基于平衡計分卡的電信企業(yè)適應(yīng)性機制研究

【摘要】:當(dāng)前通信技術(shù)日新月異、客戶需求千差萬別、市場競爭日趨激烈,電信企業(yè)經(jīng)營環(huán)境的復(fù)雜性和不確定性達(dá)到前所未有的程度。為適應(yīng)如此復(fù)雜的環(huán)境變化,各電信企業(yè)在戰(zhàn)略管理方面進(jìn)行了不斷的研究和實踐探索。然而,傳統(tǒng)靜態(tài)的戰(zhàn)略管理并不能適應(yīng)多變的環(huán)境,而且對企業(yè)適應(yīng)性也缺乏足夠的了解與重視。本文對電信企業(yè)戰(zhàn)略績效管理核心工具平衡計分卡進(jìn)行了整體的、系統(tǒng)的研究,并致力于企業(yè)戰(zhàn)略績效與適應(yīng)性匹配機制的建立,為提高企業(yè)適應(yīng)外部環(huán)境能力,增強企業(yè)競爭力提供理論依據(jù)與實踐指導(dǎo)。 本文對平衡計分卡相關(guān)理論進(jìn)行了深入研究;同時,基于復(fù)雜適應(yīng)系統(tǒng)(CAS)等理論,分析了電信企業(yè)適應(yīng)性的影響因素,并據(jù)此建立了電信企業(yè)適應(yīng)性評價指標(biāo)體系;最后,將電信企業(yè)適應(yīng)性指標(biāo)歸因到戰(zhàn)略地圖各層面,以便及時發(fā)現(xiàn)戰(zhàn)略管理中存在的不足。為電信企業(yè)動態(tài)戰(zhàn)略管理和提高企業(yè)適應(yīng)性提供了科學(xué)的理論依據(jù)和實操模型,也為未來研究提供參考。 首先,本文在充分研究電信企業(yè)適應(yīng)性影響因素的基礎(chǔ)上,創(chuàng)新性地將CAS理論和電信企業(yè)適應(yīng)性影響因素結(jié)合起來,構(gòu)建了全面、系統(tǒng)的電信企業(yè)適應(yīng)性評價指標(biāo)體系,剖析了外部環(huán)境刺激于企業(yè)內(nèi)部環(huán)境的影響因素,本文將其歸類為企業(yè)文化、組織結(jié)構(gòu)、企業(yè)資源和企業(yè)能力四大類;同時,本文提出了測算和分析企業(yè)適應(yīng)性各關(guān)鍵指標(biāo)的科學(xué)方法,企業(yè)管理者可據(jù)此得出企業(yè)的適應(yīng)性現(xiàn)狀,并發(fā)現(xiàn)企業(yè)適應(yīng)性短板指標(biāo)。 其次,提出了電信企業(yè)動態(tài)戰(zhàn)略績效管理與適應(yīng)性模型的匹配機制,并將企業(yè)適應(yīng)性指標(biāo)歸因到戰(zhàn)略地圖的各個層面。在戰(zhàn)略地圖中定位出企業(yè)的戰(zhàn)略偏差,指導(dǎo)企業(yè)通過戰(zhàn)略的調(diào)整使適應(yīng)性重要指標(biāo)提升。同時,該匹配機制可以及時測評電信企業(yè)與環(huán)境的適應(yīng)性,明確了動態(tài)戰(zhàn)略管理的制定和更新的方向,促進(jìn)企業(yè)適應(yīng)不斷變化的電信環(huán)境,實現(xiàn)可持續(xù)發(fā)展。 最后,應(yīng)用模糊綜合評價法,同時采用層次分析法和熵值法的組合賦權(quán)方式,得出電信企業(yè)適應(yīng)性評價指標(biāo)權(quán)重。利用聯(lián)通公司2009年的企業(yè)運營數(shù)據(jù),對該公司的企業(yè)適應(yīng)性進(jìn)行實證評估,并最終計算出適應(yīng)性評價結(jié)果。根據(jù)數(shù)據(jù)運算結(jié)果對增強企業(yè)適應(yīng)性提出了改進(jìn)建議及方向,并為戰(zhàn)略優(yōu)化提供了依據(jù)。
[Abstract]:With the rapid development of the communication technology, the customers' demands are different, the market competition is becoming more and more fierce, and the complexity and uncertainty of the business environment of telecom enterprises have reached an unprecedented degree. In order to adapt to such complex environmental changes, telecom enterprises have carried out continuous research and practical exploration in strategic management. However, the traditional static strategic management can not adapt to the changing environment, and lack of understanding and attention to the adaptability of enterprises. In this paper, the balanced Scorecard, the core tool of strategic performance management in telecom enterprises, is studied systematically, and the matching mechanism of strategic performance and adaptability is established to improve the ability of enterprises to adapt to the external environment. To enhance the competitiveness of enterprises to provide theoretical basis and practical guidance. At the same time, based on the theory of complex adaptive system (CAS), the influencing factors of telecom enterprises' adaptability are analyzed, and the evaluation index system of telecom enterprises' adaptability is established based on the theory of balanced scorecard. Finally, the adaptability index of telecom enterprises is attributed to each level of strategic map, in order to find out the deficiency in strategic management in time. It provides a scientific theoretical basis and practical model for the dynamic strategic management and improving the adaptability of telecom enterprises, and also provides a reference for future research. First of all, on the basis of fully studying the factors affecting the adaptability of telecom enterprises, this paper innovatively combines the theory of CAS with the factors affecting the adaptability of telecom enterprises, and constructs a comprehensive and systematic index system for evaluating the adaptability of telecom enterprises. This paper analyzes the factors that the external environment stimulates the internal environment of the enterprise, and classifies it into four categories: corporate culture, organizational structure, enterprise resources and enterprise capability. At the same time, this paper puts forward a scientific method to measure and analyze the key indexes of enterprise adaptability, according to which the managers can get the adaptability status of enterprises and find the short board index of enterprise adaptability. Secondly, the matching mechanism between dynamic strategic performance management and adaptive model of telecom enterprises is put forward, and the adaptability index is attributed to each level of strategic map. The strategic deviation of the enterprise is located in the strategic map, and the important index of adaptability is improved through the adjustment of the strategy. At the same time, the matching mechanism can evaluate the adaptability of telecom enterprises and environment in time, make clear the direction of making and updating dynamic strategic management, promote the enterprises to adapt to the changing telecommunication environment and realize sustainable development. Finally, the fuzzy comprehensive evaluation method is applied, and the weighting method of AHP and entropy method is used to get the index weight of telecom enterprise adaptability evaluation. Based on the operating data of Unicom in 2009, this paper evaluates the adaptability of Unicom and finally calculates the result of adaptability evaluation. According to the result of data operation, the improvement suggestions and directions are put forward to enhance the adaptability of enterprises, and the basis for strategic optimization is provided.
