【摘要】：經(jīng)濟"新常態(tài)"下,由于經(jīng)濟減速和結構性減稅的推進,政府的財政收入增速下降,而財政支出剛性增長,再加上日趨嚴峻的地方債務問題,財政的可持續(xù)發(fā)展面臨巨大壓力,部分地區(qū)的財政可持續(xù)性問題尤為嚴重。本文通過指標分析和跨時預算約束下的協(xié)整檢驗判斷了我國的財政可持續(xù)性,發(fā)現(xiàn)我國的財政依存度已經(jīng)超過合理區(qū)間,赤字率和債務率不斷增加,新常態(tài)后的財政可持續(xù)性更弱,總體上財政可持續(xù)發(fā)展問題不容樂觀。財政可持續(xù)發(fā)展和財政供給側改革是相輔相成的關系,供給側改革需要可持續(xù)的財政助力,而財政的可持續(xù)發(fā)展則需要通過供給側結構性改革穩(wěn)定經(jīng)濟增長為前提。為了實現(xiàn)財政的可持續(xù)發(fā)展,新常態(tài)下推進供給側改革的財政政策著力點在于減稅清費、投融資模式創(chuàng)新、投資結構與資金效率的優(yōu)化和深化財稅體制改革,協(xié)調(diào)中央與地方的財政關系,建立中長期財政規(guī)劃,加強財政與金融的協(xié)同配合。
[Abstract]:Under the "new normal" of the economy, due to the economic slowdown and the promotion of structural tax cuts, the growth rate of the government's fiscal revenue has decreased, while the rigid growth of fiscal expenditure, coupled with the increasingly serious local debt problems, has put great pressure on the sustainable development of finance. Fiscal sustainability is particularly serious in some regions. In this paper, the financial sustainability of our country is judged by index analysis and cointegration test under the constraint of intertemporal budget. It is found that the degree of financial dependence has exceeded the reasonable range, and the deficit rate and debt rate have been increasing. The financial sustainability after the new normal is weaker, and the problem of financial sustainable development is not optimistic. Fiscal sustainable development and fiscal supply-side reform complement each other. The supply-side reform needs sustainable fiscal assistance, and the sustainable fiscal development needs to stabilize economic growth through supply-side structural reform. In order to realize the sustainable development of finance, the focus of the fiscal policy of promoting supply-side reform under the new normal condition lies in tax reduction, innovation of investment and financing mode, optimization of investment structure and fund efficiency, and deepening the reform of fiscal and taxation system. Coordinate the financial relationship between central and local governments, establish medium and long-term financial planning, and strengthen coordination between finance and finance.
