【摘要】：桃江是湘中地區(qū)的一個(gè)農(nóng)業(yè)大縣,經(jīng)過(guò)30年的改革發(fā)展,桃江的農(nóng)業(yè)發(fā)展卓有成效。農(nóng)業(yè)綜合生產(chǎn)能力顯著提高,農(nóng)民收入不斷增加,糧食和其他農(nóng)產(chǎn)品產(chǎn)量大幅度增長(zhǎng),農(nóng)產(chǎn)品質(zhì)量安全水平不斷提升。 改革開(kāi)放以來(lái),桃江財(cái)政支農(nóng)支出規(guī)模不斷擴(kuò)大,對(duì)桃江縣農(nóng)業(yè)和農(nóng)村經(jīng)濟(jì)持續(xù)健康發(fā)展發(fā)揮了積極的作用。但由于長(zhǎng)期以來(lái),國(guó)家對(duì)農(nóng)業(yè)的投入不足,農(nóng)業(yè)基礎(chǔ)設(shè)施還相對(duì)落后,再加上農(nóng)業(yè)是自然風(fēng)險(xiǎn)與市場(chǎng)風(fēng)險(xiǎn)交織的弱質(zhì)產(chǎn)業(yè),給農(nóng)業(yè)發(fā)展帶來(lái)了很大的風(fēng)險(xiǎn),很有必要加強(qiáng)對(duì)農(nóng)業(yè)的支持和保護(hù)。其中政府通過(guò)財(cái)政支出對(duì)農(nóng)業(yè)進(jìn)行支持和保護(hù)是世界各國(guó)采取的普遍做法。財(cái)政支農(nóng)是政府調(diào)控和保護(hù)農(nóng)業(yè)的主要政策和措施,其投資規(guī)模、投資結(jié)構(gòu)和投資效益已經(jīng)引起了越來(lái)越多的社會(huì)關(guān)注。如何提高財(cái)政支持的水平,是桃江縣財(cái)政支農(nóng)工作中迫切需要解決的一個(gè)問(wèn)題。 本文通過(guò)對(duì)桃江縣財(cái)政支農(nóng)問(wèn)題的研究,其目的在于分析財(cái)政支農(nóng)資金支出的規(guī)模和結(jié)構(gòu),揭示財(cái)政支農(nóng)資金支出中存在的問(wèn)題,探討公共財(cái)政支出理論框架下,提高財(cái)政支農(nóng)資金支出效益的對(duì)策和辦法。研究如何合理有效的使用和管理財(cái)政支農(nóng)資金。更好地促進(jìn)桃江農(nóng)業(yè)可持續(xù)發(fā)展。
[Abstract]:Taojiang is an agricultural county in central Hunan. After 30 years of reform and development, the agricultural development of Taojiang has been fruitful. The comprehensive production capacity of agriculture has increased significantly, the income of farmers has continued to increase, the output of grain and other agricultural products has increased by a large margin, and the quality and safety level of agricultural products has been continuously improved. Since the reform and opening up, the scale of fiscal support for agriculture in Taojiang has been expanding, which has played a positive role in the sustainable and healthy development of agriculture and rural economy in Taojiang County. However, for a long time, the country has not invested enough in agriculture, and the agricultural infrastructure is still relatively backward. In addition, agriculture is a weak industry with natural risks and market risks, which brings great risks to the development of agriculture. It is necessary to strengthen the support and protection of agriculture. Among them, the government supports and protects agriculture through fiscal expenditure, which is a universal practice adopted by countries all over the world. Financial support for agriculture is the main policy and measure of the government to regulate and protect agriculture. Its investment scale, investment structure and investment benefit have attracted more and more attention of the society. How to improve the level of financial support is an urgent problem to be solved in the work of supporting agriculture in Taojiang County. The purpose of this paper is to analyze the scale and structure of financial expenditure on supporting agriculture, to reveal the existing problems in the expenditure of financial support for agriculture, and to explore the theoretical framework of public financial expenditure through the study of the financial support for agriculture in Taojiang County, the purpose of which is to analyze the scale and structure of the expenditure of financial support for agriculture. Measures and measures to improve the efficiency of funds and Expenditure on Fiscal support to Agriculture. Research how to use and manage the financial support fund effectively and reasonably. Better promote the sustainable development of agriculture in Taojiang River.
