【摘要】：正為進一步加強財政資金支付管理,深入推進國庫集中支付改革,提高財政資金支付的安全性、規(guī)范性和有效性,2013年4月,安徽省蚌埠市按照"完善操作,優(yōu)化流程,提高效率,確保安全"的原則,對市本級264家預算單位國庫集中支付業(yè)務全面實施動態(tài)監(jiān)控,取得了顯著成效。2014年1—11月,共退回違規(guī)支付申請297筆,拒付各類違規(guī)資金逾964萬元,預警業(yè)務量呈逐月波動下降趨勢,提高了監(jiān)控效率,規(guī)范了支付行為,強化了資金管理,有力保障了財政資金安全。
[Abstract]:In order to further strengthen the management of financial funds payment, further promote the reform of centralized payment of the treasury, and improve the security, standardization and effectiveness of the payment of financial funds, in April 2013, Bengbu City, Anhui Province, according to the "perfect operation, optimize the process," On the principle of improving efficiency and ensuring safety, the central treasury payment business of 264 budget units at the municipal level has been monitored dynamically, and remarkable results have been achieved. In January-November 2014, 297 applications for illegal payment were returned. Refusing to pay all kinds of illegal funds exceeds 9.64 million yuan, and the early warning business volume shows a monthly fluctuating downward trend, which improves the monitoring efficiency, standardizes the payment behavior, strengthens the fund management, and ensures the security of the financial funds.
