【摘要】：2001年,中國(guó)鐵通集團(tuán)有限公司成立,作為基礎(chǔ)電信運(yùn)營(yíng)商,向公眾提供基礎(chǔ)電信業(yè)務(wù)。浙江鐵通作為鐵通集團(tuán)的分公司,根據(jù)公司自身業(yè)務(wù)、運(yùn)營(yíng)管理的需要,一方面,盡可能降低運(yùn)營(yíng)成本,另一方面借鑒國(guó)內(nèi)外先進(jìn)電信運(yùn)營(yíng)企業(yè)的管理經(jīng)驗(yàn),建設(shè)符合浙江鐵通切合實(shí)際的網(wǎng)間結(jié)算支撐系統(tǒng)并投入生產(chǎn)運(yùn)用是浙江鐵通的一項(xiàng)重點(diǎn)工作。 本論文通過(guò)對(duì)國(guó)內(nèi)電信運(yùn)營(yíng)企業(yè)網(wǎng)間結(jié)算系統(tǒng)運(yùn)營(yíng)模式及國(guó)際通信行業(yè)支撐系統(tǒng)建設(shè)思路的了解,從全省各地市與其他運(yùn)營(yíng)商開展業(yè)務(wù)互聯(lián)互通的工作入手,分析公司業(yè)務(wù)的結(jié)構(gòu)現(xiàn)狀,結(jié)合工信部對(duì)網(wǎng)間結(jié)算業(yè)務(wù)規(guī)則管理,通過(guò)對(duì)數(shù)據(jù)源的分析,緊密圍繞著如何建設(shè)浙江鐵通網(wǎng)間結(jié)算支撐系統(tǒng)的需求,給出了浙江鐵通網(wǎng)間結(jié)算系統(tǒng)的設(shè)計(jì)實(shí)現(xiàn)方案。 該設(shè)計(jì)實(shí)現(xiàn)方案對(duì)系統(tǒng)建設(shè)原則、系統(tǒng)設(shè)計(jì)總體結(jié)構(gòu)及系統(tǒng)的業(yè)務(wù)設(shè)計(jì)流程三方面進(jìn)行了分析。結(jié)算系統(tǒng)的建設(shè)原則是全國(guó)-省分公司兩級(jí)體制和三個(gè)原則(綜合、集中、規(guī)范原則)；系統(tǒng)設(shè)計(jì)的總體結(jié)構(gòu)主要包括系統(tǒng)總控、后臺(tái)業(yè)務(wù)處理及前臺(tái)子系統(tǒng)。本文重點(diǎn)對(duì)其中后臺(tái)業(yè)務(wù)處理運(yùn)作的業(yè)務(wù)流程,包括采集業(yè)務(wù)流程、分揀業(yè)務(wù)流程、去重及異常處理業(yè)務(wù)流程、批價(jià)業(yè)務(wù)流程等做了詳細(xì)介紹,結(jié)合前臺(tái)業(yè)務(wù)處理子系統(tǒng)中的對(duì)結(jié)算資料、結(jié)算規(guī)則、異常錯(cuò)誤處理的運(yùn)營(yíng)維護(hù),實(shí)現(xiàn)浙江鐵通網(wǎng)間結(jié)算系統(tǒng)從交換機(jī)結(jié)算話單采集到結(jié)算數(shù)據(jù)帳務(wù)的提供,實(shí)現(xiàn)運(yùn)營(yíng)商間網(wǎng)間結(jié)算報(bào)表的對(duì)帳及異常錯(cuò)誤的分析處理、基本滿足浙江鐵通網(wǎng)間結(jié)算系統(tǒng)的功能。 最后,本論文介紹了實(shí)際案例,通過(guò)浙江聯(lián)通新建綜合關(guān)口局,配合調(diào)整網(wǎng)間互聯(lián)結(jié)構(gòu),引發(fā)結(jié)算系統(tǒng)業(yè)務(wù)處理調(diào)整,如何滿足出帳要求使對(duì)其系統(tǒng)的維護(hù)應(yīng)用有更切實(shí)的認(rèn)識(shí)。同時(shí)結(jié)合多年的結(jié)算系統(tǒng)維護(hù)經(jīng)驗(yàn),給出了目前系統(tǒng)存在的不足及下一步改進(jìn)的方向。并對(duì)網(wǎng)間結(jié)算系統(tǒng)更好服務(wù)支撐市場(chǎng)提出了工作展望。
[Abstract]:In 2001, China Railcom Group Co., Ltd. was established as a basic telecommunications operator to provide basic telecommunications services to the public. Zhejiang Tietong, as a branch of Tietong Group, according to the company's own business and operational management needs, on the one hand, reduce operating costs as much as possible, on the other hand, learn from the management experience of advanced domestic and foreign telecom operators. It is one of the key tasks of Zhejiang Tietong to build a network settlement support system in line with the reality of Zhejiang Railcom and put it into production. Based on the understanding of the operation mode of the inter-network settlement system of the domestic telecom operators and the idea of the construction of the international communication industry support system, this paper starts with the work of business interconnection between the prefectures and cities of the province and other operators. This paper analyzes the present situation of the company's business structure, combines with the management of the rules of the inter-network settlement business by the Ministry of Industry and Information Technology, and through the analysis of the data sources, closely revolves around the requirements of how to build the inter-network settlement support system of Zhejiang Railcom. The design and implementation scheme of Zhejiang Railway Network settlement system is presented. The system construction principle, the overall structure of the system design and the business design flow of the system are analyzed. The construction principle of the settlement system is the two-level system and three principles (synthesis, centralization, standard principle) of the national and provincial branch companies, and the overall structure of the system design mainly includes the general control of the system, the background business processing and the foreground subsystem. This paper focuses on the business processes of the backstage business processing operation, including the collection of business processes, sorting business processes, heavy and abnormal handling business processes, batch business processes and so on. Combined with the operation and maintenance of settlement data, settlement rules and abnormal error handling in the front desk business processing subsystem, the Zhejiang Railcom inter-network settlement system can collect the clearing call from the exchange to provide the settlement data accounts. The account reconciliation and abnormal error analysis of the inter-network settlement report are realized, which basically meet the function of Zhejiang Railcom inter-network settlement system. Finally, this paper introduces the actual cases, through Zhejiang Unicom new comprehensive gate bureau, with the adjustment of the inter-network interconnection structure, triggered the settlement system business processing adjustment, How to meet the accounting requirements to make the maintenance and application of its system a more practical understanding. At the same time, combined with many years of experience in the maintenance of the settlement system, the shortcomings of the current system and the direction of further improvement are given. And put forward the work prospect to the better service of the net settlement system to support the market.
