【摘要】：“三農(nóng)”問題作為困擾我國經(jīng)濟社會發(fā)展的重大問題，一直以來沒有得到有效的解決。在工業(yè)化和城鎮(zhèn)化深入發(fā)展的過程中同步推進農(nóng)業(yè)現(xiàn)代化，是中央為解決我國城鄉(xiāng)協(xié)調發(fā)展做出的一項重大決策部署。本文從支持農(nóng)業(yè)現(xiàn)代化發(fā)展的財政政策理論出發(fā)，對廣東財政支持農(nóng)業(yè)發(fā)展的現(xiàn)狀、問題及成因進行了深入分析，提出影響廣東農(nóng)業(yè)現(xiàn)代化發(fā)展成效的主要矛盾在于農(nóng)民的市場主體地位沒有得到確立，農(nóng)業(yè)生產(chǎn)跟市場脫節(jié)，生產(chǎn)技術和生產(chǎn)效率較為低下，財政支持農(nóng)業(yè)現(xiàn)代化缺乏有效的載體和渠道，政策作用分散，，導致政策效果不佳。在國內(nèi)外農(nóng)業(yè)現(xiàn)代化的財政支持政策經(jīng)驗基礎上，本文提出了在確立農(nóng)民市場主體地位，實施市場化訂單農(nóng)業(yè)的發(fā)展模式，讓農(nóng)業(yè)生產(chǎn)直接與市場對接，以市場競爭機制和供求機制提升農(nóng)民從事農(nóng)業(yè)生產(chǎn)的素質和能力。同時，以市場化訂單為載體和支持渠道，制定、優(yōu)化和調整各類財政支持政策，使農(nóng)民與市場、政府與社會、財政政策與資金支持實現(xiàn)有效有機統(tǒng)一，形成政策合力，推動農(nóng)業(yè)市場化有效發(fā)展。在農(nóng)業(yè)市場化發(fā)展基礎上逐步推進農(nóng)業(yè)產(chǎn)業(yè)化和規(guī)�；瑥亩罱K實現(xiàn)廣東的農(nóng)業(yè)現(xiàn)代化。
[Abstract]:As a major problem puzzling our country's economic and social development, the issue of agriculture, rural areas and farmers has not been effectively solved. To promote agricultural modernization synchronously in the process of further development of industrialization and urbanization is an important decision plan made by the central government to solve the coordinated development of urban and rural areas in China. Based on the theory of fiscal policy to support the development of agricultural modernization, this paper makes an in-depth analysis of the present situation, problems and causes of Guangdong's financial support for agricultural development. It is pointed out that the main contradiction affecting the development of Guangdong's agricultural modernization lies in the fact that the farmers' dominant position in the market has not been established, the agricultural production is out of touch with the market, and the production technology and production efficiency are relatively low. The lack of effective carrier and channel of financial support for agricultural modernization and the dispersion of policy function lead to poor effect of policy. On the basis of the experience of financial support policy of agricultural modernization at home and abroad, this paper puts forward the development mode of establishing the main position of farmers' market, carrying out the development mode of market-oriented order-oriented agriculture, so that agricultural production can directly connect with the market. Improve the quality and ability of farmers engaged in agricultural production by market competition mechanism and supply and demand mechanism. At the same time, with market-oriented orders as the carrier and support channel, we should formulate, optimize and adjust various kinds of financial support policies so that farmers and the market, the government and society, financial policies and financial support can be effectively and organically unified and form a resultant force of policies. Promote the effective development of agricultural marketization. Based on the development of agricultural marketization, agricultural industrialization and scale are promoted step by step so as to realize agricultural modernization in Guangdong.
