我國信息化對產業(yè)結構優(yōu)化的影響研究

【摘要】:自2008年全球金融風暴以來,我國經濟增長速度放緩,至2015年GDP年增長率僅有6.9%。與此同時,資源稀缺、環(huán)境污染、產能過剩、需求不足等問題日益突出,成為阻礙我國經濟增長的攔路虎。加速我國產業(yè)結構優(yōu)化的步伐已成為當前形勢下各項經濟工作中的重中之重。萬事俱備東風勁吹,近幾年以大數(shù)據(jù)、物聯(lián)網、云計算為代表的信息產業(yè)如雨后春筍,呈現(xiàn)爆發(fā)式增長,為我國經濟發(fā)展注入了新的血液與活力。習總書記指出“應把握網絡信息經濟快速發(fā)展的重要歷史機遇,利用信息化培養(yǎng)新動力并促進新發(fā)展,推動互聯(lián)網更深更廣的滲入各產業(yè),挖掘新的經濟增長點”,以信息化引導產業(yè)結構優(yōu)化已成為我國經濟建設的必然選擇。鑒于此,研究我國信息化對產業(yè)結構優(yōu)化的作用、捕捉其中的內在規(guī)律對推動產業(yè)結構優(yōu)化、加快經濟發(fā)展深具重要現(xiàn)實意義。為深入考察信息化對產業(yè)結構優(yōu)化的影響,文章從理論、統(tǒng)計描述與計量三條主線展開研究。對信息化作用產業(yè)結構優(yōu)化的機理分析和數(shù)理演繹推證表明,信息化能夠有效促進產業(yè)結構優(yōu)化,提升信息化水平將增大信息經濟部門產值在經濟總產值中的占比,并促使信息經濟部門成為經濟建設中的核心部門。對二者的統(tǒng)計描述顯示:信息化與產業(yè)結構優(yōu)化的時間演變特點和空間分布特點均具有較強的相似之處;在高信息化水平地區(qū)產業(yè)結構優(yōu)化程度也趨于更高層次,在低信息化水平地區(qū)產業(yè)結構優(yōu)化程度也將趨于更低層次;谝陨侠碚撆c現(xiàn)實依據(jù),文章在非線性假設下,以信息化、城鎮(zhèn)化、對外開放以及人口結構(包括老年撫養(yǎng)比和少兒撫養(yǎng)比)為轉換變量構建面板平滑轉換模型對信息化影響產業(yè)結構優(yōu)化的非線性行為進行計量分析。模型估計結果表明,信息化能夠顯著促進產業(yè)結構優(yōu)化,并且信息化的產業(yè)結構優(yōu)化效應受轉換變量的影響而呈現(xiàn)非線性特征:隨信息化水平的提高,其對產業(yè)結構優(yōu)化的影響由抑制轉變?yōu)榇龠M,并且促進作用逐漸增強;隨城鎮(zhèn)化水平的提高,信息化的產業(yè)結構優(yōu)化效應呈現(xiàn)先減弱后增強的特征;隨老年撫養(yǎng)比與少兒撫養(yǎng)比的增加,信息化的產業(yè)結構優(yōu)化效應先后經歷了不變—削弱—不變三個階段;隨對外開放程度的提高,信息化的產業(yè)結構優(yōu)化效應先后經歷了不變—削弱—增強—不變四個階段。基于以上研究結論,文章根據(jù)我國當前實際,針對如何使信息化更好的服務于調結構、促發(fā)展提出了有益的政策建議。
[Abstract]:Since the global financial turmoil in 2008, China's economic growth rate has slowed, to 2015 GDP growth rate is only 6.9 percent. At the same time, the scarcity of resources, environmental pollution, overcapacity, insufficient demand and other problems increasingly stand in the way of China's economic growth. Accelerating the pace of industrial structure optimization in China has become the most important part of the economic work under the current situation. In recent years, the information industry represented by big data, Internet of things, cloud computing has been springing up, showing explosive growth, which has injected new blood and vitality into the economic development of our country. General Secretary Xi Xi pointed out that "We should grasp the important historical opportunities for the rapid development of the network information economy, use information technology to cultivate new power and promote new development, promote the Internet to penetrate deeper and wider into various industries, and tap new economic growth points." To guide the optimization of industrial structure with information technology has become the inevitable choice of China's economic construction. In view of this, it is of great practical significance to study the effect of informatization on the optimization of industrial structure in China, and to capture the inherent law of it in order to promote the optimization of industrial structure and speed up the development of economy. In order to investigate the influence of informatization on the optimization of industrial structure, this paper studies from three main lines: theory, statistical description and measurement. The mechanism analysis and mathematical deduction of the optimization of the industrial structure of informatization function show that informatization can effectively promote the optimization of industrial structure, and the promotion of informatization level will increase the proportion of the output value of the information economy sector in the total economic output value. And to promote the information economy to become the core sector of economic construction. The statistical description of the two shows that the characteristics of time evolution and spatial distribution of informatization and industrial structure optimization have strong similarities, and the degree of industrial structure optimization tends to a higher level in areas with high informatization level. The degree of industrial structure optimization in low information level area will also tend to lower level. Based on the above theoretical and practical basis, under the non-linear assumption, the article uses information technology, urbanization, A panel smooth transformation model is constructed to analyze the nonlinear behavior of informatization which affects the optimization of industrial structure by using the open policy and population structure (including old-age dependency ratio and child dependency ratio) as variables to construct the panel smooth transformation model. The results of model estimation show that informatization can significantly promote the optimization of industrial structure, and the effect of informatization on industrial structure optimization is affected by the transformation variables, which shows nonlinear characteristics: with the improvement of informatization level, Its influence on the optimization of industrial structure is changed from suppression to promotion, and the role of promotion is gradually strengthened, with the improvement of urbanization level, the effect of industrial structure optimization of informatization is weakened first and then enhanced. With the increase of the dependency ratio of the elderly and the children, the optimization effect of the industrial structure of the informationization has gone through three stages: unchanged, weakened and unchanged, and with the increase of the degree of opening to the outside world, The industrial structure optimization effect of informatization has experienced four stages: invariant-weakening-strengthening-invariant. Based on the above conclusions, according to the current situation of our country, this paper puts forward some useful policy suggestions on how to make informatization better serve the adjustment of structure and promote development.
