【摘要】：自改革開(kāi)放以來(lái),我國(guó)在持續(xù)多年經(jīng)濟(jì)高速增長(zhǎng)的背景下,城市化建設(shè)進(jìn)程突飛猛進(jìn),許多城市面貌發(fā)生了翻天覆地的變化。時(shí)代已對(duì)城市規(guī)劃提出了更新、更高的要求。我國(guó)城市規(guī)劃領(lǐng)域?yàn)檫m用這種要求,將基礎(chǔ)信息數(shù)據(jù)應(yīng)用到城市規(guī)劃與管理中。總體看來(lái),各城市規(guī)劃部門(mén)對(duì)基礎(chǔ)信息數(shù)據(jù)的應(yīng)用參差不齊；對(duì)于眾多基礎(chǔ)信息數(shù)據(jù)建設(shè)公司而言,如何走出一條基礎(chǔ)信息數(shù)據(jù)建設(shè)戰(zhàn)略發(fā)展的道路是非常值得探討的。 首先,本論文對(duì)國(guó)內(nèi)外基礎(chǔ)信息數(shù)據(jù)的發(fā)展、企業(yè)戰(zhàn)略的相關(guān)理論進(jìn)行研究,指出無(wú)論何種組織要獲得長(zhǎng)久發(fā)展都必須首先制定準(zhǔn)確的發(fā)展戰(zhàn)略并將戰(zhàn)略付諸實(shí)施,作為GH基礎(chǔ)信息數(shù)據(jù)公司的基礎(chǔ)信息數(shù)據(jù)發(fā)展也不例外。本文以GH基礎(chǔ)信息數(shù)據(jù)公司差異化戰(zhàn)略發(fā)展為例,結(jié)合我國(guó)目前規(guī)劃信息系統(tǒng)的發(fā)展概況,整理了該公司所處的政策環(huán)境、社會(huì)環(huán)境、經(jīng)濟(jì)環(huán)境、文化環(huán)境以及公司內(nèi)部的軟、硬件條件,運(yùn)用PEST分析法分析了GH基礎(chǔ)信息數(shù)據(jù)公司的宏觀環(huán)境,客觀地分析出公司的基礎(chǔ)信息數(shù)據(jù)資源和特長(zhǎng)及存在的主要劣勢(shì)和不足,總體上機(jī)遇大于威脅,優(yōu)勢(shì)大于不足。運(yùn)用SWOT分析法分析了公司的差異化發(fā)展戰(zhàn)略,從而確定了公司的戰(zhàn)略目標(biāo)。根據(jù)戰(zhàn)略目標(biāo),結(jié)合公司的實(shí)際,從建立公司戰(zhàn)略領(lǐng)導(dǎo)能力、協(xié)調(diào)相關(guān)政府部門(mén)關(guān)系、加強(qiáng)內(nèi)部管理、實(shí)施人才戰(zhàn)略、科技創(chuàng)新戰(zhàn)略等方面制定了戰(zhàn)略實(shí)施的保障措施。以便GH基礎(chǔ)信息數(shù)據(jù)公司更合理地利用各種資源實(shí)現(xiàn)最終的目的——差異化戰(zhàn)略的實(shí)施。 其次,本論文充分運(yùn)用戰(zhàn)略理論以及戰(zhàn)略管理的理論,結(jié)合基礎(chǔ)信息數(shù)據(jù)在GH基礎(chǔ)信息數(shù)據(jù)公司的發(fā)展現(xiàn)狀,對(duì)GH基礎(chǔ)信息數(shù)據(jù)公司的內(nèi)、外部發(fā)展環(huán)境進(jìn)行研究分析,并將最適合GH基礎(chǔ)信息數(shù)據(jù)公司的基礎(chǔ)信息數(shù)據(jù)發(fā)展的戰(zhàn)略理論引進(jìn)應(yīng)用,使基礎(chǔ)信息數(shù)據(jù)在城市規(guī)劃中的發(fā)展戰(zhàn)略以及戰(zhàn)略實(shí)施體系得到發(fā)展。 最后,本論文是以GH基礎(chǔ)信息數(shù)據(jù)公司的差異化基礎(chǔ)信息數(shù)據(jù)發(fā)展戰(zhàn)略研究為目的,在深入調(diào)查研究的基礎(chǔ)上,搜集了大量GH基礎(chǔ)信息數(shù)據(jù)公司的資料對(duì)其進(jìn)行分析。發(fā)現(xiàn)GH基礎(chǔ)信息數(shù)據(jù)公司的基礎(chǔ)信息數(shù)據(jù)發(fā)展在為城市規(guī)劃服務(wù)中發(fā)揮著舉足輕重的作用,基礎(chǔ)信息數(shù)據(jù)的建設(shè)必將成為中國(guó)城市發(fā)展的新主題,也一定會(huì)成為城市規(guī)劃發(fā)展中所解決諸多難題的新動(dòng)力。GH基礎(chǔ)信息數(shù)據(jù)公司是眾多基礎(chǔ)信息數(shù)據(jù)應(yīng)用與發(fā)展的代表之一,本研究成果對(duì)于GH基礎(chǔ)信息數(shù)據(jù)公司現(xiàn)階段工作及未來(lái)公司的發(fā)展有著較強(qiáng)的指導(dǎo)作用,也必將對(duì)GH基礎(chǔ)信息數(shù)據(jù)公司的長(zhǎng)遠(yuǎn)發(fā)展目標(biāo)提供具有重要參考的價(jià)值理論。同樣,對(duì)于其它類似GH基礎(chǔ)信息數(shù)據(jù)公司的企業(yè)在基礎(chǔ)信息數(shù)據(jù)戰(zhàn)略發(fā)展方面也有一定的參考價(jià)值。
[Abstract]:Since the reform and opening up, under the background of sustained rapid economic growth for many years, the process of urbanization has made rapid progress, and many cities have undergone earth-shaking changes. Urban planning has been updated by the times. Higher requirements. For the application of this requirement in the field of urban planning in China, the basic information data is applied to urban planning and management. In general, the application of basic information data to urban planning departments is not uniform; For many basic information and data construction companies, it is worth discussing how to walk out a strategic development road of basic information data construction. First of all, this paper studies the development of basic information data at home and abroad, and the relevant theories of enterprise strategy. It is pointed out that for any organization to achieve long-term development, it is necessary to first formulate an accurate development strategy and put it into practice. The development of basic information data as GH basic information data company is no exception. This paper takes the differentiation strategy development of GH basic information data company as an example, combined with the development of planning information system in China. The policy environment, social environment, economic environment, cultural environment and internal software and hardware conditions of the company are sorted out, and the macro environment of GH basic information data company is analyzed by using PEST analysis method. Objective analysis of the company's basic information and data resources and strengths, as well as the main weaknesses and shortcomings, the overall opportunity is greater than the threat. The advantage is greater than the deficiency. This paper analyzes the differentiation development strategy of the company by using the SWOT analysis method, and then determines the strategic goal of the company. According to the strategic goal, combined with the actual situation of the company, it establishes the strategic leadership ability of the company. Coordinate the relationship between relevant government departments, strengthen internal management and implement talent strategy. Scientific and technological innovation strategies and other aspects of the security measures for the implementation of the strategy, so that GH basic information and data companies more reasonable use of various resources to achieve the ultimate goal-the implementation of differentiation strategy. Secondly, this paper makes full use of the strategic theory and the strategic management theory, combined with the basic information data in the GH basic information data company's development status, to the GH basic information data company. The external development environment is studied and analyzed, and the strategic theory which is most suitable for the development of GH basic information data company is introduced and applied. The development strategy and strategy implementation system of basic information data in urban planning are developed. Finally, this paper aims at the development strategy of differential basic information data of GH basic Information data Company, on the basis of in-depth investigation and research. The author collected a large number of data of GH basic information data company to analyze it and found that the development of GH basic information data company plays an important role in the urban planning service. The construction of basic information data will become a new theme of urban development in China. GH basic information data company is one of the representatives of the application and development of many basic information data. The results of this study have a strong guiding role for the current work of GH basic information data company and the future development of the company. It will also provide an important reference value theory for the long-term development goal of GH basic information data company. It also has some reference value in the development of basic information data strategy for other companies similar to GH basic information data company.
