【摘要】：隨著全球信息技術的發(fā)展,我國的通信產業(yè)發(fā)生了翻天覆地的變化。受到第三代移動通信技術的影響,電信新業(yè)務層出不窮,極大地促進了我國的信息消費,對促進我國的國民經濟增長起了重要的作用。同時,隨著新業(yè)務的開展和新技術的發(fā)展,我國的通信產業(yè)也有了新的特征,一方面,通信行業(yè)作為國家壟斷的傳統(tǒng)行業(yè),一直存在著管制與放松管制、引入競爭的不同看法,另一方面,如何圍繞通信行業(yè)的創(chuàng)新技術和業(yè)務,促使工業(yè)化和信息化深度融合,是大家普遍關心的問題。目前我國通信行業(yè)正面臨4G寬帶技術發(fā)展與產業(yè)鏈上下游競爭合作的時代,研究我國通信產業(yè)發(fā)展的的基本脈絡和關鍵因素,對政策制定和以后的產業(yè)演進方向具有重要意義。 本文主要研究目的在于梳理出我國通信產業(yè)發(fā)展的關鍵因素,研究通信產業(yè)的整體環(huán)境和現(xiàn)狀,并研究在新的技術和產業(yè)環(huán)境下,通信產業(yè)健康發(fā)展需要作哪些政策上的調整。本文從我國的電信行業(yè)演進歷程出發(fā),歸納總結我國電信行業(yè)的特點和電信管制的內容,電信行業(yè)具有規(guī)模經濟和范圍經濟性,并且具有公共性和普遍服務的要求,進而得出電信行業(yè)是需要政府規(guī)制的結論。接下來分析了通信產業(yè)演進的關鍵因素,指出全球技術進步是通信產業(yè)發(fā)展的第一生產力,進而指出上下游產業(yè)鏈的協(xié)同創(chuàng)新是通信技術進步的先導力量,并指出政府規(guī)制與管控是從調節(jié)生產關系的角度引領通信產業(yè)發(fā)展。驗證了通信產業(yè)的發(fā)展取決于政府規(guī)制和技術演進。政府規(guī)制主要通過調整市場結構,鼓勵競爭,使得市場主體充分參與技術選擇,從而促進產業(yè)發(fā)展。而技術演進通過國外技術示范、運營商技術選擇,技術提供商的技術創(chuàng)新促進產業(yè)的發(fā)展。接下來用產業(yè)組織理論研究我國通信產業(yè)的現(xiàn)狀,得出通信產業(yè)已成為國民經濟的重要產業(yè)。并對產業(yè)發(fā)展的趨勢作了描述和預測。最后對我國通信市場的規(guī)制和管控作了政策上的建議。
[Abstract]:With the development of global information technology, the communication industry in China has undergone earth-shaking changes. Under the influence of the third generation mobile communication technology, new telecom services emerge in endlessly, which greatly promote the information consumption of our country, and play an important role in promoting the national economic growth of our country. At the same time, with the development of new business and new technology, the communication industry of our country also has new characteristics. On the one hand, as the traditional industry of state monopoly, the communication industry has always had different views of regulation and deregulation, introducing competition. On the other hand, how to promote the deep integration of industrialization and informatization around the innovative technology and business of the communication industry is a common concern. At present, the communication industry in China is facing the era of 4G broadband technology development and competition and cooperation between upstream and downstream of the industrial chain. It is of great significance to study the basic context and key factors of the development of the communication industry in China, which is of great significance to the formulation of policies and the direction of industry evolution in the future. The main purpose of this paper is to sort out the key factors of the development of the communication industry in China, to study the overall environment and current situation of the communication industry, and to study what policy adjustments should be made for the healthy development of the communication industry under the new technology and industrial environment. Based on the evolution of telecommunication industry in China, this paper summarizes the characteristics of telecom industry and the content of telecom regulation in China. The telecommunication industry has economies of scale and scope economy, as well as the requirements of public and universal service. And then comes to the conclusion that the telecommunication industry needs government regulation. Then it analyzes the key factors of the evolution of the communication industry, points out that the global technological progress is the first productive force of the development of the communication industry, and further points out that the collaborative innovation of the upstream and downstream industrial chains is the leading force of the communication technology progress. It also points out that government regulation and control lead the development of communication industry from the angle of regulating production relations. It is verified that the development of communication industry depends on government regulation and technological evolution. Government regulation mainly by adjusting the market structure, encouraging competition, making the main body of the market participate in the choice of technology, thus promoting the development of industry. Technology evolution promotes the development of industry through foreign technology demonstration, operator technology selection and technology innovation of technology provider. Then, the paper studies the present situation of China's communication industry with the theory of industrial organization, and concludes that communication industry has become an important industry of the national economy. The trend of industrial development is described and forecasted. Finally, the policy suggestions on the regulation and control of the communication market in China are made.
