【摘要】：隨著信息技術(shù)的高速發(fā)展,以及以大數(shù)據(jù)和物聯(lián)網(wǎng)等為代表的高新技術(shù)的不斷出現(xiàn),“智慧城市”正逐漸受到各地區(qū)的追捧。就在智慧城市越來(lái)越多的今天,我國(guó)智慧城市的規(guī)劃和建設(shè)也在有條不紊地進(jìn)行當(dāng)中。誠(chéng)然,智慧城市以其智能性和便捷性,為政府帶來(lái)更為智慧的建設(shè)、管理和執(zhí)行方式。但我國(guó)政府在智慧城市的建設(shè)過(guò)程中也遇到了些許問(wèn)題,如在規(guī)劃上“面子工程”現(xiàn)象嚴(yán)重,政府對(duì)資源配置的不合理,公共事務(wù)效率低下等,這極大限制了我國(guó)智慧城市的規(guī)劃和建設(shè)進(jìn)程。要解決這些問(wèn)題,就要從根源入手,讓政府意識(shí)到它們?cè)谥腔鄢鞘械恼J(rèn)知方面,在與各組織和部門的關(guān)系方面,以及在政府主導(dǎo)治理模式等方面下存在的不足、問(wèn)題和缺陷,并給予針對(duì)性的對(duì)策,通過(guò)提高認(rèn)知、找準(zhǔn)定位,以及強(qiáng)化公共事務(wù)的處理能力等手段,最終實(shí)現(xiàn)政府的“智慧化”。本文從城市政府管理角度出發(fā),運(yùn)用比較研究法和綜合分析法,針對(duì)性地予以分析并提出智慧城市建設(shè)過(guò)程中政府創(chuàng)新管理的方式和方法。首先,通過(guò)對(duì)國(guó)內(nèi)外智慧城市研究背景的調(diào)查,找到切入點(diǎn);其次,通過(guò)擺正我國(guó)政府在智慧城市中的定位,來(lái)指出政府在智慧城市建設(shè)中應(yīng)該發(fā)揮的作用;再次,通過(guò)對(duì)我國(guó)政府在智慧城市中現(xiàn)階段以及以往所發(fā)揮的作用,來(lái)找出其相應(yīng)的問(wèn)題,并對(duì)其原因進(jìn)行一定的分析;然后,通過(guò)對(duì)國(guó)外優(yōu)秀智慧城市建設(shè)案例的分析和總結(jié),得到一定的啟示;最后,針對(duì)我國(guó)現(xiàn)階段政府存在的問(wèn)題給予針對(duì)性的意見(jiàn)。
[Abstract]:With the rapid development of information technology and the appearance of high and new technology, such as big data and Internet of things, "Smart City" is being sought after by all regions. Today, with more and more intelligent cities, the planning and construction of our country's intelligent cities are proceeding methodically. It is true that the intelligent city brings more intelligent construction, management and execution to the government with its intelligence and convenience. However, our government has also encountered some problems in the process of constructing a wise city, such as the serious phenomenon of "face project" in planning, the unreasonable allocation of resources by the government, the inefficiency of public affairs, etc. This greatly limits the planning and construction process of our country's intelligent city. In order to solve these problems, we must start with the root causes and make governments aware of their shortcomings, problems and shortcomings in the cognitive aspects of intelligent cities, in their relations with organizations and departments, and in the government- led governance model. And give targeted countermeasures, through improving cognition, finding the right position, and strengthening the ability of handling public affairs, and so on, finally realize the "wisdom" of the government. From the point of view of urban government management, this paper applies the method of comparative research and comprehensive analysis, and puts forward the ways and methods of government innovation management in the process of constructing intelligent city. First of all, through the domestic and foreign intelligent city research background investigation, to find the breakthrough point; secondly, through straightens our country government in the wisdom city localization, points out the government in the wisdom city construction should play the role; third, Through the role of our government in the wisdom city at the present stage and in the past, to find out its corresponding problems, and to analyze the reasons; then, through the analysis and summary of the foreign excellent intelligent city construction cases, Finally, the author gives some suggestions on the problems existing in our government at the present stage.
