【摘要】：財(cái)政支農(nóng)是農(nóng)業(yè)發(fā)展的必要手段。新形勢下,我國農(nóng)業(yè)發(fā)展面臨土地流轉(zhuǎn)加劇、農(nóng)村新業(yè)態(tài)發(fā)展、農(nóng)業(yè)政策轉(zhuǎn)型及外部環(huán)境變化等機(jī)遇和挑戰(zhàn),對財(cái)政支農(nóng)提出了更多要求。文章通過梳理新形勢下我國財(cái)政支農(nóng)發(fā)展現(xiàn)狀和特點(diǎn),認(rèn)為我國財(cái)政支農(nóng)政策存在支農(nóng)規(guī)�？偭考氨壤�、財(cái)政支農(nóng)結(jié)構(gòu)欠優(yōu)化、支農(nóng)補(bǔ)貼方式滯后、財(cái)政支農(nóng)管理制度不完善等主要問題。文章建議應(yīng)健全支農(nóng)資金增長機(jī)制、優(yōu)化財(cái)政支農(nóng)結(jié)構(gòu)、積極推進(jìn)農(nóng)業(yè)補(bǔ)貼政策轉(zhuǎn)型、創(chuàng)新財(cái)政支農(nóng)管理制度等。
[Abstract]:Financial support for agriculture is a necessary means of agricultural development. Under the new situation, China's agricultural development is faced with opportunities and challenges, such as the intensification of land circulation, the development of new rural forms, the transformation of agricultural policies and the change of external environment, which puts forward more requirements for financial support to agriculture. By combing the current situation and characteristics of the development of financial support for agriculture in China under the new situation, the paper points out that the policy of supporting agriculture in our country has the following characteristics: the total amount and proportion of supporting agriculture is small, the structure of financial support for agriculture is not optimized, and the way of supporting agriculture subsidies lags behind. Financial support for agriculture management system is not perfect and other major problems. The paper suggests that we should perfect the mechanism of fund growth, optimize the structure of financial support for agriculture, actively promote the transformation of agricultural subsidy policy, and innovate the management system of financial support for agriculture.
