【摘要】：英國農(nóng)業(yè)補貼政策是英國政府調(diào)控農(nóng)業(yè)生產(chǎn)發(fā)展的重要手段,在農(nóng)業(yè)生產(chǎn)、農(nóng)戶收入支持、鄉(xiāng)村環(huán)境保護等方面發(fā)揮了重要作用,促進了英國現(xiàn)代農(nóng)業(yè)的持續(xù)發(fā)展;通過對英國農(nóng)業(yè)補貼政策的研究以期為完善我國農(nóng)業(yè)補貼政策提供有益的借鑒。首先從單一支付計劃、基礎(chǔ)支付計劃以及農(nóng)村發(fā)展計劃等方面來研究英國農(nóng)業(yè)補貼政策,在此基礎(chǔ)上分析了英國農(nóng)業(yè)補貼的靜態(tài)支出和動態(tài)支出結(jié)構(gòu),最后總結(jié)凝練出英國農(nóng)業(yè)補貼政策給予我們的借鑒與啟示。研究發(fā)現(xiàn)英國農(nóng)業(yè)補貼政策強調(diào)農(nóng)業(yè)的可持續(xù)性和多功能性,政府將農(nóng)戶執(zhí)行"綠化規(guī)則"和"交叉承諾"的具體情況與其獲得的農(nóng)業(yè)補貼相捆綁,有效地促進了英國農(nóng)業(yè)可持續(xù)發(fā)展和農(nóng)村環(huán)境保護;英國對農(nóng)戶的直接補貼支付以不與產(chǎn)量掛鉤的補貼為主,且直接補貼支付總額大體呈下降態(tài)勢。因此,我國應通過增加直接補貼使農(nóng)戶的生產(chǎn)行為更加市場化,通過農(nóng)業(yè)補貼政策引導環(huán)境保護、引導農(nóng)業(yè)生產(chǎn)發(fā)展、培育青年農(nóng)戶,并根據(jù)地域特征施行不同的農(nóng)業(yè)補貼政策。
[Abstract]:British agricultural subsidy policy is an important means for the British government to regulate the development of agricultural production. It plays an important role in agricultural production, peasant household income support, rural environmental protection and so on, and promotes the sustainable development of modern agriculture in Britain. Through the research of the agricultural subsidy policy in Britain, it provides a useful reference for perfecting the agricultural subsidy policy in our country. First of all, from the single payment plan, the basic payment plan and the rural development plan to study the British agricultural subsidy policy, on the basis of which the static and dynamic expenditure structure of the British agricultural subsidy are analyzed. Finally, summing up the British agricultural subsidy policy to give us reference and inspiration. The study found that the British agricultural subsidy policy emphasizes the sustainability and versatility of agriculture, and the government binds farmers' implementation of greening rules and "cross commitments" to the agricultural subsidies they receive. It has effectively promoted the sustainable development of agriculture and the protection of rural environment in Britain. The direct subsidy payment to farmers in Britain is mainly not related to output, and the total amount of direct subsidy payment is on the decline. Therefore, China should increase direct subsidies to make farmers' production behavior more market-oriented, guide environmental protection through agricultural subsidy policy, guide the development of agricultural production, and cultivate young farmers. And according to the regional characteristics of the implementation of different agricultural subsidy policies.
