This paper also has certain innovation, at present, the case study of sludge treatment enterprise operation in our country can be said to be very few. The writing of this paper not only brings a kind of project operation management thought and method for the S sludge treatment project of A company. At the same time, it also brings important reference to the project operation and management of other enterprises.
