智城公司智慧城市多項(xiàng)目進(jìn)度計(jì)劃與控制方案設(shè)計(jì)

【摘要】:智慧城市是“十二五”規(guī)劃實(shí)現(xiàn)的關(guān)鍵支撐,實(shí)質(zhì)上是新一代信息技術(shù)在城市中各行業(yè)信息化的高級體現(xiàn)。經(jīng)過兩年多的發(fā)展,我國智慧城市建設(shè)已從概念導(dǎo)入期進(jìn)入了務(wù)實(shí)推進(jìn)期,然而,傳統(tǒng)的項(xiàng)目管理模式難以應(yīng)對智慧城市項(xiàng)目的多樣性和復(fù)雜性,譬如在進(jìn)度計(jì)劃與控制方面依然采用粗放式管理模式,明顯不適應(yīng)智慧城市多項(xiàng)目管理的要求,成為制約企業(yè)實(shí)現(xiàn)戰(zhàn)略目標(biāo)的主要障礙,因此,迫切需要通過現(xiàn)代化項(xiàng)目管理思想和手段來應(yīng)對智慧城市多項(xiàng)目所面臨的挑戰(zhàn)。本文的研究對象——智城公司,其經(jīng)營范圍涉及網(wǎng)絡(luò)工程、軟件開發(fā)、計(jì)算機(jī)系統(tǒng)集成、網(wǎng)絡(luò)安全、智慧城市等多個(gè)業(yè)務(wù)領(lǐng)域。隨著市場競爭的加劇,在復(fù)雜的多項(xiàng)目環(huán)境下,各領(lǐng)域項(xiàng)目間存在著對資金、時(shí)間、設(shè)備、人力等資源的競爭沖突。如何在資源約束的條件下,采取有效的資源調(diào)配手段,制定有效的智慧城市多項(xiàng)目進(jìn)度計(jì)劃與控制方案就成為智城公司最為迫切的研究課題。本文通過對智城公司智慧城市多項(xiàng)目進(jìn)度管理進(jìn)行深入調(diào)研,運(yùn)用多項(xiàng)目管理理論、項(xiàng)目進(jìn)度計(jì)劃與控制的工具和方法,提出了針對智慧城市的多項(xiàng)目進(jìn)度計(jì)劃與控制方案,主要內(nèi)容包括:以項(xiàng)目管理流程導(dǎo)向理論為指導(dǎo),建立流程導(dǎo)向型多項(xiàng)目管理組織結(jié)構(gòu);按照項(xiàng)目管理流程導(dǎo)向理論和權(quán)責(zé)匹配原則,對項(xiàng)目啟動(dòng)、計(jì)劃、執(zhí)行與控制、驗(yàn)收、收尾五大階段的流程進(jìn)行了優(yōu)化;按照項(xiàng)目實(shí)施過程,采用列表式結(jié)構(gòu),制定出適合智城公司智慧城市多項(xiàng)目的工作分解結(jié)構(gòu);以項(xiàng)目進(jìn)度計(jì)劃與控制工具和方法為指導(dǎo),完成智慧城市多項(xiàng)目的工作活動(dòng)排序、歷時(shí)估算,制定出符合智城公司智慧城市多項(xiàng)目的進(jìn)度計(jì)劃;根據(jù)多項(xiàng)目優(yōu)先級理論,制定出智慧城市多項(xiàng)目資源配置策略;結(jié)合多項(xiàng)目進(jìn)度控制的工具和方法,從智慧城市多項(xiàng)目進(jìn)度控制的目標(biāo)設(shè)置、原理、途徑、糾偏方法、控制過程五個(gè)方面制定了進(jìn)度控制的方案;最后從實(shí)施策略、實(shí)施難點(diǎn)、實(shí)施步驟三個(gè)方面,提出智城公司智慧城市多項(xiàng)目進(jìn)度計(jì)劃與控制方案的實(shí)施舉措。本文研究成果不僅能為智城公司各層次的項(xiàng)目人員提供多項(xiàng)目進(jìn)度計(jì)劃與控制的理論指導(dǎo),整體提升智城公司智慧城市多項(xiàng)目管理水平,而且為我國智慧城市產(chǎn)業(yè)的建設(shè)提供新的項(xiàng)目管理思路。
[Abstract]:Intelligent city is the key support for the implementation of the 12th Five-Year Plan. In essence, it is the advanced embodiment of the new generation of information technology in various industries in the city. After more than two years' development, the construction of intelligent city in our country has entered a practical advance period from the period of concept introduction. However, the traditional project management mode is difficult to cope with the diversity and complexity of the intelligent city project. For example, in the aspect of schedule planning and control, extensive management mode is still adopted, which obviously does not meet the requirements of multi-project management in intelligent cities, and has become a major obstacle to the realization of strategic objectives of enterprises. There is an urgent need to meet the challenges faced by intelligent cities through modern project management ideas and means. The research object of this paper is Zhicheng Co., Ltd., which covers many business fields, such as network engineering, software development, computer system integration, network security, intelligent city and so on. With the aggravation of market competition, in the complex multi-project environment, there is a competition conflict between projects in various fields, such as funds, time, equipment, manpower and other resources. Under the condition of resource constraint, how to adopt effective means of resource allocation and make effective plan and control scheme of multi-project progress in intelligent city has become the most urgent research topic of Zhicheng Company. In this paper, through the deep investigation of the intelligent city multi-project schedule management of Zhicheng Company, using the theory of multi-project management, the tools and methods of project schedule planning and control, the paper puts forward the multi-project schedule plan and control scheme for the intelligent city. The main contents include: to establish a process-oriented multi-project management organization structure guided by the project management process-oriented theory; to start, plan, execute and control the project according to the project management process-oriented theory and the principle of matching power and responsibility; According to the implementation process of the project, the list structure is adopted to work out the work breakdown structure which is suitable for the intelligent city of Zhicheng company, and it is guided by the tools and methods of project schedule planning and control. According to the theory of multi-project priority, the strategy of multi-project resource allocation in intelligent city is worked out, and the schedule of multi-project is worked out according to the schedule of intelligent city multi-project, the diachronic estimation of the work activity of the intelligent city is completed, and the progress plan of the intelligent city multi-project is worked out. Combined with the tools and methods of multi-project schedule control, the paper formulates the plan of progress control from five aspects: the goal setting, the principle, the way, the correction method and the control process of the intelligent city multi-project progress control, finally, from the implementation strategy, the implementation difficult point, This paper puts forward the implementation measures of the multi-project progress plan and control plan of Wisdom City of Zicheng Company in three aspects. The research results of this paper can not only provide theoretical guidance of multi-project schedule planning and control for the project personnel at all levels of the company, but also improve the level of multi-project management in the intelligent city of Zhicheng Company as a whole. Moreover, it provides a new project management idea for the construction of intelligent city industry in our country.
