【摘要】：隨著社會(huì)進(jìn)程的不斷加快,現(xiàn)代化廣播業(yè)務(wù)不斷發(fā)展壯大,電臺(tái)的服務(wù)和管理水平也在更新升級(jí),各種廣播設(shè)備的更換頻率提高,貨物、工程、服務(wù)等方面的資金投入也呈現(xiàn)出逐年上升的趨勢(shì),分析懫購的現(xiàn)狀,加強(qiáng)采購的管理,尤其是對(duì)常用設(shè)備的采購進(jìn)行科學(xué)、高效、合理的管理相當(dāng)必要。一套先進(jìn)的政府采購方案,不僅能夠提高電臺(tái)的經(jīng)濟(jì)效益,也能夠提升電臺(tái)自身現(xiàn)代化發(fā)展的市場(chǎng)競(jìng)爭力,同時(shí)還能夠保證電臺(tái)高效、安全、快捷的為聽眾提供廣播服務(wù)。因此,擁有一套科學(xué)的設(shè)備采購方案,對(duì)分配資金合理投入、改善采購管理、合理配置資源、提高設(shè)備利用率、降低風(fēng)險(xiǎn),減少采購過程中主觀因素的影響具有重要意義。本研究基于供應(yīng)鏈管理思想,提出電臺(tái)日常工作中政府采購的現(xiàn)狀及問題,將供應(yīng)鏈管理中有關(guān)信息流、資金流、物流運(yùn)作過程與電臺(tái)采購工作的實(shí)際相聯(lián)系,旨在使政府預(yù)算資金使用合理化,提高采購效率、建立與供應(yīng)商的良好合作關(guān)系,完善監(jiān)督管理機(jī)制,加強(qiáng)整個(gè)采購過程的透明度,為全面提升我國廣電行業(yè)的政府采購工作管理水平提供理論依據(jù)。文章主要包括以下內(nèi)容:首先介紹供應(yīng)鏈管理、采購管理和層次分析法的基本理論。其次對(duì)某電臺(tái)(以下簡稱電臺(tái))政府采購現(xiàn)狀及存在的問題進(jìn)行分析。對(duì)電臺(tái)政府采購工作現(xiàn)狀從采購程序、機(jī)構(gòu)設(shè)置及職責(zé)、采購規(guī)模、采購分類、政府采購范圍和程序等方面進(jìn)行了深入分析;研究制作了《政府采購基本情況問卷調(diào)查表》,查找當(dāng)前政府采購工作存在的問題和薄弱環(huán)節(jié);通過調(diào)查匯總,發(fā)現(xiàn)了電臺(tái)政府采購存在預(yù)算編制不合理、政府采購流程較為繁瑣、政府采購貨物存在瑕疵、相關(guān)制度規(guī)定不健全、缺乏監(jiān)督制約機(jī)制、評(píng)審專家較為匱乏、采購部門不夠重視、供應(yīng)商管理不盡合理等問題。三是電臺(tái)政府采購行為在供應(yīng)鏈環(huán)境中的優(yōu)化策略。針對(duì)政府采購工作中存在的問題和薄弱環(huán)節(jié),分別從采購部門、使用部門、供應(yīng)商等角度提出優(yōu)化策略,同時(shí)還提出加強(qiáng)合同管理、制定第三方聯(lián)合庫存模式等新型管理方法。四是以電臺(tái)的政府采購行為作為研究對(duì)象,利用層次分析法對(duì)供應(yīng)商進(jìn)行選擇,達(dá)到最優(yōu)采購的目的。
[Abstract]:With the continuous acceleration of social progress, the development of modern broadcasting business, the radio station service and management level is also updating and upgrading, various broadcasting equipment replacement frequency increased, goods, engineering, The investment in services and other aspects also shows a rising trend year by year. It is necessary to analyze the current situation of purchasing and strengthen the management of procurement, especially the scientific, efficient and reasonable management of common equipment. A set of advanced government procurement scheme can not only improve the economic benefit of the radio station, but also enhance the market competitiveness of the radio station's own modernization development. At the same time, it can ensure the radio station to provide broadcasting service efficiently, safely and quickly for the audience. Therefore, it is of great significance to have a set of scientific equipment purchase plan to allocate funds reasonably, to improve procurement management, to allocate resources reasonably, to increase equipment utilization ratio, to reduce risk and to reduce the influence of subjective factors in purchasing process. Based on the idea of supply chain management, this study puts forward the current situation and problems of government procurement in radio station daily work, and links the information flow, capital flow and logistics operation process with the actual situation of radio purchasing work in supply chain management. Aimed at rationalizing the use of government budget funds, improving procurement efficiency, establishing good relations of cooperation with suppliers, improving oversight and management mechanisms, and enhancing transparency in the entire procurement process, It provides a theoretical basis for improving the management level of government procurement in radio and television industry. This paper mainly includes the following contents: firstly, it introduces the basic theory of supply chain management, purchasing management and analytic hierarchy process. Secondly, the current situation and problems of government procurement of a radio station (hereinafter referred to as radio station) are analyzed. The current situation of government procurement in radio station is analyzed from the aspects of purchasing procedure, organization setting and responsibility, purchasing scale, purchasing classification, government procurement scope and procedure. The questionnaire on the basic situation of government procurement has been developed to find out the existing problems and weak links in the current government procurement, and through the investigation and summary, it has been found that there is unreasonable budget preparation in the government procurement of radio stations. The government procurement process is more complicated, the government procurement goods have defects, the relevant system provisions are not perfect, the lack of supervision and control mechanism, the evaluation experts are relatively scarce, the procurement department is not enough attention, the supplier management is not reasonable and so on. Third, the optimization strategy of radio government procurement behavior in supply chain environment. Aiming at the problems and weak links in government procurement, the paper puts forward the optimization strategy from the angles of purchasing department, using department, supplier and so on. At the same time, it also puts forward some new management methods, such as strengthening contract management and making joint inventory model of third party. Fourth, take the government procurement behavior of the radio station as the research object, use the analytic hierarchy process to select the suppliers to achieve the purpose of optimal procurement.
