【摘要】：隨著互聯(lián)網(wǎng)技術(shù)的飛速發(fā)展,公積金中心信息化、業(yè)務(wù)綜合化與人工智能化趨勢的形成,交易量日趨增多,公積金的重要性越來越受到關(guān)注,客戶需求也開始朝多元化、個性化的方向發(fā)展。涼山移動為了幫助涼山州實(shí)現(xiàn)公積金中心信息化,搭建以移動終端、行業(yè)應(yīng)用網(wǎng)關(guān)、移動代理服務(wù)器等網(wǎng)絡(luò)資源和服務(wù)能力組成的公積金中心短信平臺及APP應(yīng)用,能否通過管理軟件開發(fā)與系統(tǒng)對接,實(shí)現(xiàn)公積金中心及公積金中心的個人客戶、企業(yè)客戶隨時隨身、經(jīng)濟(jì)快捷安全地享受金融信息服務(wù),成為了本文提出涼山移動住房公積金短信查詢平臺建設(shè)項(xiàng)目可行性研究探討的主要目的,科學(xué)而全面的項(xiàng)目可行性分析是規(guī)避風(fēng)險、做出正確決策的重要依據(jù)。論文在結(jié)合國內(nèi)外信息化建設(shè)項(xiàng)目可行性研究現(xiàn)狀以及本人在通信行業(yè)工作實(shí)踐的基礎(chǔ)上,以“中國移動四川公司2014年涼山州住房公積金短信查詢平臺信息化工程”為例,通過采用項(xiàng)目管理、項(xiàng)目可行性研究、項(xiàng)目風(fēng)險管理等相關(guān)理論和方法對涼山移動住房公積金短信查詢平臺建設(shè)項(xiàng)目進(jìn)行了方案論證、投資效益分析、風(fēng)險及防范等幾個方面的可行性研究分析并得出相應(yīng)的可行性結(jié)論�？v觀全文共分六章進(jìn)行了涼山移動住房公積金短信查詢平臺建設(shè)項(xiàng)目可行性研究的探討。論文首先結(jié)合研究背景闡述了其研究的意義、內(nèi)容和方法等,并對相關(guān)理論及研究發(fā)展現(xiàn)狀進(jìn)行了綜述;接著對本文研究的課題即涼山移動住房公積金短信查詢平臺建設(shè)項(xiàng)目進(jìn)行了詳細(xì)的介紹,梳理了該項(xiàng)目在前期可行性研究中存在論證內(nèi)容不夠完善、缺少科學(xué)的綜合評價和必要的風(fēng)險分析等的問題以及這諸多問題產(chǎn)生原因,并嘗試給出了解決問題的對策;然后重點(diǎn)通過市場可行性分析、技術(shù)可行性分析、項(xiàng)目建設(shè)實(shí)施計劃對項(xiàng)目方案進(jìn)行了可行性方面的論證;再然后通過投資估算及資金籌措、綜合效益評價對項(xiàng)目的投資效益進(jìn)行可行性方面的分析;另外,還按照風(fēng)險管理的方法本步驟對項(xiàng)目風(fēng)險及防范措施進(jìn)行了分析和探討;最后為本文研究的結(jié)論部分,經(jīng)過多方面的科學(xué)論證后,論文研究結(jié)論認(rèn)為此項(xiàng)目具有較強(qiáng)的實(shí)施可行性。總的來說,做好涼山移動住房公積金短信查詢平臺建設(shè)項(xiàng)目的可行性研究分析,對完善涼山移動公司開展信息化建設(shè)項(xiàng)目可行性研究的論證具有一定的指導(dǎo)價值,也對本項(xiàng)目今后的順利開展具有一定的實(shí)踐意義。

The application gateway, mobile agent server cyber source and service capabilities of the provident fund center SMS platform and APP application, whether through management software development and docking system, realize the central provident fund provident fund center and individual customers, corporate customers at any time, to enjoy the financial information service economy fast and safe, has become the main objective to explore the feasibility study in this paper the construction project of Liangshan housing provident fund platform mobile SMS query, scientific and comprehensive study Project feasibility study is to avoid the risk, an important basis for decision making. The status of research at home and abroad based on feasibility of informatization construction project and I work in the communications industry practice, to "China Mobile Sichuan company in 2014 Liangshan housing provident fund short message query platform of Information Engineering" as an example, through the use of project management, project feasibility study that project risk management theories and methods of argumentation of plan inquiry platform construction project of Liangshan mobile housing provident fund SMS, investment benefit analysis, risk prevention and other aspects of the feasibility study analysis and draw relevant conclusions. To investigate the feasibility of this thesis consists of six chapters of Liangshan Mobile SMS housing provident fund construction project feasibility study platform query. This dissertation firstly explains the research background and the research significance and content And methods, and the status of the development of the related theory and research are reviewed; then on the topic of the Liangshan housing provident fund mobile SMS query platform construction project are introduced in detail, summarizes the project in the pre feasibility study in the demonstration of the content is not perfect enough, the lack of scientific evaluation and necessary risk analysis the problems and the causes of the problems, and try to give the countermeasures to solve the problems; then we focus on the market feasibility analysis, technical feasibility analysis, project implementation plan for the feasibility demonstration of the project proposal; and then through the investment estimation and financing, feasibility analysis of the investment project of the comprehensive benefit evaluation of benefits; in addition, also in accordance with the method of risk management this step of project risk and preventive measures are analyzed and discussed; The last part is the conclusion of the research, in the aspects of scientific proof, the conclusion of this paper is that this project has strong feasibility. In general, analyze the feasibility study of Liangshan housing provident fund mobile SMS query platform construction project, which has a certain guiding value to carry out a feasibility study of the informatization construction project of Liangshan Mobile Corporation perfect demonstration also, this project has a certain practical significance in the future is carried out smoothly.
