基于知識(shí)創(chuàng)新視角的三網(wǎng)融合影響機(jī)制研究

【摘要】:在信息化發(fā)展和產(chǎn)業(yè)融合的國際背景下,推進(jìn)我國三網(wǎng)(電信網(wǎng)、廣播電視網(wǎng)和互聯(lián)網(wǎng))的融合發(fā)展,對(duì)落實(shí)“新一代信息技術(shù)”的國家產(chǎn)業(yè)戰(zhàn)略和促進(jìn)信息產(chǎn)業(yè)的繁榮發(fā)展具有重要意義。為此,本文從知識(shí)創(chuàng)新的視角,,在探討了三網(wǎng)融合的產(chǎn)業(yè)融合規(guī)律和電信、廣電的產(chǎn)業(yè)特征的基礎(chǔ)上,分析三網(wǎng)融合的影響因素及其作用機(jī)制,辨析了我國現(xiàn)有的三網(wǎng)融合模式,提出了融合路徑和相關(guān)政策建議。 本文采用理論分析與文獻(xiàn)綜述相結(jié)合,比較分析與案例研究相結(jié)合等研究方法,對(duì)基于知識(shí)創(chuàng)新視角的三網(wǎng)融合影響機(jī)制進(jìn)行了深入系統(tǒng)的研究,主要取得了如下研究成果: (1)比較分析了知識(shí)創(chuàng)新機(jī)制的理論,認(rèn)為知識(shí)創(chuàng)新是包括知識(shí)本身、創(chuàng)新主體、來源、環(huán)境等因素在內(nèi)的一系列復(fù)雜活動(dòng)。知識(shí)創(chuàng)新特別是知識(shí)交叉創(chuàng)新推進(jìn)產(chǎn)業(yè)在不同層面的融合。 (2)作為產(chǎn)業(yè)融合的一種,三網(wǎng)融合具有產(chǎn)業(yè)融合的共同規(guī)律。從靜態(tài)層次角度看,三網(wǎng)融合是網(wǎng)絡(luò)、業(yè)務(wù)、終端、市場和管制的多層面融合;從動(dòng)態(tài)過程來看,三網(wǎng)融合是一個(gè)經(jīng)過初創(chuàng)期、成長期、成熟期和衰退期多個(gè)階段的周期性過程。 (3)針對(duì)目前認(rèn)為三網(wǎng)融合只是監(jiān)管、技術(shù)或市場單一因素影響的觀點(diǎn),提出了三網(wǎng)融合是技術(shù)、市場和政府管制多因素協(xié)同推進(jìn)的結(jié)果。作為知識(shí)創(chuàng)新活動(dòng)之一的技術(shù)創(chuàng)新,推進(jìn)了產(chǎn)業(yè)在網(wǎng)絡(luò)、業(yè)務(wù)、終端等多層面的融合,同時(shí)也影響了市場、管制的作用。充分發(fā)揮市場作用,推進(jìn)企業(yè)之間或產(chǎn)業(yè)之間的博弈,實(shí)現(xiàn)產(chǎn)業(yè)重組和產(chǎn)業(yè)間的企業(yè)重組,特別是產(chǎn)業(yè)間的橫向并購重組;建立合作共贏的產(chǎn)業(yè)生態(tài)體系、合作與交互的業(yè)務(wù)創(chuàng)新體系。由于電信、廣電產(chǎn)業(yè)具有網(wǎng)絡(luò)經(jīng)濟(jì)性、雙邊市場等特征,以及我國意識(shí)形態(tài)管制的要求,所以對(duì)于三網(wǎng)必須進(jìn)行產(chǎn)業(yè)管制,但是要完善產(chǎn)業(yè)監(jiān)管政策,厘清政府的邊界,提供公平競爭的環(huán)境,把市場的交給市場。 (4)比較分析了國外三網(wǎng)融合的成功經(jīng)驗(yàn),以及評(píng)價(jià)了國內(nèi)三網(wǎng)融合發(fā)展較好城市的做法,提出了我國三網(wǎng)融合的演進(jìn)路線圖。認(rèn)為各地區(qū)應(yīng)該因地制宜地,借鑒成功融合模式的經(jīng)驗(yàn),在放松管制的前提下,充分發(fā)揮市場的作用,推進(jìn)三網(wǎng)在網(wǎng)絡(luò)、終端、市場與業(yè)務(wù)的逐步融合。
[Abstract]:In the international background of information development and industrial integration, the integration of the three networks (telecommunication networks, radio and television networks and the Internet) in China is of great significance to the implementation of the national industrial strategy of the "new generation of information technology" and the promotion of the prosperity and development of the information industry. On the basis of the law of industrial integration and the characteristics of telecommunication and radio and television industry, this paper analyzes the influencing factors and mechanism of the three networks integration, and analyzes the existing three network integration patterns in China, and puts forward the fusion path and relevant policy suggestions.
Based on the combination of theoretical analysis and literature review, comparative analysis and case study, this paper makes a thorough and systematic study on the influence mechanism of the three network integration based on the perspective of knowledge innovation, and the main achievements are obtained as follows:
(1) the theory of knowledge innovation mechanism is compared and analyzed. It is considered that knowledge innovation is a series of complex activities, including knowledge itself, innovation subject, source, environment and other factors. Knowledge innovation, especially knowledge cross innovation, promotes the integration of industry in different levels.
(2) as one of the industrial integration, the integration of three networks has the common law of industrial integration. From the static level point of view, the integration of three networks is the multilevel fusion of network, business, terminal, market and control. From the dynamic process, the three networks integration is a periodic process of many stages in the period of initial stage, long period, maturity and recession.
(3) in view of the view that the integration of the three networks is only a single factor of regulation, technology or market, it is proposed that the integration of three networks is the result of the synergy between technology, market and government control. As one of the innovation activities of knowledge, it promotes the integration of industry in network, business, terminal and so on, and affects the city as well. Play the role of the market, give full play to the role of the market, promote the game between enterprises and industries, realize the restructuring of industry and the reorganization of enterprises between industries, especially the horizontal mergers and acquisitions between industries, establish a cooperative and win-win industrial ecosystem, and create a new system of cooperation and interaction. Because telecommunications, the radio and television industry has network economy As for the characteristics of bilateral markets and the requirements of China's ideological control, it is necessary for the three networks to carry out industrial control, but to improve the industrial supervision policy, to clarify the border of the government, to provide a fair competition environment, and to give the market to the market.
(4) to compare and analyze the successful experience of foreign triple network integration, and to evaluate the practice of the integration of three networks in China to develop better cities, and put forward the evolution route map of the integration of the three networks in our country. It is believed that each area should be adapted to local conditions and learn from the experience of the successful integration model and give full play to the role of the market and promote the three nets under the premise of relaxing the management system.
