基于網(wǎng)絡技術的政府采購招標流程優(yōu)化

【摘要】:近年來,隨著相關法律法規(guī)的確立、完善,我國政府采購事業(yè)發(fā)展迅猛,規(guī)模不斷擴大。從1998年的31億元發(fā)展到2013年,已經(jīng)突破13977億元,政府采購所占財政支出的比例也由0.29%上升到現(xiàn)在的11.1%,每年為我國節(jié)約財政支出近2000億。可以說我國的政府采購事業(yè)的發(fā)展是令人矚目的。但同時我們還應該認識到,我國政府采購與西方國家的差距,其一,是政府采購所占財政支出比例與所占GDP比例低于發(fā)達國家水平。西方國家的政府采購所占財政支出比率可達30%以上,這就說明我國政府采購還有極大的發(fā)展空間。其二,政府采購,采購項目覆蓋范圍還不夠廣,采購制度還有漏洞。有些應該納入政府集中采購的項目經(jīng)過拆分后變?yōu)樽孕胁少。其?我國政府采購信息化水平較低,表現(xiàn)為采購信息的發(fā)布不規(guī)范,信息冗雜,信息技術在采購流程中的運用不全面,僅僅運用于少數(shù)招標環(huán)境。其四,我國政府采購部門較為分散,重復建設嚴重,造成資源浪費,或者資源分布不合理,資源利用率低等現(xiàn)象。 隨著互聯(lián)網(wǎng)的發(fā)展與網(wǎng)絡技術的成熟,如何利用網(wǎng)絡技術對政府采購招標進行優(yōu)化已經(jīng)成為一個非常迫切的問題。利用網(wǎng)絡技術可以很好的解決上述的幾大問題。本文主要從一個系統(tǒng)、宏觀的角度論述了如何運用網(wǎng)絡技術對政府采購招標進行優(yōu)化,主要的研究內容有我國政府采購及電子招投標當前的發(fā)展的狀況及存在問題,并從法律制度、業(yè)務流程、安全技術、系統(tǒng)用戶、優(yōu)化保障等幾個方面給出政府采購招標的優(yōu)化建議。其中法律制度是推進電子政府采購的有力保障;業(yè)務流程、安全技術是網(wǎng)絡技術運用的主要方面;系統(tǒng)用戶是網(wǎng)絡技術得到推廣、認可的有力支撐與使用主體;優(yōu)化保障是電子政府采購能夠順利開展運行的基本條件。通過對現(xiàn)有流程的分析、綜合、整理、清除,本文形成了一個適用于網(wǎng)絡環(huán)境的電子政府采購招標流程,并給出了與該流程相適應的的組織結構規(guī)劃,以保障電子政府采購程序能夠順利進行。
[Abstract]:In recent years, with the establishment and perfection of relevant laws and regulations, the government procurement in our country develops rapidly and the scale expands. From 3.1 billion yuan in 1998 to 1.3977 trillion yuan in 2013, the proportion of government procurement in fiscal expenditure has also risen from 0.29% to 11.1b, saving nearly 200 billion for China every year. It can be said that the development of government procurement in China is remarkable. But at the same time, we should also realize that the gap between our government procurement and western countries is that the proportion of government procurement in fiscal expenditure and GDP is lower than that in developed countries. The ratio of government procurement to fiscal expenditure in western countries can reach more than 30%, which indicates that China's government procurement still has great room for development. Second, government procurement, procurement project coverage is not wide enough, procurement system there are loopholes. Some items that should be included in centralized government procurement are split into self-procurement. Third, the level of government procurement information in China is low, which shows that the publication of procurement information is not standardized, the information is jumbled, the application of information technology in the procurement process is not comprehensive, and it is only used in a few bidding environments. Fourth, the government procurement departments in our country are scattered, the repeated construction is serious, which results in the waste of resources, or the unreasonable distribution of resources and the low utilization rate of resources. With the development of the Internet and the maturity of the network technology, how to use the network technology to optimize the government procurement bidding has become a very urgent problem. The use of network technology can be a good solution to the above several major problems. This paper mainly discusses how to use network technology to optimize the bidding of government procurement from a system and macroscopical angle. The main research contents include the current development situation and existing problems of our government procurement and electronic bidding. The author also gives some suggestions on the government procurement bidding from the aspects of legal system, business process, security technology, system user, optimization guarantee and so on. The legal system is the powerful guarantee to promote electronic government procurement; the business process and security technology are the main aspects of the application of network technology; Optimizing the guarantee is the basic condition for the smooth operation of e-government procurement. By analyzing, synthesizing, sorting and clearing the existing process, this paper forms an e-government procurement bidding process suitable for the network environment, and gives the organization structure plan suitable for the process. To ensure that the e-government procurement process can proceed smoothly.
