黑龍江省農(nóng)機(jī)購置補(bǔ)貼政策績效研究

【摘要】:農(nóng)機(jī)購置補(bǔ)貼是中央發(fā)布重要支持農(nóng)業(yè)優(yōu)惠農(nóng)業(yè)政策,對(duì)農(nóng)機(jī)化發(fā)展的促進(jìn)具有重要的意義。實(shí)施政策效果的好壞將直接影響我國現(xiàn)代化農(nóng)業(yè)的發(fā)展進(jìn)程。為此,對(duì)黑龍江省自2004年實(shí)施農(nóng)機(jī)購置補(bǔ)貼政策以來總體農(nóng)機(jī)化水平發(fā)展情況進(jìn)行了績效研究,加強(qiáng)農(nóng)機(jī)購置補(bǔ)貼政策是農(nóng)業(yè)增效、農(nóng)民增收和生態(tài)環(huán)境改善的關(guān)鍵因素。本文首先詮釋了農(nóng)機(jī)購置補(bǔ)貼政策的相關(guān)理論。界定了農(nóng)機(jī)補(bǔ)貼、農(nóng)機(jī)購置補(bǔ)貼政策、農(nóng)業(yè)機(jī)械化水平的概念,并重點(diǎn)說明本文的平均方法是數(shù)據(jù)包絡(luò)分析法。其次展現(xiàn)了黑龍江省農(nóng)機(jī)購置補(bǔ)貼政策的演變過程及實(shí)施情況。全國農(nóng)機(jī)購置補(bǔ)貼政策帶領(lǐng)著黑龍江省的農(nóng)機(jī)購置補(bǔ)貼政策的演變,包括起步階段、快速發(fā)展階段、規(guī)模發(fā)展階段。同時(shí),對(duì)黑龍江省農(nóng)機(jī)購置補(bǔ)貼政策實(shí)施情況進(jìn)行了闡述,包括:補(bǔ)貼資金狀況、補(bǔ)貼程序、補(bǔ)貼對(duì)象和結(jié)算資金等方面。對(duì)黑龍江省農(nóng)機(jī)購置補(bǔ)貼政策實(shí)施情況進(jìn)行了分析。再次對(duì)黑龍江省農(nóng)機(jī)購置補(bǔ)貼政策的績效分析。選取了2004年到2013年黑龍江省農(nóng)機(jī)購置補(bǔ)貼的相關(guān)評(píng)價(jià)指標(biāo),及2013年13個(gè)區(qū)域評(píng)價(jià)指標(biāo),進(jìn)行DEA定量分析,分析得出黑龍江省農(nóng)機(jī)購置補(bǔ)貼政策在實(shí)施投入方面,存在技術(shù)和規(guī)模有效性方面的不足,較為突出的是技術(shù)有效性。黑龍江省農(nóng)機(jī)購置補(bǔ)貼政策績效偏低的最重要原因是缺乏機(jī)械深耕深松面積、機(jī)械節(jié)水灌溉面積及機(jī)械化秸稈還田面積等,最后通過以上分析結(jié)論提出提高黑龍江省農(nóng)機(jī)購置補(bǔ)貼政策績效的有效建議。在財(cái)政補(bǔ)貼資金方面,建議在省內(nèi)區(qū)域間協(xié)調(diào)補(bǔ)貼資金差距和中央與地方財(cái)政協(xié)調(diào)補(bǔ)貼資金比例;在農(nóng)機(jī)具的補(bǔ)貼方面,新型的農(nóng)機(jī)購置補(bǔ)貼機(jī)制的建立是發(fā)展農(nóng)機(jī)現(xiàn)代化的必然;在宣傳補(bǔ)貼政策方面,加大宣傳力度,確保在農(nóng)機(jī)性能充分了解的基礎(chǔ)上,有意愿購機(jī)的農(nóng)戶可以放心選購安心購買最適合農(nóng)戶的農(nóng)機(jī);在相關(guān)的監(jiān)督質(zhì)量與管理方面,做好先驗(yàn)質(zhì)量后購機(jī)以及做好跟蹤管理隨時(shí)化;在操作農(nóng)機(jī)方面,應(yīng)加強(qiáng)組織技術(shù)人員培訓(xùn)及培訓(xùn)農(nóng)機(jī)購買者的操作技術(shù)。以上相應(yīng)建議有利于黑龍江省農(nóng)機(jī)購置補(bǔ)貼政策績效實(shí)施的又好又快的發(fā)展,有利于提供科學(xué)的理論依據(jù)為農(nóng)機(jī)購置補(bǔ)貼政策的制定者和執(zhí)行者。
[Abstract]:The purchase subsidy of agricultural machinery is an important policy issued by the central government to support agricultural preferential agriculture, which is of great significance to the promotion of agricultural mechanization. The effect of policy implementation will directly affect the development process of modern agriculture in China. This paper studies the development of agricultural machinery purchase subsidy policy in Heilongjiang province since 2004. Strengthening the purchase subsidy policy is the key factor to increase agricultural efficiency, increase farmers' income and improve ecological environment. This article first explains the agricultural machinery purchase subsidy policy related theory. The concepts of agricultural machinery subsidy, agricultural machinery purchase subsidy policy and agricultural mechanization level are defined, and the average method of this paper is data envelopment analysis. Secondly, it shows the evolution process and implementation of agricultural machinery purchase subsidy policy in Heilongjiang Province. The national agricultural machinery purchase subsidy policy leads the evolution of the agricultural machinery purchase subsidy policy in Heilongjiang Province, including the initial stage, the rapid development stage and the scale development stage. At the same time, the paper expounds the implementation of agricultural machinery purchase subsidy policy in Heilongjiang Province, including: subsidy fund status, subsidy procedure, subsidy object and settlement fund. This paper analyzes the implementation of purchase subsidy policy of agricultural machinery in Heilongjiang Province. Thirdly, the paper analyzes the performance of purchase subsidy policy of agricultural machinery in Heilongjiang Province. Selecting the relevant evaluation indexes of agricultural machinery purchase subsidy in Heilongjiang Province from 2004 to 2013, and 13 regional evaluation indexes in 2013, this paper carries on the DEA quantitative analysis, and concludes that the agricultural machinery purchase subsidy policy of Heilongjiang Province implements the input aspect. There are shortcomings in technical and scale effectiveness, especially in technical effectiveness. The most important reasons for the low performance of agricultural machinery purchase subsidy policy in Heilongjiang Province are the lack of mechanical deep tillage area, mechanical water-saving irrigation area and mechanized straw returning area, etc. Finally, the paper puts forward some effective suggestions to improve the performance of agricultural machinery purchase subsidy policy in Heilongjiang Province. With regard to financial subsidy funds, it is proposed to coordinate the gap between subsidy funds within the provinces and the proportion of subsidies between central and local governments; in the case of subsidies for agricultural machinery and implements, The establishment of a new type of subsidy mechanism for purchasing agricultural machinery is a necessity for the development of modernization of agricultural machinery. In terms of propaganda and subsidy policies, efforts should be intensified to ensure that the performance of agricultural machinery is fully understood. Farmers who are willing to buy machines can be assured to buy the farm machinery that is most suitable for the farmers; in the relevant supervision and management aspects, they can do a good job in the prior quality of purchasing machines and in the management of tracking at any time; and in the operation of agricultural machinery, We should strengthen the organization of technical training and training of agricultural machinery buyers of operational skills. The above suggestions are conducive to the good and rapid development of the performance of the agricultural machinery purchase subsidy policy in Heilongjiang Province, and to provide the scientific theoretical basis for the makers and executors of the agricultural machinery purchase subsidy policy.
