【摘要】：基于經(jīng)濟(jì)合作與發(fā)展組織(OECD)農(nóng)業(yè)支持指標(biāo)體系對(duì)歐盟農(nóng)業(yè)政策支持狀況進(jìn)行分析表明,歐盟對(duì)農(nóng)業(yè)生產(chǎn)者的支持補(bǔ)貼與農(nóng)業(yè)支持總量基本一致,近年來雖有所下降,但一直以來為較高水平;對(duì)一般服務(wù)支持總量變化不大,但結(jié)構(gòu)上有一定調(diào)整;對(duì)農(nóng)產(chǎn)品消費(fèi)者的補(bǔ)貼則逐年提高,農(nóng)業(yè)支持總量較為平穩(wěn)。歐盟通過實(shí)施價(jià)格支持到收入支持的改革,農(nóng)業(yè)補(bǔ)貼擴(kuò)展到對(duì)農(nóng)村發(fā)展和環(huán)境保護(hù)的改革以及農(nóng)業(yè)支持政策的市場(chǎng)化調(diào)整,適應(yīng)了國(guó)內(nèi)外市場(chǎng)環(huán)境的變革與挑戰(zhàn)。歐盟農(nóng)業(yè)支持水平及結(jié)構(gòu)政策的演變和改革,為中國(guó)農(nóng)業(yè)發(fā)展及其農(nóng)業(yè)支持政策完善提供了一定的借鑒與啟示。
[Abstract]:Based on the analysis of EU agricultural policy support status based on the OECD Agricultural Support Index System ( OECD ) , the EU ' s support subsidy for agricultural producers is basically consistent with the total amount of agricultural support . In recent years , although there has been a decline in the total amount of support for agricultural producers , the total amount of support for agricultural products has been increased year by year , and the total amount of agricultural support has been relatively stable . The EU supports the reform of rural development and environmental protection and the market adjustment of agricultural support policy . The EU supports the evolution and reform of agricultural support level and structural policy , and provides some reference and inspiration for the improvement of China ' s agricultural development and its agricultural support policy .
