【摘要】：當前,跨年度預算平衡機制的構建作為我國深化預算改革的新探索,相關法律法規(guī)和政府的決策文件對其進行了一些頂層設計,以此為基礎的研究正在展開。為了進一步探討該機制構建中的相關問題,本文首先對目前關于跨年度預算平衡機制的內涵、實施原因、實施期限等研究現(xiàn)狀進行了梳理,在對相關研究的觀點進行簡要的評述的基礎上,提出對于跨年度預算平衡機制的理解,包括該機制的內涵,所要解決的問題,跨年預算與年度預算、中期財政規(guī)劃的關系等,并得出了跨年度預算平衡機制的構建是一項系統(tǒng)工程的結論,即除了涉及財政自身的制度與技術層面的構建與完善外,還涉及政府與市場、政府與立法機關、政府職能部門間等的權力利益的重構等深層次問題。因此,需要通過全面深化改革才能實現(xiàn)。
[Abstract]:At present, the construction of cross-annual budget balance mechanism is a new exploration to deepen the budget reform in our country, and some top-level designs have been carried out by relevant laws and regulations and government decision documents, and the research on this basis is being carried out. In order to further explore the relevant problems in the construction of the mechanism, this paper firstly reviews the current research status of the cross-annual budget balance mechanism, including its connotation, implementation reasons, implementation period, etc. On the basis of a brief review of the viewpoints of related studies, this paper puts forward the understanding of the inter-annual budget balance mechanism, including the connotation of the mechanism, the problems to be solved, the relationship between the cross-annual budget and the annual budget, the medium-term financial planning, etc. The conclusion is that the construction of the inter-annual budget balance mechanism is a systematic project, that is, besides the construction and perfection of the system and technology, the government and the market, the government and the legislature are also involved. The reconstruction of power interests between government departments and so on. Therefore, we need to deepen the reform in an all-round way to achieve.
