【摘要】:目前,我國(guó)的電信業(yè)已經(jīng)走上市場(chǎng)經(jīng)濟(jì)的發(fā)展軌道,競(jìng)爭(zhēng)也從最初的網(wǎng)絡(luò)資源的規(guī)模競(jìng)爭(zhēng),發(fā)展到以客戶(hù)為中心的質(zhì)量和服務(wù)的競(jìng)爭(zhēng),在這樣的競(jìng)爭(zhēng)環(huán)境中,如何提供更好的服務(wù),如何提高電信服務(wù)的價(jià)值,如何繼續(xù)保持利潤(rùn),是經(jīng)營(yíng)者在日益激烈的競(jìng)爭(zhēng)中重點(diǎn)關(guān)注的問(wèn)題。電信運(yùn)營(yíng)系統(tǒng)廣義上是指支撐運(yùn)營(yíng)商管理的所有IT系統(tǒng)共同構(gòu)成的綜合電信業(yè)務(wù)運(yùn)營(yíng)和管理平臺(tái)。業(yè)務(wù)運(yùn)營(yíng)支撐系統(tǒng)正在成為運(yùn)營(yíng)商的核心競(jìng)爭(zhēng)力。中國(guó)電信對(duì)支撐系統(tǒng)體系建設(shè)的重點(diǎn),在于對(duì)前后端的數(shù)據(jù)、應(yīng)用和流程進(jìn)行全面的改進(jìn)。 服務(wù)開(kāi)通是在前端的業(yè)務(wù)受理和客戶(hù)訂單生成后,提供后端服務(wù)定單的生成到資源配置、服務(wù)激活、服務(wù)定單的竣工的整個(gè)過(guò)程的運(yùn)營(yíng)支撐系統(tǒng)。服務(wù)開(kāi)通系統(tǒng)作為連接前端CRM系統(tǒng)和后端資源管理等系統(tǒng)的橋梁,起著重要的中樞作用,是目前電信支撐系統(tǒng)建設(shè)的重點(diǎn)和難點(diǎn)之一;而服務(wù)開(kāi)通系統(tǒng)又是電信增強(qiáng)業(yè)務(wù)提供能力、提升客戶(hù)服務(wù)水平、提高市場(chǎng)競(jìng)爭(zhēng)能力的重要保證,因此對(duì)服務(wù)開(kāi)通系統(tǒng)的研發(fā)非常具有迫切性和必要性。 在設(shè)計(jì)思路上,借鑒國(guó)內(nèi)外的NGOSS模型,遵循橫向整合、縱向集中(省級(jí)集中)的要求,在技術(shù)上遵循松耦合、高內(nèi)聚原則,以便提高系統(tǒng)的運(yùn)行效率,根據(jù)功能域水平地劃分系統(tǒng),各功能模塊實(shí)現(xiàn)綜合業(yè)務(wù)的全面支撐,通過(guò)各系統(tǒng)的通信和協(xié)調(diào)實(shí)現(xiàn)各種端到端的業(yè)務(wù)流程。本文分別從需求分析、概要設(shè)計(jì)、建立數(shù)據(jù)模型、詳細(xì)設(shè)計(jì)、編碼實(shí)現(xiàn)及部署運(yùn)行等階段,對(duì)服務(wù)開(kāi)通系統(tǒng)的實(shí)施進(jìn)行了詳細(xì)的論述。系統(tǒng)按照分布式體系結(jié)構(gòu)來(lái)進(jìn)行應(yīng)用系統(tǒng)模塊設(shè)計(jì)。 該系統(tǒng)的應(yīng)用,可以快速、準(zhǔn)確地響應(yīng)客戶(hù)需求,提供優(yōu)質(zhì)的電信服務(wù),優(yōu)化業(yè)務(wù)流程和人員工作效率,有效地解決長(zhǎng)期困擾固網(wǎng)運(yùn)營(yíng)商的開(kāi)通問(wèn)題,提高服務(wù)水平,增強(qiáng)企業(yè)核心競(jìng)爭(zhēng)力,具有明顯的經(jīng)濟(jì)效益和社會(huì)效益。目前,服務(wù)開(kāi)通系統(tǒng)已隨MBOSS上線(xiàn)運(yùn)營(yíng)且運(yùn)轉(zhuǎn)良好,切實(shí)提高了廣東電信的服務(wù)質(zhì)量和競(jìng)爭(zhēng)力。
[Abstract]:At present , our country ' s telecommunication industry has embarked on the development orbit of market economy , competition also from the initial network resources scale competition , development to the customer - centered quality and service competition , in such a competitive environment , how to provide better service , how to improve the value of telecommunication service , how to continue to keep profit , is the operator ' s core competitiveness in the increasingly fierce competition .

The service opening is the operation support system for the whole process of the completion of resource configuration , service activation and service order after the business acceptance and customer order generation at the front end . The service opening system plays an important central role as a bridge connecting the front end CRM system and the back end resource management system , and is one of the key points and difficulties in the construction of the telecom support system .
The service opening system is also the important guarantee for the telecom to enhance the service ability , improve the customer service level and improve the market competition ability , so the research and development of the service opening system is very urgent and necessary .

In this paper , we draw lessons from the NGOSS model at home and abroad , follow the requirements of horizontal integration and longitudinal concentration ( provincial concentration ) , technically abide by the principle of loose coupling and high cohesion , so as to improve the running efficiency of the system .

The application of the system can quickly and accurately respond to customer requirements , provide high - quality telecommunication service , optimize business process and personnel working efficiency , effectively solve the opening problem of the fixed network operator for a long time , improve the service level , enhance the core competitiveness of the enterprise , and have obvious economic and social benefits .
