【摘要】：生態(tài)補償作為現(xiàn)階段國內(nèi)外研究的熱點課題,需要在研究與實踐中不斷地摸索和總結(jié)�，F(xiàn)階段生態(tài)補償研究的重點和難點是生態(tài)補償標(biāo)準(zhǔn)的確定和補償方式的選擇。本文首先闡述了生態(tài)環(huán)境和生態(tài)補償?shù)奶厥鈱傩�。然后著重研究了生態(tài)補償標(biāo)準(zhǔn)的確定及補償方式的選擇問題。本文運用實證分析方法論證說明,正確運用市場法是目前我國確定生態(tài)補償標(biāo)準(zhǔn)的現(xiàn)實選擇,對如何才能正確使用市場法,也提出了科學(xué)的方法與步驟。本文還指出以貨幣補償作為生態(tài)補償?shù)闹饕绞?對如何制定補償方式的科學(xué)制度,改革完善各種補償方式提出了構(gòu)想。最后,本文還以D省G市北部水系首期工程YB湖建設(shè)工程為例,介紹了市場法在該工程生態(tài)補償中的應(yīng)用。本論文的研究結(jié)論、觀點和建議,對于完善我國生態(tài)補償機制及政策體系,提高公共決策水平,創(chuàng)新生態(tài)補償工作思路,改進生態(tài)補償工作,均具有很好的借鑒意義。
[Abstract]:Ecological compensation, as a hot topic at home and abroad, needs to be explored and summarized in research and practice. The emphases and difficulties of ecological compensation research at present are the determination of ecological compensation standard and the choice of compensation mode. This article first elaborated the ecological environment and the ecological compensation special attribute. Then it studies the determination of ecological compensation standard and the choice of compensation mode. This paper proves that the correct use of the market method is the realistic choice to determine the ecological compensation standard in our country, and puts forward the scientific methods and steps on how to use the market method correctly. This paper also points out that monetary compensation is the main way of ecological compensation, and puts forward some ideas on how to formulate the scientific system of compensation mode and how to reform and perfect all kinds of compensation methods. Finally, this paper introduces the application of market method in ecological compensation of the YB Lake construction project in the first phase of water system project in G city of D province as an example. The conclusions, viewpoints and suggestions of this paper are of great significance for improving the mechanism and policy system of ecological compensation in China, improving the level of public decision-making, innovating the thinking of ecological compensation and improving the work of ecological compensation.
