【摘要】：“三農(nóng)”問(wèn)題是我國(guó)各級(jí)政府目前民生工作的重要內(nèi)容,農(nóng)業(yè)的特殊性地位,農(nóng)村地區(qū)的廣泛性,農(nóng)民群體的龐大,以及城鄉(xiāng)區(qū)域發(fā)展的嚴(yán)重不均衡的現(xiàn)狀,決定了必須抓好這項(xiàng)工作。而三農(nóng)問(wèn)題的核心又在于農(nóng)民收入。財(cái)政作為一種宏觀調(diào)控手段,可以發(fā)揮其資金調(diào)配的主動(dòng)性,對(duì)于促進(jìn)農(nóng)業(yè)發(fā)展,增加農(nóng)民收入,進(jìn)而達(dá)到促進(jìn)整個(gè)社會(huì)經(jīng)濟(jì)發(fā)展和維護(hù)社會(huì)穩(wěn)定大局,具有重要意義。目前,我國(guó)各級(jí)政府已經(jīng)將保障農(nóng)民經(jīng)濟(jì)權(quán)益,縮小城鄉(xiāng)區(qū)域發(fā)展各方面差異,納入各時(shí)期重點(diǎn)工作計(jì)劃之內(nèi),逐漸加大財(cái)政支農(nóng)的各項(xiàng)資金投入力度,并且把發(fā)展農(nóng)業(yè)現(xiàn)代化和提高農(nóng)民收入上升到國(guó)家戰(zhàn)略的高度。但是財(cái)政支農(nóng)資金同其他財(cái)政資金的使用一樣,存在著許多問(wèn)題：缺乏穩(wěn)定的支出保障機(jī)制、支出結(jié)構(gòu)不合理、資金利用效率低下等。為了更好地將有限的財(cái)政支農(nóng)資金的調(diào)控和導(dǎo)向作用充分發(fā)揮出來(lái),切實(shí)有效提高農(nóng)民收入,本文從農(nóng)業(yè)基礎(chǔ)性和外部性、農(nóng)民收入來(lái)源出發(fā),論證了財(cái)政支農(nóng)的對(duì)于提高農(nóng)民收入的必要性和現(xiàn)實(shí)意義。按照國(guó)家統(tǒng)計(jì)局不同口徑的對(duì)支農(nóng)資金的種類(lèi)進(jìn)行劃分并采取中口徑的分類(lèi)方式對(duì)各項(xiàng)財(cái)政支農(nóng)資金加以詳細(xì)解讀。再運(yùn)用數(shù)學(xué)統(tǒng)計(jì)方法,通過(guò)EViews等分析軟件定量求解出各項(xiàng)支農(nóng)資金對(duì)居民收入的影響程度。分析我國(guó)財(cái)政支農(nóng)資金存在的問(wèn)題。通過(guò)對(duì)主要發(fā)達(dá)國(guó)家農(nóng)民收入得處在較高水平的政府支持原因分析和借鑒,結(jié)合我國(guó)當(dāng)前財(cái)政支農(nóng)存在的一些主要問(wèn)題,提出針對(duì)我國(guó)支農(nóng)政策方面具有理論和實(shí)踐意義的改進(jìn)性政策及建議。
[Abstract]:The issue of "agriculture, countryside and farmers" is an important part of the work of people's livelihood at all levels of government in our country, the special status of agriculture, the extensive nature of rural areas, the huge peasant groups, and the serious imbalance in the development of urban and rural areas. It was decided that the work must be done well. And the core of the issue of agriculture, rural areas and farmers lies in the income of farmers. As a means of macro-control, finance can give play to its initiative in the allocation of funds. It is of great significance to promote the development of agriculture, increase the income of farmers, promote the development of the whole society and economy and maintain the overall situation of social stability. At present, governments at all levels of our country have put the protection of farmers' economic rights and interests, narrowing the differences in various aspects of regional development between urban and rural areas into the key work plans of each period, and gradually increasing the financial input of various funds to support agriculture. And will develop agricultural modernization and raise farmer income rise to the height of national strategy. However, there are many problems in the use of financial funds for agriculture, such as the lack of stable expenditure guarantee mechanism, unreasonable expenditure structure, inefficient use of funds, and so on. In order to give full play to the regulation and guidance function of the limited financial support fund for agriculture, and to effectively improve the farmers' income, this paper starts from the basic and externality of agriculture and the source of farmers' income. It demonstrates the necessity and practical significance of financial support for agriculture to increase farmers' income. According to the different calibre of the National Bureau of Statistics, the types of the funds for supporting agriculture are classified and the financial funds for supporting agriculture are interpreted in detail by adopting the classification of the medium calibre. Then, by using mathematical statistics method and EViews and other analysis software, the influence degree of various agricultural funds on residents' income is calculated quantitatively. This paper analyzes the problems existing in the financial support fund for agriculture in our country. By analyzing and drawing lessons from the reasons why farmers' income in the major developed countries are in a higher level of government support, and combining with some major problems existing in our country's current financial support for agriculture, This paper puts forward some improving policies and suggestions in view of the theoretical and practical significance of supporting agriculture policy in China.
