【摘要】：隨著項目評價理論在國內(nèi)的深入推廣,越來越多行業(yè)對投資項目的項目評價越來越重視。在電信建設項目中,由于市場逐漸趨于飽和,以往爆炸式發(fā)展的情況已經(jīng)不復存在。投入就有產(chǎn)出,產(chǎn)出就有規(guī)模的行業(yè)特殊市場效應也一去不復返。因此,項目管理在電信建設項目中越來越受到重視,不僅是在項目投資初期的可行性研究、經(jīng)濟效益評價和項目實施過程中的科學管理,還有項目后的綜合評價也成為電信建設項目效益評估、效益考核的重要依據(jù),同時也成為項目后續(xù)優(yōu)化和后續(xù)投資的評價依據(jù)。 本文立足于項目后評價的科學理論,從電信建設項目自身特點出發(fā),結(jié)合商業(yè)投資和公共投資的雙重特點,Z公司的閃訊項目為案例,嘗試在電信建設項目后評價的研究方法中引入新的評價思路。本文在對案例進行項目后評價中,應用了邏輯框架法、成功度評價法、對比法等經(jīng)典評價方法,并從實際出發(fā)制定了綜合評價評分機制。從實施過程評價、技術評價、經(jīng)濟效益評價、綜合經(jīng)濟評價、目標評價、持續(xù)性評價、社會效益評價七個方面對閃訊項目進行全面的項目后評價。同時,在評價基礎上,結(jié)合客戶服務體驗調(diào)查,對項目下階段優(yōu)化和發(fā)展進行了目標設定,以及可行性分析。
[Abstract]:With the further promotion of the project evaluation theory in China, to the investment project evaluation project more and more industry more and more attention. In the telecommunication construction project, as the market gradually saturated, the explosive development of the situation no longer exists. There is input output, the output is the size of the industry to market effects return. Therefore, the project management in the telecommunication construction project more and more attention, not only is the initial investment in the project feasibility study, scientific management and economic benefit evaluation in the process of project implementation, project assessment and benefit evaluation has become the telecommunication construction project, an important basis for performance assessment, but also become the basis for evaluation the follow-up project optimization and subsequent investment.
This paper is based on the post project evaluation of the scientific theory, starting from the telecommunication construction project of its own characteristics, combined with the dual characteristics of commercial and public investment, Z's flash news program as a case, try to introduce the new evaluation method in the evaluation method of the telecommunication construction project. In this paper the case after the project evaluation. The application of logical framework approach, the success degree evaluation method, contrast method and classical evaluation, and developed a comprehensive evaluation scoring mechanism from reality. Evaluation techniques from the implementation process evaluation, economic evaluation, economic evaluation, objective evaluation, continuous evaluation, social benefit evaluation of seven aspects of the overall project flash news post project evaluation. At the same time, on the basis of the evaluation, combined with customer service experience on the stage of investigation, optimization and development projects are carried out under the target setting, as well as the feasibility analysis.
