信息化與工業(yè)化融合的機制與績效

【摘要】:推進信息化與工業(yè)化融合是目前我國經濟發(fā)展過程中重要的課題,也是實現(xiàn)新型工業(yè)化、經濟發(fā)展方式轉變的內在要求。信息化與工業(yè)化融合問題不僅涉及到企業(yè)層面信息技術的引進、信息化投資、產業(yè)層面出現(xiàn)的信息技術吸收溝壑、生產力悖論等實際問題,還涉及到我國如何推進新型工業(yè)化、如何提高產業(yè)競爭力等多個理論問題,因此,信息化與工業(yè)化融合是理論界和實踐界都非常關注的熱點課題。 我國正式提出信息化與工業(yè)化融合這一概念至今不過10年時間,國內外對于信息化與工業(yè)化融合的研究剛剛破題,還沒有建立完整的信息化與工業(yè)化融合體系。本文試圖基于技術跨越理論,建立信息化與工業(yè)化融合的框架與研究基礎,認為信息化與工業(yè)化融合是信息技術引進、消化、吸收和再創(chuàng)新的時間和空間過程,是信息技術與資本存量、勞動投入與工業(yè)技術相互作用,并最終形成信息技術范式的過程。 本文首先基于技術跨越理論對信息化與工業(yè)化融合概念進行界定,確立信息技術引領信息化與工業(yè)化融合發(fā)展的觀點,,并將信息技術分為晶體管、PC技術、網絡技術和物聯(lián)網等新一代信息技術四個階段,相應的,信息化與工業(yè)化融合也分為四個階段。本文認為信息化與工業(yè)化融合是以信息技術的引入為起點,在短期內存在信息技術與工業(yè)技術的均衡,并以此建立了短期內技術融合的數(shù)理模型;長期內,信息化與工業(yè)化融合是工業(yè)化通過引入信息技術而實現(xiàn)的技術軌道跨域過程,是工業(yè)化不斷進步和發(fā)展的過程,亦建立相應的數(shù)理模型;以技術經濟范式的轉變?yōu)榫索,探討技術引進、消化、吸收和再創(chuàng)新過程中信息化與工業(yè)化融合的實現(xiàn)機制,包括技術融合、生產要素配置改變、生產流程優(yōu)化、產業(yè)發(fā)展方式轉變及經濟運行方式轉變等。 接著本文對于我國推進信息化建設、信息化與工業(yè)化融合政策做出環(huán)境分析和判斷,并從整體上把握目前我國信息化與工業(yè)化融合過程中出現(xiàn)的制約因素和問題,其中企業(yè)層面、產業(yè)層面是完成信息化與工業(yè)化融合關鍵和載體,也是進一步探討的對象。 本文收集整理陜西省987家企業(yè)信息化與工業(yè)化融合的調研數(shù)據(jù),以考察企業(yè)在推進信息化與工業(yè)化融合過程中,企業(yè)引入PC類、網絡技術、新一代信息技術等哪類信息技術能夠促進企業(yè)生產績效;硬件設施、研發(fā)類、管理類、生產類、營銷類、系統(tǒng)集成類哪類信息技術能夠促進企業(yè)生產績效,企業(yè)層面PC技術基本實現(xiàn)再企業(yè)內部的二次創(chuàng)新,促進生產績效的提升;并以此驗證目前我國信息化與工業(yè)化融合正處于以PC技術引領向以網絡技術引領的轉換階段。 本文接著對制造業(yè)37個行業(yè)信息化投資等數(shù)據(jù)進行收集整理,并建立數(shù)理模型,驗證了前面關于信息技術引入后與勞動、資本、工業(yè)技術等生產要素相互作用、改變生產要素結構的假設,并得出基本結論為在兩化融合對生產績效存在U型的關系,而U型曲線的拐點與生產要素配置存在著直接的關系;戰(zhàn)略性新興產業(yè)與傳統(tǒng)產業(yè)兩化融合過程中存在的拐點不同。此外,U型曲線的拐點也恰恰是信息技術“引進、消化、吸收”到“再創(chuàng)新”過程的轉折點。 最后,本文通過針對以上對于我國信息化與工業(yè)化融合的現(xiàn)實狀況、企業(yè)層面、產業(yè)層面等存在的問題,提出未來發(fā)展信息化與工業(yè)化深度融合的戰(zhàn)略重點和主要領域,并針對企業(yè)、產業(yè)和政府層面給以系統(tǒng)性的意見和建議。
[Abstract]:The integration of informatization and industrialization is an important issue in the process of economic development in China. It is also an inherent requirement for the realization of new industrialization and the transformation of economic development mode. The integration of information and industrialization involves not only the introduction of information technology in the enterprise level, the investment of information, and the absorption of information technology in the industrial level, but also the absorption of information technology in the industrial level. The practical problems such as the paradox of productivity also involve many theoretical problems, such as how to promote the new industrialization and how to improve the competitiveness of the industry. Therefore, the integration of information and industrialization is a hot topic in both the theoretical and practical circles.
It is only 10 years since our country formally proposed the concept of integration of information and industrialization. At home and abroad, the research on the integration of information and industrialization has just been broken, and the integration of information and industrialization has not been established yet. This paper tries to build the framework and research foundation of the integration of information and industrialization based on the theory of technology leapfrog. It is believed that the integration of information technology and industrialization is the time and space process of information technology introduction, digestion, absorption and innovation. It is the process of information technology and capital stock, labor input and industrial technology interaction, and eventually form the information technology paradigm.
This paper first defines the concept of information and industrialization fusion based on the theory of technology leapfrog, and establishes the view that information technology leads to the integration of information technology and industrialization, and divides information technology into four stages, such as transistor, PC technology, network technology and Internet of things, and the corresponding integration of information and industrialization is also divided. In the four stage, the integration of information technology and industrialization is based on the introduction of information technology and the equilibrium between information technology and industrial technology in the short term. In the short term, a mathematical model of technology fusion is established in the short term. In the long run, the integration of information technology and industrialization is a technical track to be realized through the introduction of information technology. The process of crossing the region is the process of the continuous progress and development of industrialization and the establishment of the corresponding mathematical model. Taking the transformation of the technical and economic paradigm as the clue, the realization mechanism of the integration of information and industrialization in the process of technology introduction, digestion, absorption and innovation is discussed, including technological integration, the change of the configuration of production factors, the optimization of production process, and the industry. The transformation of the mode of development and the transformation of the mode of economic operation.
Then this paper makes an environmental analysis and judgment on the policy of promoting information construction, information and industrialization, and grasps the constraints and problems in the integration of informatization and industrialization in China. The enterprise level, the industrial level is the key and carrier to complete the integration of information and industrialization. One step to explore the object.
This paper collects and collects research data of the integration of information and industrialization of 987 enterprises in Shaanxi province. In order to investigate the enterprises in the process of promoting the integration of information and industrialization, enterprises introduce PC class, network technology, new generation of information technology and other information technology to promote enterprise production performance; hardware facilities, research and development, management, production, marketing. Class, system integration like which kind of information technology can promote the performance of enterprise production. The enterprise level PC technology basically realizes the two internal innovation in the enterprise, and promotes the promotion of production performance. In this way, the integration of information and industrialization in China is in the transition stage which is guided by PC Technology to the network technology.
This paper then collects and collects the data of 37 industries in the manufacturing industry, and establishes a mathematical model to verify the hypothesis that the factors of production factors such as labor, capital, industrial technology and other factors are interacted after the introduction of information technology, and the basic conclusion is that the basic conclusion is that there is a U type in the production performance of the two integration. There is a direct relationship between the inflection point of the U curve and the allocation of production factors; the turning point of the two integration of the strategic emerging industry and the traditional industry is different. In addition, the turning point of the U curve is also the turning point of the process of "introducing, digesting, absorbing" to "creating a new" process of information technology.
At last, this paper puts forward the strategic focus and main areas of the future development of information and industrialization, and gives systematic opinions and suggestions on the level of enterprise, industry and government, aiming at the existing problems of the integration of information and industrialization in China, the enterprise level and the industrial level.
