【摘要】：正我國(guó)政府采購(gòu)制度經(jīng)過(guò)近20年的探索和實(shí)踐,已從單純的財(cái)政支出管理手段升級(jí)為體現(xiàn)國(guó)家政策性意圖的工具,在宏觀調(diào)控、經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和提高財(cái)政資金使用效益等方面發(fā)揮了重要作用。然而在政府采購(gòu)實(shí)踐中也面臨著許多深層次問(wèn)題亟待研究解決。本文以新疆為例,基于對(duì)政府采購(gòu)制度的現(xiàn)狀及實(shí)踐中存在的主要問(wèn)題進(jìn)行研究和分析,提出進(jìn)一步推進(jìn)政府采購(gòu)改革的政策建議。一、政府采購(gòu)制度改革的現(xiàn)狀新疆政府采購(gòu)制度改革起步于1998年,經(jīng)過(guò)十幾年的積極探索和有益實(shí)踐,采購(gòu)程序逐步規(guī)范,管理制度日
[Abstract]:After nearly 20 years of exploration and practice, the government procurement system of our country has been upgraded from a simple means of financial expenditure management to a tool to reflect the national policy intention. Economic restructuring and improving the efficiency of the use of financial funds have played an important role. However, in the practice of government procurement, there are many deep problems to be solved. Taking Xinjiang as an example, based on the research and analysis of the current situation and the main problems in the practice of government procurement system, this paper puts forward some policy suggestions to further promote the reform of government procurement. The status quo of the Reform of Government Procurement system in Xinjiang the reform of government procurement system in Xinjiang started in 1998. After more than ten years of active exploration and beneficial practice, the procurement procedure is gradually standardized, and the management system day.
