高校內(nèi)部決策過程的研究

【摘要】:高校承擔(dān)著培養(yǎng)人才、服務(wù)社會(huì)的重要職能,是培育社會(huì)主義事業(yè)建設(shè)者和接班人的重要陣地。多年來,我國的高教宏觀體制改革已取得許多突破,高校擁有越來越多的辦學(xué)自主權(quán)。隨之而來的是,變革高校內(nèi)部決策和管理體制以理順內(nèi)部關(guān)系、優(yōu)化資源配置、提升辦學(xué)水平,己成高校發(fā)展的當(dāng)務(wù)之急。高校內(nèi)部決策變革涵蓋多個(gè)層次、多個(gè)方面,關(guān)系教師、學(xué)生和其他利益主體,涉及高校內(nèi)部政治權(quán)力、行政權(quán)力、學(xué)術(shù)權(quán)力的關(guān)系,包括決策議程、執(zhí)行、監(jiān)督、評(píng)估全過程。目前,我國高校內(nèi)部決策上存在著決策權(quán)力集中、師生參與程度不夠、行政權(quán)力過大、決策程序不科學(xué)等問題。錯(cuò)誤的決策不僅會(huì)影響到學(xué)校的正常運(yùn)轉(zhuǎn),而且會(huì)給整個(gè)社會(huì)帶來不良影響。本研究從決策系統(tǒng)和決策過程兩方面入手,分別從靜態(tài)的角度探討決策主體的參與以及從動(dòng)態(tài)的角度分析決策的整個(gè)過程。在高校內(nèi)部,與決策息息相關(guān)的主體有教師和學(xué)生,然而目前決策權(quán)主要集中在校領(lǐng)導(dǎo)一級(jí),教師和學(xué)生只是作為決策的對(duì)象而已。高校應(yīng)該擴(kuò)大決策參與的主體,吸引有專業(yè)知識(shí)和能力的師生參與進(jìn)來,聽取更多的意見和建議,這樣才能做出更民主和公平的決策。而作為公共部門,校友以及其他社會(huì)成員也有權(quán)參與高校決策,他們擁有更多的社會(huì)資源,并且能夠站在不同的角度更加理性的看待學(xué)校內(nèi)部問題,為高校內(nèi)部決策提出有創(chuàng)造力的思路,創(chuàng)造更多的公共價(jià)值和利益。在高校內(nèi)部,行政權(quán)力的過大一直是關(guān)鍵問題,加強(qiáng)學(xué)術(shù)權(quán)力是進(jìn)行科學(xué)決策的重要一步。根據(jù)我國國情,學(xué)術(shù)權(quán)力弱化,重點(diǎn)就是要充分尊重學(xué)術(shù)權(quán)力,提高學(xué)術(shù)委員會(huì)的地位,充分發(fā)揮專家、教授的作用。從問題的形成、方案的確立到?jīng)Q策的執(zhí)行、評(píng)估這一系列過程都需要有科學(xué)、合理的程序才能確?茖W(xué)決策的建立。
[Abstract]:Colleges and universities assume the important function of cultivating talents and serving the society, and are the important position of cultivating socialist builders and successors. Over the years, many breakthroughs have been made in the macro-system reform of higher education in China, and colleges and universities have more and more autonomy in running schools. Therefore, it is urgent to reform the internal decision-making and management system in order to rationalize the internal relations, optimize the allocation of resources and improve the level of running a school. The transformation of internal decision-making in colleges and universities covers many levels, many aspects, related to teachers, students and other stakeholders, and involves the internal political power, administrative power and academic power of colleges and universities, including the decision-making agenda, implementation, supervision, etc. Evaluate the whole process. At present, there are some problems such as centralization of decision-making power, insufficient participation of teachers and students, excessive administrative power, unscientific decision-making procedure and so on. Wrong decision-making will not only affect the normal operation of the school, but also have a negative impact on society as a whole. This study starts with the decision system and the decision process, discusses the participation of the decision makers from the static point of view, and analyzes the whole process of the decision from the dynamic point of view. In colleges and universities, there are teachers and students who are closely related to decision-making. However, at present, the decision-making power is mainly concentrated at the school leadership level, and the teachers and students are only taken as the objects of decision-making. Colleges and universities should expand the main body of decision-making participation, attract teachers and students with professional knowledge and ability to participate, listen to more opinions and suggestions, so as to make more democratic and fair decisions. And as the public sector, alumni and other members of society also have the right to participate in college decision-making, they have more social resources, and they are able to take a more rational view of the school's internal problems from different perspectives. This paper puts forward creative ideas for internal decision making in colleges and universities, and creates more public values and interests. In colleges and universities, too large administrative power has always been a key issue, and strengthening academic power is an important step in scientific decision-making. According to the situation of our country, academic power is weakened, the emphasis is to fully respect academic power, improve the status of academic committee, and give full play to the role of experts and professors. From the formation of the problem, the establishment of the scheme to the execution of the decision, the process of evaluation requires a scientific and reasonable procedure to ensure the establishment of the scientific decision.
