郵政IT項(xiàng)目績(jī)效考核指標(biāo)體系的構(gòu)建與實(shí)施

【摘要】:郵政IT機(jī)構(gòu)作為郵政行業(yè)的技術(shù)服務(wù)商,通過(guò)技術(shù)和業(yè)務(wù)的深度融合,為郵政行業(yè)提供信息化解決方案。郵政IT機(jī)構(gòu)在專注郵政技術(shù)創(chuàng)新和業(yè)務(wù)服務(wù)的同時(shí),,需不斷提升自身的能力建設(shè),提升IT項(xiàng)目管理水平,為郵政提供高績(jī)效的軟件項(xiàng)目開(kāi)發(fā)和系統(tǒng)運(yùn)維服務(wù)。鑒于郵政企業(yè)績(jī)效考核系統(tǒng)涉及的因素眾多,其體系構(gòu)建是一項(xiàng)復(fù)雜的系統(tǒng)工程,需要借助于新的管理思想與方法進(jìn)行研究。若將該體系構(gòu)建作為一個(gè)項(xiàng)目,從項(xiàng)目管理的視角進(jìn)行研究,無(wú)疑是一種新的嘗試,其研究具有實(shí)際意義。 為了更好地研究郵政IT項(xiàng)目績(jī)效改善方法,論文以郵政IT機(jī)構(gòu)為背景,在對(duì)國(guó)內(nèi)外項(xiàng)目管理、戰(zhàn)略管理、績(jī)效管理等相關(guān)文獻(xiàn)做了綜合歸納研究基礎(chǔ)上,從項(xiàng)目管理視角對(duì)郵政IT項(xiàng)目績(jī)效考核改善進(jìn)行了實(shí)證研究,其研究過(guò)程結(jié)合郵政IT機(jī)構(gòu)項(xiàng)目生命周期的特點(diǎn),使用項(xiàng)目需求分析、項(xiàng)目計(jì)劃進(jìn)度和責(zé)任分配矩陣等項(xiàng)目管理方法,設(shè)計(jì)了與組織戰(zhàn)略目標(biāo)一致的項(xiàng)目績(jī)效考核指標(biāo)體系,并組織實(shí)施,同時(shí)對(duì)實(shí)施的風(fēng)險(xiǎn)因素進(jìn)行了分析,提出了相關(guān)的對(duì)策。 論文研究表明,提升郵政IT項(xiàng)目績(jī)效是可以通過(guò)設(shè)計(jì)與組織戰(zhàn)略目標(biāo)匹配的績(jī)效考核指標(biāo)體系,指引員工個(gè)人績(jī)效的提升,進(jìn)而提升群體績(jī)效,最終達(dá)到提升組織績(jī)效的目的,為組織戰(zhàn)略目標(biāo)的實(shí)現(xiàn)奠定基礎(chǔ)。受不同行業(yè)和企業(yè)文化等因素的影響,組織提升改善項(xiàng)目績(jī)效的側(cè)重點(diǎn)應(yīng)有所不同,但論文利用項(xiàng)目管理理論和績(jī)效管理工具,為項(xiàng)目績(jī)效考核提供了實(shí)證研究的方法,其研究結(jié)果,為郵政乃至其他行業(yè)項(xiàng)目績(jī)效考核提供了借鑒作用。
[Abstract]:As the technical service provider of the postal industry, the IT organization provides the information solution for the postal industry through the deep integration of technology and business. Postal IT institutions focus on postal technology innovation and business services, at the same time, they need to continuously improve their own capacity-building, enhance the level of IT project management, and provide high performance software project development and system operation and maintenance services for postal services. In view of the many factors involved in the performance appraisal system of postal enterprises, the construction of the system is a complex system engineering, which needs to be studied with the help of new management ideas and methods. If this system is constructed as a project, it is undoubtedly a new attempt to study it from the perspective of project management, and its research is of practical significance. In order to better study the performance improvement methods of postal IT projects, this paper takes the postal IT institutions as the background, and makes a comprehensive summary and research on the domestic and foreign related documents such as project management, strategic management, performance management and so on. This paper makes an empirical study on the improvement of postal IT project performance evaluation from the point of view of project management. The research process combines the characteristics of postal IT organization project life cycle and uses project demand analysis. The project management methods such as project schedule and responsibility allocation matrix are used to design the project performance evaluation index system which is consistent with the strategic objectives of the organization and to organize the implementation. At the same time, the risk factors of the implementation are analyzed and the relevant countermeasures are put forward. The research shows that improving postal IT project performance is a performance evaluation index system that can be designed to match the organizational strategic objectives to guide the promotion of individual performance of employees, and then improve group performance, and finally achieve the purpose of improving organizational performance. To lay the foundation for the realization of the strategic objectives of the organization. Under the influence of different industries and corporate culture, the emphasis of improving project performance should be different. However, the paper provides an empirical research method for project performance evaluation by using project management theory and performance management tools. The research results provide reference for postal and other industry project performance appraisal.
