【摘要】：互聯(lián)網(wǎng)在我國(guó)發(fā)展僅僅二十多年時(shí)間,但卻對(duì)人們的生活方式、信息交流方式、經(jīng)濟(jì)運(yùn)行方式、經(jīng)濟(jì)結(jié)構(gòu)等諸多方面產(chǎn)生了深遠(yuǎn)影響,已成為人們學(xué)習(xí)、工作、生活的重要平臺(tái)。在農(nóng)業(yè)方面,互聯(lián)網(wǎng)可及時(shí)向農(nóng)民傳遞關(guān)于農(nóng)業(yè)的重要信息,推動(dòng)農(nóng)業(yè)結(jié)構(gòu)的優(yōu)化調(diào)整,降低農(nóng)業(yè)生產(chǎn)與農(nóng)產(chǎn)品交易風(fēng)險(xiǎn),減少生產(chǎn)成本,提高生產(chǎn)效率,從而起到增加農(nóng)民收入的效果。保定市農(nóng)村互聯(lián)網(wǎng)建設(shè)處于快速發(fā)展時(shí)期,其發(fā)展速度已經(jīng)超過(guò)了城鎮(zhèn),重點(diǎn)加強(qiáng)農(nóng)村互聯(lián)網(wǎng)建設(shè)、有效利用農(nóng)村互聯(lián)網(wǎng)功能,是推進(jìn)農(nóng)村現(xiàn)代化的重要一步。眾所周知,目前中國(guó)互聯(lián)網(wǎng)的發(fā)展仍未成熟,與國(guó)外先進(jìn)國(guó)家差距明顯,保定市也不例外。近年來(lái),國(guó)外互聯(lián)網(wǎng)在農(nóng)業(yè)信息化上取得了較大的發(fā)展,迅速發(fā)展的農(nóng)業(yè)信息又進(jìn)一步推動(dòng)了各國(guó)農(nóng)業(yè)的快速發(fā)展。由于中國(guó)農(nóng)村人口眾多,發(fā)展農(nóng)村互聯(lián)網(wǎng)會(huì)遇到很多阻礙,但伴隨著時(shí)間的推移,互聯(lián)網(wǎng)在農(nóng)村中的推廣和利用將得到更加普遍的發(fā)展,農(nóng)村互聯(lián)網(wǎng)的使用人數(shù)也會(huì)進(jìn)一步地增加,滲透度也會(huì)得到全方位加深。本文通過(guò)對(duì)保定市農(nóng)村互聯(lián)網(wǎng)的普及和利用進(jìn)行全面系統(tǒng)的理論研究,通過(guò)實(shí)地調(diào)研與問(wèn)卷調(diào)查相結(jié)合的方式,收集保定市農(nóng)村互聯(lián)網(wǎng)擁有用戶(hù)數(shù)量、用戶(hù)構(gòu)成、近年用戶(hù)變化趨勢(shì)、農(nóng)村用戶(hù)對(duì)互聯(lián)網(wǎng)的主要用途等相關(guān)數(shù)據(jù),對(duì)調(diào)研數(shù)據(jù)進(jìn)行了整理與研究,并以此為基礎(chǔ),分析保定市農(nóng)村互聯(lián)網(wǎng)普及現(xiàn)狀和利用現(xiàn)狀,發(fā)現(xiàn)保定市農(nóng)村互聯(lián)網(wǎng)普及方面存在諸如基礎(chǔ)設(shè)施不完善、資金投入不足、等問(wèn)題,同時(shí),在互聯(lián)網(wǎng)利用方面,互聯(lián)網(wǎng)對(duì)農(nóng)村發(fā)展的作用也存在諸如互聯(lián)網(wǎng)宣傳和監(jiān)督力度不足、服務(wù)農(nóng)村的作用未能有效發(fā)揮等問(wèn)題。針對(duì)上述問(wèn)題,本研究提出完善互聯(lián)網(wǎng)基礎(chǔ)設(shè)施建設(shè)、提高互聯(lián)網(wǎng)的認(rèn)知程度、加強(qiáng)互聯(lián)網(wǎng)知識(shí)宣傳力度、合理降低互聯(lián)網(wǎng)資費(fèi)等一系列對(duì)策建議。本研究對(duì)農(nóng)村互聯(lián)網(wǎng)的相關(guān)研究理論起到了一定的補(bǔ)充,同時(shí),對(duì)保定市農(nóng)村互聯(lián)網(wǎng)的普及和利用起到了指導(dǎo)作用,并通過(guò)對(duì)農(nóng)村互聯(lián)網(wǎng)進(jìn)行相關(guān)研究,使得互聯(lián)網(wǎng)這項(xiàng)技術(shù)充分為農(nóng)村經(jīng)濟(jì)發(fā)展服務(wù),從而促進(jìn)保定市農(nóng)村經(jīng)濟(jì)發(fā)展以及農(nóng)業(yè)信息化、農(nóng)產(chǎn)品物流化發(fā)展,進(jìn)而提高農(nóng)民的收入水平,對(duì)維護(hù)農(nóng)村社會(huì)穩(wěn)定、豐富農(nóng)民生活等方面起到促進(jìn)作用。
[Abstract]:The Internet has been developing for only over 20 years in our country, but it has had a profound impact on people's way of life, information exchange, economic operation, economic structure and so on. It has become a study and work for people. An important platform for living. In agriculture, the Internet can timely transmit important information about agriculture to farmers, promote the optimization and adjustment of the agricultural structure, reduce the risks of agricultural production and agricultural products trading, reduce production costs, and improve production efficiency. In order to increase farmers' income, Baoding's rural Internet construction is in a period of rapid development, and its speed of development has already exceeded that of cities and towns. The emphasis is on strengthening rural Internet construction and making effective use of rural Internet functions. It is an important step in promoting the modernization of rural areas. As we all know, the development of the Internet in China is still immature and there is a clear gap with advanced countries abroad. Baoding City is no exception in recent years. Foreign Internet has made great progress in agricultural informatization, and the rapid development of agricultural information has further promoted the rapid development of agriculture in various countries. Because of the large rural population in China, the development of rural Internet will encounter many obstacles. However, with the passage of time, the popularization and use of the Internet in rural areas will be more widespread, and the number of rural Internet users will further increase. The penetration will also be deepened in all directions. Through the comprehensive and systematic theoretical research on the popularization and utilization of the rural Internet in Baoding, the combination of field research and questionnaire survey is adopted in this paper. Collecting the relevant data such as the number of users, the composition of users, the changing trend of users in recent years, and the main uses of the Internet for rural users in Baoding City, this paper collates and studies the survey data, and based on this, Based on the analysis of the current situation of rural Internet popularization and utilization in Baoding City, it is found that there are some problems in the popularization of rural Internet in Baoding City, such as imperfect infrastructure, insufficient capital investment, and so on. At the same time, in the aspect of Internet utilization, The role of the Internet in rural development also exists such as insufficient Internet publicity and supervision, and the role of serving rural areas can not be effectively brought into play. In view of the above problems, this study proposes to improve the construction of Internet infrastructure. To improve the cognitive level of the Internet, to strengthen the Internet knowledge publicity, reasonable reduction of Internet tariffs and other countermeasures and suggestions. This study has played a certain role in the rural Internet related research theory, at the same time, It has played a guiding role in popularizing and utilizing the rural Internet in Baoding City, and through the relevant research on the rural Internet, the technology of Internet has been fully served for the development of rural economy. Thus, it can promote the development of rural economy, agricultural informatization and agricultural products logistics in Baoding City, and then improve the income level of farmers, which will promote the maintenance of social stability in rural areas and enrich the life of farmers.
