【摘要】：以大數(shù)據(jù)作為塑造未來(lái)的戰(zhàn)略資源為主題,從大數(shù)據(jù)在引領(lǐng)經(jīng)濟(jì)社會(huì)發(fā)展中的新引擎作用、大數(shù)據(jù)成為全球科技和產(chǎn)業(yè)競(jìng)爭(zhēng)的重要制高點(diǎn)、科技創(chuàng)新突破為大數(shù)據(jù)發(fā)展打開(kāi)新空間、大數(shù)據(jù)深刻改變科技創(chuàng)新的研究范式、大數(shù)據(jù)安全問(wèn)題引起越來(lái)越多的關(guān)注等五個(gè)方面,系統(tǒng)闡述了大數(shù)據(jù)的發(fā)展特點(diǎn)和深刻影響;總結(jié)了中國(guó)大數(shù)據(jù)國(guó)家戰(zhàn)略實(shí)施的進(jìn)展和成效,強(qiáng)調(diào)要以更加開(kāi)放的心態(tài)及創(chuàng)新發(fā)展的理念適應(yīng)大數(shù)據(jù)帶來(lái)的深刻變革,提出要加強(qiáng)開(kāi)放創(chuàng)新、推動(dòng)開(kāi)放共享、注重專業(yè)人才培養(yǎng)和強(qiáng)化政府治理等促進(jìn)大數(shù)據(jù)發(fā)展的建議;系統(tǒng)介紹了中科院在大數(shù)據(jù)方面的工作和未來(lái)總體部署。
[Abstract]:Taking big data as the strategic resource for shaping the future, from the role of big data in leading the new engine of economic and social development, big data has become an important commanding point of global scientific and technological and industrial competition. The breakthrough of scientific and technological innovation opens up new space for big data's development, big data profoundly changes the research paradigm of scientific and technological innovation, the security issue of big data attracts more and more attention and so on. This paper summarizes the progress and results of the implementation of China's big data national strategy, emphasizes the need to adapt the profound changes brought by big data with a more open mind and the idea of innovative development, and proposes to strengthen open innovation and promote open sharing, Some suggestions to promote big data's development, such as the training of professional talents and the strengthening of government administration, are put forward, and the work of the Chinese Academy of Sciences in the area of big data and the overall plan for the future are systematically introduced.
