【摘要】：在城鎮(zhèn)化進程中，地方政府作為主要責(zé)任主體，需要投入大量資金，因此面臨著巨大的融資壓力。本文分析了我國城鎮(zhèn)化進程的現(xiàn)狀和中央和地方政府的在城鎮(zhèn)化中事權(quán)與財權(quán)分配問題，同時指出地方政府收入與融資情況以及地方政府的融資困境。提出解決地方政府融資困境應(yīng)當從三個角度入手，，即地方政府的角色定位從單方面主導(dǎo)城鎮(zhèn)化逐步轉(zhuǎn)為引導(dǎo)各方資金參與其中；鼓勵社會資本積極參與到城鎮(zhèn)化建設(shè)當中，創(chuàng)造政府企業(yè)雙贏的局面；靈活運用多種融資手段，合理安排地方政府債務(wù)壓力，推進有序還債，避免因集中償債而發(fā)生債務(wù)危機。 通過P縣公交民營化案例，分析地方政府運營情況以及產(chǎn)生的問題，提出成功引入民營資本實現(xiàn)公交民營化改革的對策和建議。最后，提出了在城鎮(zhèn)化進程中地方政府解決融資困境的主要出路：建立事權(quán)與財權(quán)相匹配的地方政府財政制度；積極引入民營資本參與城市建設(shè)；適當運用多種融資方式實現(xiàn)有序融資。
[Abstract]:In the process of urbanization, the local government, as the main responsibility subject, needs to invest a lot of funds, and therefore faces enormous financing pressure. This paper analyzes the status of urbanization in China and the issue of the distribution of power and property in the urbanization of the central and local governments, and points out the local government's income and financing and the local government. The financing predicament of the local government should be solved from three angles, that is, the role of the local government is gradually transferred from the unilateral leading urbanization to the participation of all the parties, encouraging the social capital to actively participate in the construction of the urbanization, creating a win-win situation for the government enterprises, and flexibly using many kinds of financing. Measures should be taken to rationally arrange the debt pressure of local governments, promote orderly payment of debts, and avoid debt crisis due to centralized debt repayment.
Through the case of privatization of public transport in P County, this paper analyzes the operation situation of local government and the problems produced, and puts forward the countermeasures and suggestions for the successful introduction of private capital to realize the reform of public transport privatization. Finally, the main way out for local government to solve the financing difficulties in the process of urbanization is put forward: establishing the local government financial system matching the right and the financial power. We should actively introduce private capital to participate in urban construction, and make appropriate use of various financing methods to achieve orderly financing.
