【摘要】：科學(xué)家在公共決策中的參與問(wèn)題是政策界和理論界關(guān)注的熱點(diǎn)問(wèn)題。本文簡(jiǎn)單回顧了二戰(zhàn)以來(lái)科學(xué)家作為政策過(guò)程主體參與公共決策的情況,系統(tǒng)梳理了相關(guān)研究進(jìn)展。本文發(fā)現(xiàn),理論界對(duì)科學(xué)家政策參與問(wèn)題的研究主要集中在政治學(xué)、科學(xué)技術(shù)與社會(huì)研究以及知識(shí)運(yùn)用理論三個(gè)領(lǐng)域,科學(xué)家參與公共決策的原因、作用、機(jī)制和影響因素等問(wèn)題是相關(guān)研究的重點(diǎn)。文章最后歸納了現(xiàn)有研究的一般特點(diǎn),并指出了我國(guó)開(kāi)展相關(guān)研究的可行方向。
[Abstract]:The participation of scientists in public decision-making is a hot issue in the field of policy and theory. This paper briefly reviews the participation of scientists in public decision-making as the subject of policy process since World War II and systematically reviews the relevant research progress. This paper finds that the research on the policy participation of scientists is mainly focused on three fields: political science, science and technology and social research, and the theory of knowledge application. The reason and function of scientists' participation in public decision-making are discussed in this paper. Mechanism and influencing factors are the focus of relevant research. At last, the paper summarizes the general characteristics of the existing research, and points out the feasible direction of the relevant research in China.
