黑龍江省農(nóng)村社保公共服務(wù)平臺(tái)建設(shè)項(xiàng)目管理研究

【摘要】:近年來(lái),隨著新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)和城鎮(zhèn)居民社會(huì)養(yǎng)老保險(xiǎn)兩項(xiàng)制度統(tǒng)一為城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn),農(nóng)村社會(huì)保障經(jīng)辦服務(wù)需求量大幅增加。由于城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)服務(wù)對(duì)象眾多,而且歷史上黑龍江省在鄉(xiāng)鎮(zhèn)一級(jí)從未建立過(guò)規(guī)范的社會(huì)保障公共服務(wù)平臺(tái),所以在政策實(shí)施的過(guò)程中,農(nóng)村社會(huì)保障公共服務(wù)平臺(tái)建設(shè)給縣、鄉(xiāng)兩級(jí)地方政府帶來(lái)了巨大的壓力。如何在有限時(shí)間內(nèi)合理利用縣級(jí)地方政府的財(cái)力和人力資源,在農(nóng)村建立與城市類似的標(biāo)準(zhǔn)化、規(guī)范化的社會(huì)保障公共服務(wù)平臺(tái),是基層政府需要重點(diǎn)破解的一項(xiàng)難題。由于每個(gè)鄉(xiāng)鎮(zhèn)的農(nóng)村社會(huì)保障公共服務(wù)平臺(tái)建設(shè)既相似又有區(qū)別,具備項(xiàng)目臨時(shí)性和唯一性特點(diǎn),因此本文研究將近年來(lái)備受各行各業(yè)關(guān)注的項(xiàng)目管理方法應(yīng)用于農(nóng)村社會(huì)保障公共服務(wù)平臺(tái)建設(shè),排除行政管理體制和行政職級(jí)關(guān)系的干擾,運(yùn)用項(xiàng)目管理工具追求更高的建設(shè)質(zhì)量、更有效的資源利用和更短的建設(shè)時(shí)間。文中結(jié)合項(xiàng)目背景和文獻(xiàn)分析,以及對(duì)黑龍江省農(nóng)村社保公共服務(wù)平臺(tái)前期建設(shè)和當(dāng)前問(wèn)題的總結(jié)、歸納,提出了需要解決的具體問(wèn)題,明確了農(nóng)村社保公共服務(wù)平臺(tái)建設(shè)的必要性,論證在該項(xiàng)目上實(shí)施項(xiàng)目管理的可行性,并從實(shí)施策略的角度提出如何解決制約項(xiàng)目管理實(shí)施的因素。研究過(guò)程中,依據(jù)政府行政管理的特點(diǎn)和項(xiàng)目管理理論,選取了項(xiàng)目組織、項(xiàng)目計(jì)劃和項(xiàng)目控制中的三個(gè)關(guān)鍵側(cè)面,運(yùn)用任務(wù)分解、計(jì)劃評(píng)審等項(xiàng)目管理技術(shù),設(shè)計(jì)了具體的管理模型,并在案例中對(duì)可行性進(jìn)行了驗(yàn)證。本文嘗試從項(xiàng)目管理的角度,將項(xiàng)目管理理論應(yīng)用于多個(gè)政府職能部門(mén)參與的具體項(xiàng)目之中,引入了科學(xué)化、規(guī)范化的管理措施,在項(xiàng)目組織、進(jìn)度、質(zhì)量和成本方面提出了具體的管理方案,解決了原有管理方式中存在的具體問(wèn)題,促使各參與部門(mén)將復(fù)雜的關(guān)系簡(jiǎn)單化、立體化、流程化,無(wú)異于從根本上對(duì)行政管理方式的創(chuàng)新和變革,一定程度上還證明了項(xiàng)目管理在政府項(xiàng)目上應(yīng)用的創(chuàng)新性、有效性和可行性,為今后的類似項(xiàng)目管理提供了有益參考。在當(dāng)前政府機(jī)關(guān)鼓勵(lì)和提倡在具體工作中運(yùn)用項(xiàng)目管理、項(xiàng)目化管理技術(shù)和方法的大背景下,本文研究和分析的內(nèi)容適應(yīng)提高行政管理水平和質(zhì)量的發(fā)展趨勢(shì),具有一定的研究?jī)r(jià)值和推廣意義。
[Abstract]:In recent years, with the new rural social endowment insurance and urban residents social old-age insurance two systems unified for urban and rural residents basic old-age insurance. The demand for rural social security services has increased significantly. Because of the large number of basic old-age insurance services for urban and rural residents, and in the history of Heilongjiang Province has never established a standardized social security public service platform at the township level. So in the process of policy implementation, rural social security public service platform to the county construction. The local government at the township level has brought great pressure. How to make rational use of the financial and human resources of the county-level local government in a limited time to establish a standard similar to that of the city in the rural areas. The standardized social security public service platform is a difficult problem that the grass-roots government needs to solve. Because the construction of rural social security public service platform in each township is both similar and different. With the temporary and unique characteristics of the project, this paper will be concerned by various industries in recent years, the project management methods applied to the construction of rural social security public service platform. In order to eliminate the interference of the relationship between the administrative management system and the administrative rank, the project management tools are used to pursue higher construction quality, more effective use of resources and shorter construction time. This paper combines project background and literature analysis. As well as the Heilongjiang Province rural social security public service platform construction and current problems summarized the specific problems that need to be solved clear the necessity of rural social security public service platform construction. This paper demonstrates the feasibility of implementing project management on the project, and puts forward how to solve the factors restricting the implementation of project management from the perspective of implementation strategy. In the course of the research, according to the characteristics of government administration and the theory of project management. Three key aspects of project organization, project planning and project control are selected, and a specific management model is designed using project management techniques such as task decomposition and plan review. This paper tries to apply the theory of project management to the specific projects in which many government functional departments participate in, and introduces the scientific method from the point of view of project management. Standardized management measures, in the project organization, progress, quality and cost aspects of the specific management plan, to solve the original management of the specific problems. To urge the participating departments to simplify, three-dimensional, and process the complex relationship is tantamount to the innovation and reform of the administrative mode. To some extent, it also proves the innovation, effectiveness and feasibility of the application of project management in government projects. It provides a useful reference for similar project management in the future. In the context of encouraging and advocating the use of project management and project management techniques and methods in the specific work of the current government agencies. The content of this paper is suitable for the development trend of improving the level and quality of administrative management, which has certain research value and popularization significance.
