【摘要】：在3G互聯(lián)網(wǎng)迅猛發(fā)展的市場(chǎng)大環(huán)境下，國(guó)內(nèi)電信運(yùn)營(yíng)商面臨著巨大的挑戰(zhàn)。新業(yè)務(wù)層出不窮，行業(yè)競(jìng)爭(zhēng)愈發(fā)劇烈，行業(yè)的新進(jìn)入者進(jìn)一步加劇了電信行業(yè)的競(jìng)爭(zhēng)，對(duì)電信運(yùn)營(yíng)商的收入和利潤(rùn)產(chǎn)生了巨大的影響。為了吸引并留住優(yōu)質(zhì)客戶，降低運(yùn)營(yíng)成本，，進(jìn)一步提高營(yíng)銷(xiāo)收入和利潤(rùn)，電信業(yè)務(wù)的快速開(kāi)通響應(yīng)及優(yōu)質(zhì)高效的后期服務(wù)正變得越來(lái)越重要，這一切依賴于運(yùn)營(yíng)商運(yùn)營(yíng)管理水平的提高，而電信運(yùn)營(yíng)支撐系統(tǒng)的信息化建設(shè)是實(shí)現(xiàn)這一目標(biāo)的最有效手段。本文以上海電信運(yùn)營(yíng)支撐系統(tǒng)信息化建設(shè)為基礎(chǔ)，通過(guò)對(duì)上海電信運(yùn)營(yíng)支撐系統(tǒng)建設(shè)與應(yīng)用的研究，力求對(duì)目前上海電信運(yùn)營(yíng)支撐系統(tǒng)信息化建設(shè)應(yīng)用中存在的問(wèn)題提供相關(guān)解決方案，為后續(xù)的信息化建設(shè)提供指導(dǎo)，對(duì)其他省市電信公司及相關(guān)電信運(yùn)營(yíng)企業(yè)的運(yùn)營(yíng)支撐系統(tǒng)建設(shè)與應(yīng)用提供實(shí)踐參考和借鑒。 本文主要工作分為三部分：首先對(duì)信息系統(tǒng)的相關(guān)理論進(jìn)行了闡述，基于3G時(shí)代市場(chǎng)業(yè)務(wù)環(huán)境的變化，對(duì)目前國(guó)內(nèi)電信運(yùn)營(yíng)商的現(xiàn)狀進(jìn)行了分析；接著對(duì)上海電信運(yùn)營(yíng)支撐系統(tǒng)發(fā)展水平進(jìn)行分析，基于上海電信運(yùn)營(yíng)管理維護(hù)中存在的問(wèn)題進(jìn)行深入的研究，對(duì)上海電信運(yùn)營(yíng)支撐信息化系統(tǒng)建設(shè)優(yōu)化的必要性進(jìn)行了分析闡述，從理論和實(shí)踐的角度對(duì)上海電信在運(yùn)營(yíng)支撐信息化系統(tǒng)建設(shè)方面的規(guī)劃和設(shè)計(jì)給出建議；論文最后對(duì)上海電信運(yùn)營(yíng)支撐系統(tǒng)信息化建設(shè)應(yīng)用過(guò)程中的問(wèn)題進(jìn)行了分析并給出對(duì)策建議，對(duì)如何通過(guò)系統(tǒng)提升運(yùn)營(yíng)管理水平及給企業(yè)帶來(lái)的應(yīng)用收益進(jìn)行評(píng)估分析并給出建議，對(duì)系統(tǒng)建設(shè)演進(jìn)的方向進(jìn)行了探討。 文章以上海電信運(yùn)營(yíng)支撐系統(tǒng)的建設(shè)為依托，結(jié)合上海電信運(yùn)營(yíng)支撐系統(tǒng)建設(shè)項(xiàng)目，從上海電信運(yùn)營(yíng)支撐系統(tǒng)建設(shè)規(guī)劃策略、系統(tǒng)功能與組織結(jié)構(gòu)設(shè)計(jì)、建設(shè)應(yīng)用問(wèn)題優(yōu)化、應(yīng)用收益評(píng)估、系統(tǒng)演進(jìn)方向等方面進(jìn)行研究探討并給出方案，總結(jié)了上海電信運(yùn)營(yíng)支撐系統(tǒng)建設(shè)中存在的問(wèn)題，并就如何對(duì)上海電信運(yùn)營(yíng)支撐系統(tǒng)帶來(lái)的收益進(jìn)行合理評(píng)估給出了簡(jiǎn)單模型，最后對(duì)上海運(yùn)營(yíng)支撐系統(tǒng)的未來(lái)建設(shè)模式提出了建議。
[Abstract]:In the market environment with the rapid development of 3G Internet, domestic telecom operators are facing enormous challenges. New services emerge in endlessly, the competition in the industry becomes increasingly fierce, and the new entrants in the industry further intensify the competition in the telecommunications industry. In order to attract and retain high-quality customers, reduce operating costs, and further increase marketing revenue and profits, The rapid opening of telecom services and high-quality and efficient post-service are becoming more and more important, all of which depend on the improvement of operators' management level. The information construction of telecom operation support system is the most effective means to achieve this goal. Based on the information construction of Shanghai Telecom Operation support system, this paper studies the construction and application of Shanghai Telecom Operation support system. To provide relevant solutions to the problems existing in the information construction and application of Shanghai Telecom Operation support system at present, and to provide guidance for the subsequent informatization construction. It provides practical reference and reference for the construction and application of operation support system of telecom companies and related telecom operators in other provinces and cities. The main work of this paper is divided into three parts: firstly, the related theories of information system are expounded. Based on the changes of market service environment in 3G era, the current situation of domestic telecom operators is analyzed. Then the development level of Shanghai Telecom Operation support system is analyzed, and based on the problems existing in Shanghai Telecom Operation Management and maintenance, in-depth research is carried out. This paper analyzes and expounds the necessity of optimizing the construction of Shanghai Telecom's operation support information system, and gives some suggestions on the planning and design of Shanghai Telecom's operation support information system construction from the angle of theory and practice. Finally, the paper analyzes the problems in the process of information construction of Shanghai Telecom Operation support system, and gives some countermeasures and suggestions. How to improve the level of operation and management through the system and the application income brought to the enterprise are evaluated and analyzed, and some suggestions are given, and the direction of the evolution of the system construction is discussed. Based on the construction of Shanghai Telecom Operation support system and the construction project of Shanghai Telecom Operation support system, this paper optimizes the construction planning strategy, system function and organizational structure design, construction and application of Shanghai Telecom Operation support system. The application of income assessment, the direction of system evolution and other aspects are studied and discussed, and the problems existing in the construction of Shanghai Telecom Operation support system are summarized. The paper also gives a simple model on how to evaluate the benefits of Shanghai Telecom Operation support system, and finally puts forward some suggestions on the future construction mode of Shanghai Telecom Operation support system.
