【摘要】：從避免“被管道化”到搭建“智能管道”的轉(zhuǎn)變，是電信運(yùn)營商適應(yīng)新技術(shù)、新應(yīng)用的必然選擇。對于智能管道的建設(shè)，各方的態(tài)度褒貶不一，主要是圍繞“網(wǎng)絡(luò)中立”的爭論展開的�！熬W(wǎng)絡(luò)中立”的原則就是保持互聯(lián)網(wǎng)的自由和開放，實(shí)現(xiàn)網(wǎng)絡(luò)平等地傳輸數(shù)據(jù)。但是這一中立和開放的網(wǎng)絡(luò)體系，完全改變了互聯(lián)網(wǎng)內(nèi)容產(chǎn)業(yè)大發(fā)展時代下的產(chǎn)業(yè)價值鏈發(fā)展格局，運(yùn)營商從電信價值鏈的主導(dǎo)變成單純提供管道的價值鏈的末端，面臨著被邊緣化的危險。對此，運(yùn)營商提出管道智能化策略，但是其中是否存在網(wǎng)絡(luò)歧視、不公平競爭等問題，通信領(lǐng)域?qū)Υ诉�并未涉及，從該角度上看，需要對其進(jìn)行系統(tǒng)性的研究分析。 因此，本文以網(wǎng)絡(luò)中立性原則為約束條件，從運(yùn)營商的角度出發(fā)，對智能管道的時代背景、內(nèi)涵和特點(diǎn)進(jìn)行闡述，通過分析管道智能化和網(wǎng)絡(luò)中立、移動互聯(lián)網(wǎng)及基礎(chǔ)設(shè)施建設(shè)之間的關(guān)系，從理論角度說明運(yùn)營商建設(shè)智能管道的必然性，隨后進(jìn)一步比較國內(nèi)外智能管道的發(fā)展現(xiàn)狀，對運(yùn)營商搭建智能管道進(jìn)行產(chǎn)業(yè)價值鏈分析和SWOT分析，并實(shí)地調(diào)研考察，獲得有價值的數(shù)據(jù)進(jìn)行深入研究，以論證管道智能化對于電信運(yùn)營商的重要意義，最后針對運(yùn)營商的長遠(yuǎn)發(fā)展提出有價值、可行性的對策建議。
[Abstract]:It is the inevitable choice for telecom operators to adapt to new technology and new application from avoiding the transformation of "being piped" to building "intelligent pipeline". For the construction of intelligent pipelines, the attitude of different parties, mainly around the "network-neutral" debate. The principle of network neutrality is to maintain the freedom and openness of the Internet and to realize the equal transmission of data over the network. However, this neutral and open network system has completely changed the pattern of industrial value chain development in the era of Internet content industry development, and operators have changed from the dominant telecommunications value chain to the end of the value chain that simply provides pipelines. There is a danger of marginalization. For this, operators put forward pipeline intelligent strategy, but whether there are network discrimination, unfair competition and other issues, communication field has not been involved, from this point of view, it needs to be systematically studied and analyzed. Therefore, based on the principle of network neutrality, this paper expounds the background, connotation and characteristics of intelligent pipeline from the point of view of operators, and analyzes pipeline intelligence and network neutrality. The relationship between mobile Internet and infrastructure construction explains the inevitability of operators' construction of intelligent pipelines from a theoretical point of view, and then compares the development status of intelligent pipelines at home and abroad. The industrial value chain analysis and SWOT analysis of operators to build intelligent pipeline, and field investigation and investigation, to obtain valuable data for in-depth research, in order to demonstrate the importance of pipeline intelligence for telecom operators, Finally, some valuable and feasible countermeasures and suggestions are put forward for the long-term development of operators.
